In order to resolutely curb the high incidence of telecommunications network fraud, the Ministry of Public Security continues to deploy and carry out special operations such as "the Great Wall", "broken cards", "broken streams", and "nail pulling", organizing regional battles and cluster battles, and severely cracking down on criminal gangs involved in fraud and black and gray industries that provide illegal services such as promotion and drainage, transfer and money laundering, technology development, and organization of illegal immigration to overseas fraud groups, and arrest criminal suspects790,000, including 263 "financiers", leaders and backbones behind the fraud syndicate. At the same time, it has sent working groups to Thailand, the Philippines, Cambodia, Laos, Vietnam, Indonesia and other countries to carry out international law enforcement cooperation, dismantling a large number of overseas fraud dens and arresting more than 3,000 criminal suspects, forming a strong deterrent.

In response to the grim situation of telecommunications network fraud in northern Myanmar, the Ministry of Public Security has deployed public security organs in Yunnan and other places to further promote border police and law enforcement cooperation, continue to carry out multiple rounds of crackdowns, resolutely eradicate fraud dens, and arrest those involved in fraud in accordance with the law. In particular, in response to the situation of a number of family criminal groups in the Kokang Autonomous Region of northern Myanmar wantonly organizing the opening of fraud dens, openly armed to protect fraud, and carrying out criminal activities of telecommunications network fraud against Chinese citizens for a long time, on the basis of grasping the relevant criminal facts and evidence, the public security organs in Zhejiang, Liaoning, Fujian, Chongqing, and other places have successively publicly offered rewards and wanted for important leaders of telecommunications network fraud criminal groups in the northern Myanmar Kokang Autonomous Region, such as Ming Xuechang, Bai Suocheng, Wei Huairen, and Liu Zhengxiang. Relying on the mechanism of the inter-ministerial joint conference, the public security organs actively work with relevant departments and units to further promote industry governance and comprehensive governance, consolidate entity responsibility, strengthen industry supervision, plug regulatory loopholes, and make every effort to squeeze the space for illegal and criminal activities involving fraud. In November 2023, after full investigation and demonstration, the Ministry of Public Security, together with relevant competent departments, drafted the "Measures for Joint Disciplinary Action against Telecommunications Network Fraud and Related Violations and Crimes (Draft for Solicitation of Comments)" to solicit public comments. The Ministry of Industry and Information Technology (MIIT) has steadily promoted the governance of telecommunications and Internet businesses, implemented the anti-fraud responsibilities of enterprises, and organized and carried out five batches of law enforcement inspections, covering 22 telecommunications and Internet enterprises across the country. The People's Bank of China has normalized the governance of the "capital chain", formed a governance system of departmental linkage, industry joint defense, and system networking, further strengthened industry supervision, conducted special law enforcement inspections on relevant institutions, and consolidated the main responsibilities of institutions. At the same time, we will make every effort to promote early warning, dissuasion and technical countermeasures.
