The management of official vehicles has always been a topic of great concern, especially in state-owned enterprises. With the promulgation of the first eight regulations, the management of buses has been significantly strengthened. As an important part of the "three public funds", the purchase and operation of official vehicles have also become a key focus area of the inspection team, the Commission for Discipline Inspection and audit supervision. This article will focus on the typical and common problems found in the management audit of the first business vehicle, and propose corresponding solutions.
The management of official vehicles covers many aspects, including: the purchase of public vehicles, dispatch, fuel consumption, maintenance, disposal, subsidies and driver management. The management of these aspects plays an important role in the normal operation and effective use of official vehicles.
The audit found that the relevant regulations on the management of official vehicles of state-owned enterprises clearly stipulate that the main persons in charge of enterprises should be equipped with official vehicles or issued official transportation subsidies to meet their car needs. However, some of the principal persons in charge have the problem of having both official vehicles and official transportation subsidies. This situation not only wastes bus resources, but also does not meet the requirements of relevant regulations.
Strengthen the supervision of the management of the main person in charge of the enterprise to ensure that the way they use the car is compliant. At the same time, establish a sound system and process, and clearly stipulate that the main person in charge of the enterprise shall not be equipped with an official vehicle and receive an official transportation subsidy.
Private use of public vehicles is a common problem in the management of official vehicles. The audit found that the main person in charge of some enterprises used the bus to do personal business or pick up and drop off their families, which not only caused a waste of resources, but also affected the normal use of official vehicles.
Strengthen the supervision and restraint of the main responsible persons of enterprises, clarify the scope and restrictions on the use of official vehicles, and strictly prohibit the private use of public vehicles. Establish a sound supervision mechanism, strengthen the inspection and audit of the use of official vehicles, and deal with the problems found in a timely manner.
The audit found that some companies had problems with not establishing vehicle management files and managing each vehicle independently. This has led to the loss of integrity and effectiveness in the management of buses, and it is difficult to understand the use of buses and existing problems in a timely manner.
Establish and improve vehicle management files, and independently manage each official car. Including the basic information of the vehicle, usage, maintenance records and other contents should be recorded and archived in detail. At the same time, strengthen the access and supervision of vehicle management files to ensure the integrity and accuracy of the files.
4. Failure to strictly implement the management regulations on fixed-point refueling of vehicles, and there is a situation of mixed and indiscriminate use of fuel cards.
Fixed-point refueling of vehicles is an important management measure, which can effectively control the use of fuel. However, the audit found that some enterprises did not strictly implement the management regulations on vehicle refueling, and there were problems of mixed and indiscriminate use of fuel cards, resulting in waste of resources and confusion in management.

5. The bus does not strictly implement the holiday vehicle sealing system, and there are phenomena such as "private use of public vehicles" and "abuse of public vehicles".
Holiday vehicle mothballing is an effective management measure to avoid the abuse and private use of buses during non-working hours. However, some enterprises do not strictly implement the holiday vehicle sealing system, which leads to the emergence of phenomena such as "private use of buses" and "abuse of buses".
Strengthen the publicity and training of the holiday vehicle sealing system, so that relevant personnel fully understand and comply with the sealing regulations. Strengthen the supervision and inspection of the use of vehicles, deal with the problems found in a timely manner, and ensure the rational use of buses.
The audit found that some enterprises have not designated the maintenance of official vehicles, and there is a phenomenon of "maintenance before approval". This situation not only affects the maintenance effect, but also causes the waste of maintenance costs.
Establish and improve the maintenance system for official vehicles, and clarify maintenance responsibilities and procedures. The maintenance of the bus is subject to the approval process and the selection of a qualified maintenance unit for maintenance. Strengthen the tracking and inspection of maintenance to ensure the timeliness and effectiveness of maintenance.
The audit found that the same vehicle had multiple large maintenance expenditures without vehicle accidents. This may be due to the fact that the maintenance unit's technology is not up to standard, and the quality of the maintenance materials is not up to standard.
Strengthen the selection and management of maintenance units to ensure that maintenance units have the corresponding qualifications and technical capabilities. Establish a maintenance quality assessment mechanism to supervise and evaluate the maintenance situation. At the same time, strengthen the audit and monitoring of maintenance costs, find problems in time and take corresponding measures.
After retirement, enterprise leaders or employees should no longer be equipped with official vehicles or reimbursed for official transportation expenses. However, the audit found that some retired company leaders still exist while the company is receiving transportation subsidies.
Strengthen the management and supervision of the leaders of retirement companies, and strictly implement relevant regulations. Establish a sound retirement benefit system, and clarify the provisions that you will no longer enjoy the rights and interests related to official vehicles after retirement. At the same time, strengthen the monitoring and audit of the distribution of transportation subsidies to ensure the legality and compliance of subsidies.
Many state-owned enterprises have clear purchase criteria, such as limiting vehicle exhaust capacity, purchasing cars**, giving priority to domestic automobiles, new energy vehicles, etc. However, the audit found that there were cases where some companies purchased buses beyond the standard.
Strengthen the implementation and control of car purchase standards, and establish a sound car purchase procedures and processes. Enterprises are clearly instructed to choose the applicable car purchase standards, and it is strictly forbidden to purchase buses beyond the standards. At the same time, strengthen the supervision and audit of the purchase of buses to ensure the rationality and compliance of car purchases.
The renewal of the bus should be based on certain conditions, such as the service life exceeds the specified number or the mileage reaches a certain value. However, in some units, there is a situation where the person in charge of the enterprise adjusts and updates the vehicle, which leads to the problem of non-standard vehicle renewal.
Establish and improve the renewal system for official vehicles, and clarify the renewal conditions and procedures. Strictly implement the requirements of vehicle renewal to ensure the rationality and standardization of the update. At the same time, strengthen the supervision and inspection of vehicle updates, and deal with the problems found in a timely manner.
The audit found that some official vehicles were disposed of without going through the disposal approval process, which may have been disposed of in violation of regulations, resulting in waste of resources and confusion in management.

12. There is a problem that the driver drives out without permission, or even hands the vehicle to other people to drive and use.
The audit found that some drivers drove out without permission, or even handed over their vehicles to other people to drive, which led to confusion in the use of buses and the existence of safety hazards.
Strengthen the management and supervision of drivers, and establish a sound driver management system and process. Clarify the responsibilities and use authority of the driver, and strictly prohibit the driver from leaving the vehicle to be driven by others or driving out without permission. Strengthen the monitoring and inspection of drivers' behavior, and deal with and rectify the problems found in a timely manner.
The audit found that there were a large number of cases where fines for official vehicle violations were borne by the company, which wasted the company's resources and funds.
Strengthen the monitoring and audit of violations of official vehicles, and discover and deal with violations in a timely manner. At the same time, strengthen the training and education of drivers, improve the safety awareness of drivers and the awareness of complying with traffic laws. Establish a sound mechanism for handling violations, clarify responsibilities and punishment measures, and ensure that the responsibility for fines is clear and reasonably shared.
The problems found in the management audit of official vehicles are varied, but they are all related to the use, management, maintenance and disposal of public vehicles. Only by strengthening the management and supervision of official vehicles and establishing a sound system and process can we effectively solve these problems, improve the efficiency of resource utilization, and ensure the normal operation and compliance of public vehicles. Units and enterprises at all levels should actively take measures to promote the development of standardization, institutionalization and standardization of the management of official vehicles.
