Xing Haiming said that China and the ROK are inseparable neighbors and inseparable cooperative partners, and the two sides have a long history of friendly exchanges. At one time, there were more than 70,000 Chinese students studying in South Korea and South Korean students studying in China, and China and South Korea have always been the largest foreign students in each other's countries. The development of China-ROK relations has brought benefits to the two countries and peoples and is in line with the fundamental interests of the two peoples.

Xing Haiming stressed that China and the ROK are geographically close, culturally and personally, and that national feelings are the cornerstone of bilateral relations. As friendly neighbors, China and the ROK should uphold the original aspiration of establishing diplomatic relations, adhere to the neighborly path of trustworthiness, harmony, kindness and good-neighborliness, eliminate interference, communicate and cooperate, work together and move in the same direction on the basis of mutual respect and mutual benefit, and promote the deepening and practical cooperation between the two sides in various fields such as economic and trade exchanges and people-to-people and cultural exchanges, so as to achieve win-win cooperation.
