Written by Xu Yongliang.

On the evening of December 27, 2023, he and Chi Pengtong, a colleague of the "Pharmaceutical Sector Group" of the Chinese People's Political Consultative Conference**. Communicate the gains in the work of the CPPCC in the past year and discuss how to deploy the work in the future. During the meeting, we talked about the advice and suggestions of the community and the personal proposals for the coming year, during which we mentioned the way forward for rural development, how to assist rural revitalization, reduce the differentiation of urban areas, and the reasons for the slow development of rural areas.

First, the rural land is too scattered and the infrastructure cannot keep up.

According to the policy at that time, the land was divided into different levels, and each household was reasonably and evenly distributed, resulting in a serious problem of scattered and fragmented land. These problems limit the scale, centralization of land, and the use of large agricultural machinery. The cultivation of land crops is more traditional or traditional winter wheat and summer sorghum. In addition, the construction of rural infrastructure is lagging behind, and some rural areas have no water storage facilities. This has led to an instability of rural incomes!

2. Lack of leaders to get rich"The train runs fast because of the headband"People can understand this truth. However, in the countryside, what is most lacking is the leader who can get rich first. If a village or town enterprise or a certain technology, a certain profession, or a certain industry has achievements and is sincerely willing to lead everyone, then the village will definitely be able to flourish. Conversely, if no one in a village wants to lead the way in getting rich, it will be difficult for the village to develop, even if it has the best resources. For example, in Wulou Village, Shahedian, the villagers will use the technology of winding steel bars on the construction site, and almost all villages will do it. There is a large output of labor, and the high income of 3400 a day. Third, the problem of rural aging is becoming more and more serious, and it has entered an aging society, which has also brought many problems, young labor force into the city to work with high income, unwilling to farm, insufficient old-age security, limited income of the elderly, social attention to the elderly is not enough. Rural ageing is a major obstacle to rural development.

Fourth, the problem of lack of resources.

Rural areas face a lack of resources. These include the shortage of natural resources, the lack of infrastructure resources, and the lack of labor resources.

For example, in the southern Jiangsu cities, towns and villages attract investment, and villages and towns have small workshops and production enterprises. At the end of the farming season, farmers can go to work in the factory to increase their family income. The outflow of migrant workers can be limited, and the lack of resources is also an important factor hindering rural development.

5. The agricultural production mode is backward, unwilling to accept new things, the level of agricultural production is relatively low, and there is a lack of modern agricultural technology and advanced equipment. This has led to inefficient agricultural production and difficulties in meeting market demand. In addition, rural people are generally conservative and reluctant to accept new things, which is also an important factor hindering rural development. Sixth, village cadres are incompetent.

The cultural level of village cadres is low, and some village cadres have the phenomenon of hereditary system of three generations of branch secretaries. They don't know what their job responsibilities are, they lack the awareness of serving the people, and they don't know how to lead the masses to get rich together. It is very difficult to achieve development in such rural areas, especially because some village cadres not only lack competence, but also oppress the peasants and even engage in various corrupt practices. What is even more hateful is to rely on one's own advantages to resell and destroy the natural land resources of the village. Those who are successful outside the country are not recognized by the local government, and the external resources that should be received to help revitalize the countryside are not brought into play. Under such circumstances, it is difficult for the rural areas to develop well. Therefore, the incompetence of village cadres is also an important reason hindering rural development. Young people are the new force of rural revitalization, but compared with cities, the "software and hardware" in rural areas are poor, and it is not easy to find employment and start a business, and most of the young people who "jump out of the farm" are unwilling to go back. Rural revitalization, how to retain and introduce talents?

Seventh, small farmers have serious thinking and lack of entrepreneurial awareness.

People with a small-scale peasant mentality usually tend to be content with a well-off life and lack a sense of self-discipline and cooperation. They are often reluctant to cooperate and communicate with others, and lack the awareness and desire to start a business. Rejection of jealousy of villagers with relatively good conditions. Laugh at the villagers who are in poor condition. The smallholder mentality is also an important factor hindering rural development.

8. Agricultural products are too low, and the profits are taken away by middlemen.

It is a well-known problem that agricultural products are too low, and in the case of grain, there has been no food for many years. Peasants cannot make a profit at all by growing grain, and it is already a good result not to lose money. Under such circumstances, how can rural areas be able to develop?Another reason why it is difficult for agricultural products to make profits is that there are too many intermediate links, and the profits are made by middlemen. No matter how hard the farmers work, they can't make enough money.

9. In order to pursue higher economic returns, many rural residents have given up agriculture and worked and lived in more economically developed cities. As a result, rural areas are facing a serious problem of labor loss, and labor resources are becoming increasingly scarce. At present, most of those who remain in the countryside are elderly, and most of the young people go out to work. In the long run, this will make rural development more and more difficult, and rural areas may gradually become abandoned, and some villages may even become abandoned areas because they are uninhabited. 10. It is difficult to put good policies in place.

In recent years, the state has been increasing its support for rural areas, and has introduced many policies conducive to rural development, such as increasing investment in agricultural infrastructure, increasing agricultural subsidies, increasing land income, and solving the problem of migrant workers. However, the effectiveness of these support policies is not as good as one would expect, because although the policies are good, they are difficult to implement. As a result, rural development is also facing difficulties. There are many reasons, and the above is a summary of some of the reasons. There are many reasons for the slow development of rural areas, and these obstacles must be addressed if rural development is to be successful.

**During the inspection and investigation of Heilongjiang, the general secretary mentioned a refreshing word: "new quality productivity". The new quality productivity is different from the traditional productivity, involving new fields and high technology content, and is the productivity in which scientific and technological innovation plays a leading role, high efficiency and high quality, which is different from the productivity development mode that relies on a large amount of resource input and highly consumes resources and energy, and is a productivity that has got rid of the traditional growth path and meets the requirements of high-quality development, and is a productivity that is more integrated and reflects the new connotation in the digital era.

Their experience and capacity will have a positive impact on rural governance. 2. Outstanding university graduates will also become a source of intellectual injection into rural management. They have a high level of professionalism and innovative thinking ability, and will inject new vitality into rural reform and development. Through exchanges and cooperation with farmers, outstanding university graduates will give full play to their professional advantages and promote the modernization process of rural governance. 3. Returning migrant workers will become transmitters of life experience in rural management. They have accumulated a wealth of life and work experience during their time in the city, and when they return to the countryside, they will help farmers understand the outside world and pass on advanced ideas and experiences. The participation of returning migrant workers will bring new ideas and practices to rural governance and promote rural innovation and development. 4. Veterans will become the guarantee force of rural management. They have received strict discipline training and executive training in the army, which will provide solid support for rural management. Veterans will shoulder important responsibilities such as maintaining public order in rural areas and enforcing laws, and will play a positive role in maintaining stability and social tranquility in rural areas.

9. Hold a meeting for successful entrepreneurs whose ancestral homes abroad lead geese back to their hometowns, often go home to see, talk about their hometowns, talk about Sangzi, and feel the sincerity and warmth of their hometowns. Pay attention to the development of party members among the outstanding talents who have returned to their hometowns, and when selecting honorary titles such as outstanding communist party members, outstanding party workers, model workers, good rural youths, and rural stars, they will be given priority tilt, and party representatives, people's congress deputies, and CPPCC members at all levels will be recommended on a merit-based basis, and the "Yangui Xingde Outstanding Contribution Award" will be regularly selected. Take talents as the key to rural revitalization, set benchmarks, attract talents, and retain talents. Key groups such as enterprise management talents, professional and technical talents, practical skill talents, college graduates, retirees, etc., as well as working in villages, returning to their hometowns to start businesses, and participating in public welfare undertakings. Township talents and other funds raised for public welfare undertakings such as condolences to the elderly, helping students and supporting the army, and funding poor families. Implement the return of entrepreneurship, the return of talents, and the return of funds. 10, In the era of information, use self-influence, create local Internet celebrities, and use new ** to effectively publicize. Introduce local specialty products to be in line with the market. Create a standardized local characteristic brand, and do a good job in online and offline promotion. Vigorously develop the tourism industry, the internal environment of scenic spots and historical sites, as well as the surrounding external environment, renovate and maintain well, create a good reputation, and let tourists take the initiative to recommend to relatives and friends.

Harmonious post city, the participation of the whole people, the cadres and the masses work together to create a national civilized city, a good thing of people's livelihood takes root, the city will take on a new look, the city taste and the degree of civilization of the city are effectively improved, and the citizens who get more benefits and happiness use their own civilized words and deeds, practice, and enjoy the beauty of the post city.
