Shenzhen is a frontier city of China's reform and opening up, and a pioneer demonstration area of socialism with Chinese characteristics, after more than 40 years of rapid development, it has become an economic center city with global influence and a modern international metropolis. Shenzhen is currently composed of 10 administrative districts, of which Futian District and Luohu District are the central urban areas of Shenzhen, as well as the historical and cultural districts of Shenzhen.
In order to better adapt to the development requirements of the new era, enhance the comprehensive competitiveness of the city, and promote the coordinated development of the region, some netizens put forward an idea, that is, to merge Futian District and Luohu District to establish Fuluo District, so as to realize the complementary advantages of the two districts and form a new development momentum. This paper will analyze whether the merger of Futian and Luohu districts is feasible from the aspects of industrial development, infrastructure, urban and rural planning, and economic structure.
Industrial development. Futian District and Luohu District are both traditional business centers in Shenzhen, with many commercial complexes, commercial office buildings, financial institutions, hotels and restaurants, etc., which are the consumption hotspots and business cores of Shenzhen. The scale and level of commerce and trade in the two districts have a high status in the city and even the whole country, but there are also some problems, such as excess commercial space, homogeneous competition, and lack of brand innovation. At the same time, the high-tech industries in the two districts are relatively weak, which does not match the positioning of Shenzhen's scientific and technological innovation, and it is necessary to strengthen industrial transformation and upgrading and cultivate new economic growth points.
If Futian District and Luohu District are merged, the commercial and trade industries of the two districts can be optimized and integrated, create a more distinctive and competitive commercial brand, improve the level and efficiency of commercial services, meet the needs of different levels and types, and promote consumption upgrading.
At the same time, we can learn from the experience of Nanshan District, make use of the location advantages and human resources of the two districts, increase the support for high-tech industries, introduce and cultivate a number of science and technology enterprises with innovation ability and market potential, build a new science and technology innovation center in Shenzhen, form a benign interaction and coordinated development with Nanshan District, and enhance Shenzhen's scientific and technological innovation ability and level.
Infrastructure. Futian District and Luohu District are both early development zones in Shenzhen, with relatively complete infrastructure construction, and relatively complete public service facilities such as transportation, communications, water, electricity, and gas, but there are also some deficiencies, such as traffic congestion, parking difficulties, many old communities, and low green coverage. These problems not only affect the quality of life of residents, but also restrict the economic and social development of the two districts.
If Futian District and Luohu District are merged, the infrastructure of the two districts can be interconnected, the layout of the transportation network can be optimized, the transportation efficiency can be improved, traffic congestion can be alleviated, and the image of the city can be enhanced.
At the same time, we can intensify the renovation of old residential areas, improve the housing conditions of residents, increase public service facilities, and improve the living standards of residents. In addition, the ecological construction of the two districts can be strengthened, the green area can be increased, the quality of the urban environment can be improved, and a modern urban area suitable for living and working can be created.
Urban and rural planning. Futian District and Luohu District are both core urban areas of Shenzhen, with relatively mature urban planning, clear urban functional zoning, unique urban features, and profound urban culture, but they also face some challenges, such as limited urban space, slow urban renewal, and lack of vitality of urban culture. These problems not only affect the urban quality of the two districts, but also restrict the attractiveness and competitiveness of the two districts.
If Futian District and Luohu District are merged, the urban planning of the two districts can be unified and coordinated, the urban spatial layout can be optimized, the efficiency of urban space utilization can be improved, and the potential of urban development can be unleashed.
At the same time, the pace of urban renewal in the two districts can be accelerated, focusing on the protection and utilization of historical and cultural heritage, creating distinctive and attractive urban landmarks, and enhancing the cultural connotation of the city. In addition, the urban governance of the two districts can be strengthened, the urban management system can be improved, the level of urban management can be improved, and a safe and orderly urban order can be created.
Economic structure. Futian District and Luohu District are both important economic towns in Shenzhen, the total economic volume and quality in the city and even the whole country have a high level, the economic structure is dominated by the tertiary industry, the service industry accounts for more than 90%, but there are also some problems, such as the proportion of the primary industry and the secondary industry is too low, the structure of the tertiary industry is not optimized enough, the proportion of high value-added industries is not high enough, and the economic growth momentum is not strong enough. These problems not only affect the economic benefits of the two regions, but also restrict the sustainable economic development of the two regions.
If Futian District and Luohu District are merged, the economic structure of the two districts can be optimized and adjusted, and the quality and efficiency of economic development can be improved. On the one hand, we can strengthen support for the primary and secondary industries, give full play to the geographical advantages of the two zones, develop characteristic agriculture and modern manufacturing, and improve the industrial diversity and self-sufficiency of the two zones.
On the other hand, we can further develop the tertiary industry, focusing on the development of high-tech industries, financial industries, commerce and trade, and cultural and creative industries, so as to enhance the industrial added value and competitiveness of the two zones and enhance the economic growth momentum of the two zones.
Epilogue. In general, the merger of Futian District and Luohu District to establish Fuluo District is feasible and conducive to the common development of the two districts, which can realize the complementary advantages of the two districts, form new development momentum, enhance the comprehensive competitiveness and influence of the two districts, promote the coordinated regional development of Shenzhen, and contribute to the construction of Shenzhen as a pioneer demonstration area of socialism with Chinese characteristics and a modern international metropolis.
