At the second joint meeting of the Beijing-Tianjin-Hebei Pilot Free Trade Zone held on December 25, the "Report on the Coordinated Development of the Beijing-Tianjin-Hebei Pilot Free Trade Zone in the Three Provinces and Cities" was released.
The report summarizes the results of the coordinated development of the Beijing-Tianjin-Hebei Pilot Free Trade Zone, especially the institutional innovation achievements of the coordinated development of the three pilot free trade zones in five aspects, including investment, industrial development, channel logistics, government services, and factor flow, analyzes the situation and tasks faced by the coordinated development of the three pilot free trade zones, and puts forward countermeasures and suggestions for the collaborative innovation of the three pilot free trade zones.
The report shows that in the past three years, Beijing-Tianjin-Hebei has integrated institutional innovation into the overall situation of Beijing-Tianjin-Hebei coordinated development through opening up and linkage, and created a more convenient and free investment environment.
The three pilot free trade zones focus on the comprehensive optimization and reengineering of customs clearance processes and logistics processes, promote the integration of customs clearance and inspection and quarantine in Beijing, Tianjin and Hebei, and greatly improve the level of facilitation. In 2022, the overall customs clearance time for imports at Tianjin Port will be 3430 hours, exit 057 hours, ranking in the forefront of major coastal provinces and cities in the country.
Sharing the port extension channel, Tianjin Port in the Tianjin Pilot Free Trade Zone and Hebei Tangshan Port and Cangzhou Port have joined hands to build a green and smart hub port group. Beijing and Tianjin Pilot Free Trade Zone have joined hands to create a new model of sea-rail intermodal transport, moving the functions and services of Tianjin Port to Beijing, and exploring the integrated development of port services inland, inland and port.
Explore the country's first cross-provincial pilot free trade zone and comprehensive bonded zone for co-construction, co-management and sharing. As the only cross-provincial comprehensive bonded zone in China, the Beijing Daxing International Airport Comprehensive Bonded Zone also enjoys the policies of Beijing and Hebei Pilot Free Trade Zones, realizing the "superposition of three zones" in space and policy of the airport economic zone, the pilot free trade zone and the comprehensive bonded zone.
Tianjin and Hebei Pilot Free Trade Zones have taken the initiative to give full play to their institutional advantages and become high-quality and important carriers for Beijing's non-capital functional projects, attracting a large number of enterprises to settle in. At present, the Tianjin Pilot Free Trade Zone has undertaken nearly 4,000 key projects with non-capital functions, with a registered capital of nearly 600 billion yuan.
As one of the three leading and prominent areas of the Beijing-Tianjin-Hebei coordinated development strategy, the coordinated development of industries has been deepened, which has played an important role in easing Beijing's non-capital functions and promoting high-quality regional development.
The "2+4+N" industrial cooperation pattern has taken shape. The "two wings" industries of Beijing's sub-center and Xiong'an New Area continue to gather, and the carrying capacity of the "4+N" platform industries such as Caofeidian District, Daxing International Airport Airport Economic Zone, Zhangjiakou Chengde Ecological Function Zone, and Binhai New Area has been continuously enhanced. The Beijing-Tianjin-Hebei region has established a total of 45 national demonstration bases for new industrialization industries, which have become important carriers for industrial agglomeration and development and industrial cooperation.
The three pilot free trade zones have concentrated advantageous resources to carry out major scientific and technological innovation, built the Beijing-Tianjin-Hebei National Technology Innovation Center, vigorously promoted the in-depth integration of industry, university and research, and accelerated the formation of the industrial synergy model of "R&D in Beijing and Made in Tianjin". Beijing, Tianjin and Hebei jointly organize and implement special projects for basic research cooperation, promote the establishment of industrial innovation consortiums, and carry out major technological research in the fields of hydrogen energy, vanadium and titanium, and traditional Chinese medicine. In the first three quarters of 2023, Hebei absorbed 464 technology contracts from Beijing and Tianjin700 million yuan, a year-on-year increase of 508%。
Strengthen the synergy of the industrial chain of the three places. As of September 2023, 282 and 153 enterprises have been enrolled in the cybersecurity and industrial Internet industry chains, respectively, covering upstream supply and downstream applications. The three places have jointly created a number of specialized, special and new small and medium-sized enterprises and specialized and special new "little giant" enterprises, and cultivated and developed a number of characteristic industrial clusters of small and medium-sized enterprises with strong competitiveness. Since 2018, Beijing-Tianjin-Hebei has cultivated a total of 1,605 national-level specialized, special and new "little giant" enterprises, 18,614 specialized, special and new small and medium-sized enterprises, and nearly 8,000 innovative small and medium-sized enterprises, and the momentum of high-quality development has been enhanced.
