The 3rd International Forum on Frontier Theories and Best Practices in Public Management was success

On December 12, the "3rd International Forum on Frontier Theories and Best Practices of Public Management" was opened, sponsored by the School of Public Policy and Management of Tsinghua University and organized by the Institute of Management and Innovation of the School of Public Policy and Management of Tsinghua University and the Beijing Research Center for Xi of Organization and Urban Governance Innovation. The forum gathered well-known public management experts, scholars and practitioners at home and abroad, and conducted a high-level, multi-level and cross-field academic dialogue around the research theme of "Theory and Mechanism of Public Governance System Reform and Innovation", a key topic of national natural science.

The opening ceremony of the forum was presided over by Professor Lan Zhiyong, Professor of the School of Public Policy and Management of Tsinghua University and Director of the Beijing Research Center for Xi of Organization and Urban Governance Innovation, and Professor Zhu Xufeng, Dean of the School of Public Policy and Management of Tsinghua University, delivered a welcome speech.

Zhu Xufeng said that innovation is a national strategy and a "big problem" in public management research, and it is timely and necessary to hold this forum, and it is expected that the forum can become a platform to promote the exchange of innovative views in various fields and collide with new sparks of ideas.

Rick Shangraw, President of NDANA Education Group and former Vice President of Arizona State University, said in his speech that innovation research is a hot topic of joint research in public administration and other academic fields in China, and he looks forward to learning and Xi sharing research findings and cutting-edge views on innovation in different cultural contexts.

Professor Xu Xiaolin, a member of the Public Administration Discipline Evaluation Group of the National Academic Degree Committee and a member of the National Steering Committee for Graduate Education in Public Administration, said that the forum provided an excellent opportunity for the exchange of cutting-edge innovation theory and practice issues for scholars at home and abroad.

Keynote speech

The first keynote speech session of the forum was moderated by Zhong Wei, tenured associate professor of the School of Public Policy and Management, Tsinghua University.

Professor Lan Zhiyong first gave a speech entitled "Professor".Building a New Ecology of Innovation: From Hierarchical Innovation to Marbling Innovation", he reviewed some important innovation theories, put forward a new thinking from the hierarchical innovation method of the country, science and technology, and enterprises to "marbled innovation", emphasizing a more panoramic perspective to look at the construction process of science and innovation system, and create a new ecology of innovation, which is the inevitable path of the new scientific era.

Professor Qi Ye of the School of Public Policy and Management of Tsinghua University pointed out that the theory of global climate governance also needs to pay attention to market innovation and technological innovation to help mankind solve the challenges and opportunities of climate change.

Professor Rick Shangelo gave a keynote speech entitled "University Technology Transfer: From Output to Outcome", sharing his 17 years of experience in managing university research and technology transfer, and discussing his thoughts on the four stages of technology transfer function in universities: input, process, output and outcome.

Professor Liu Bangcheng, Vice Dean of the School of International and Public Affairs of Shanghai Jiao Tong University, gave a speech on the theme of "Technology Transfer, Knowledge Integration and Institutional Xi: A Comprehensive Analytical Framework", in which he constructed an analytical framework covering the Xi of technology transfer, knowledge integration and institutionalization to explain the mechanism of technology transfer on the construction of innovation system and capacity improvement.

Professor Xu Xiaolin of Hunan Agricultural University gave a speech on the topic of "Inter-Organization Business Collaboration: Promoting the Innovation of Public Governance System", analyzed the difficulties and pain points of China's digital transformation through vivid cases, and put forward the perspective of building an inter-organizational data collaboration ecosystem from the dimensions of technology and governance.

The second keynote speech session of the forum was chaired by Yang Yifan, professor of Southwest Jiaotong University.

Wu Wei, Founding Dean of the Graduate School of Public Administration at Nanyang Technological University and Dean of the Singapore Panorama Management Institute, delivered a keynote report entitled "Public Governance System Innovation: Singapore's Experience", summarizing and analyzing Singapore's innovation experience and providing experience for China's governance innovation. Many students from developing countries who participated in the conference felt that these experiences were very inspiring to them.

Professor Gao Xudong, professor of the School of Economics and Management of Tsinghua University and deputy director of the Technology Innovation Research Center, made a report entitled "The Experience and Lessons of China's Enterprise Technology Innovation Management", analyzing and summarizing the experience and lessons of China's scientific and technological innovation, and emphasizing the need to strengthen independent innovation and local innovation capabilities. The Chinese high-tech enterprises and products he displayed left a deep impression on the international participants in the conference.

Wu Xun, professor of innovation and entrepreneurship public policy at the Hong Kong University of Science and Technology (Guangzhou), made a report entitled "Industrial Investment and New System of Scientific and Technological Development", which summarized the historical connection and potential challenges between scientific and technological development and the first system, and proposed that there is actually a problem of innovation failure and enterprise innovation failure at the same time, which should be coordinated and dealt with.

The sub-forum session was chaired by Professor Wu Xun. Five special guests shared their insights on innovation in different fields in simple terms based on their own research or work experience.

Professor Yang Lihua of Peking University gave a report entitled "Collaborative Governance in the Context of a Strong State: An Empirical Study on Grassland Governance Innovation in Northern China", analyzing the impact of national dominance on social collaboration and innovation.

Professor Yang Yifan of Southwest Jiaotong University gave a report entitled "The Configuration Law of Global Science and Technology Innovation Center and Its Enlightenment to the Ecological Governance of Talents in the Western Region", revealing the preliminary law of the growth and evolution of science and technology innovation center with empirical data and cases.

Professor Chen Tianhao of Tsinghua University gave a report entitled "The Effectiveness Test and Institutional Logic of China's Intellectual Property Court Reform to Promote Enterprise Innovation", which tested the impact of China's intellectual property court reform on enterprise innovation, and explained the influence mechanism through cases.

Professor Weng Lien of Zhejiang University of Technology made a report entitled "Zhejiang Local Innovation: History, Experience and Future Development", and pointed out that the construction of innovation culture should be paid attention to in the future through the observation of innovation cases in Zhejiang Province.

Mr. Wu Zhancheng, Director of Hong Kong Tai Hing Cheung Group and Executive Director of Hong Kong Kowloon Wood Merchants Association, delivered a speech entitled "Opportunities and Challenges of Enterprise Innovation and Sustainable Development - A Case Study of Wood Waste Treatment", introducing the process of Hong Kong enterprises in cultivating innovation awareness, optimizing production links and promoting sustainable development.

The roundtable forum was chaired by Professor Yang Lihua of Peking University, and the participating experts and scholars discussed key issues in more depth on the basis of keynote speeches.

Researcher Xie Yahong, deputy secretary-general of the China Administrative Management Association and deputy editor-in-chief of the editorial department of China Administration, pointed out that we should pay attention to the goal and value of innovation and avoid falling into the dilemma of "the process and the purpose of innovation". She believes that the experts at the meeting had a high-level discussion and hopes that the experts will actively contribute to the journal.

Professor Wang Qingxin of Tsinghua University said that innovation should not focus on efficiency and ignore the value dimension. In the open discussion session, experts and scholars expressed their views one after another, and had a heated discussion in combination with the questions raised by the audience of the forum.

The participating experts actively participated in the discussion session, made positive speeches, and agreed that this conference is a high-quality seminar with a large span, high academic content, and a lot of ideas and inspiration. Lan Zhiyong finally expressed his gratitude to everyone for their serious sharing and participation, and hoped to continue to cooperate in the future, continue to deepen the research, contribute to the construction of a panoramic independent innovation ecosystem, serve the country towards the second centenary grand goal, and benefit the people and mankind.
