On November 25, 1981, the Academic Degrees Committee issued the Notice on Issuing the First Batch of Doctoral and Master's Degree Awarding Units (Degree Zi [1981] No. 018). From the notice, it can be seen that there are 151 doctoral degree-granting institutions in the first batch of the country, including more than 110 ordinary colleges and universities.
