In accordance with the "Water Law of the People's Republic of China", "Flood Control Law of the People's Republic of China", "Regulations of the People's Republic of China on River Management", "Jiangxi Provincial River Management Regulations", "Jiangxi Provincial Water Conservancy Engineering Regulations" and other laws and regulations, the delineation of the management and protection scope of the embankment of the Mianke Institute has been approved by the people of Jiujiang City, and is hereby announced as follows:

1) Project management and delineation of the scope of protection.

The specific provisions on the management and protection scope of the embankment are as follows:

The embankment range of the Cotton Institute is located in the state-owned Jiujiang Cyberjaya Lake Aquatic Farm, on the north side of Cyberjaya Lake, about 3,500 acres of land in the embankment belongs to Chaisang District, which is a 3-level embankment, and the management scope line of the waterfront side is 30 meters outside the foot line of the embankment on the waterfront side, and the management range line of the backwater side is 30m outside the foot line of the embankment on the backwater side (of which the dangerous section is outside the foot of the pressure leaching platform).The protection range of the backwater side is the management range line, extending horizontally outward for 150m.

2) Acts prohibited by law.

Within the scope of water conservancy project management, it is forbidden for any unit or individual to engage in the following activities:

1. Set up obstacles that affect flood flow and water conveyance in the rivers and channels that flow and drain floods, or plant trees and tall crops;

2. Dumping and stacking wastes that affect the safety or normal operation of water conservancy projects;

3. Opening ditches, digging ponds, digging wells, blasting, burial graves, quarrying, soil extraction, and mining underground resources

4. Damage or destruction of water conservancy engineering facilities;

5. Other behaviors that affect the safety or normal operation of water conservancy projects.

Within the scope of protection of water conservancy projects, no unit or individual may engage in activities such as blasting, drilling wells, quarrying, or taking soil that affect the operation of water conservancy projects and endanger the safety of water conservancy projects.

Due to the needs of the construction of national key projects, blasting, quarrying, soil extraction and other activities are carried out within the scope of management and protection of water conservancy projects, protective measures must be taken to ensure the operation and safety of water conservancy projects, and reported to the competent water administration department of the city divided into districts or the provincial people's water administration department for review and approval before it can be carried out.
