UNITED NATIONS, December 1 (Xinhua) -- The United Nations Security Council adopted Resolution 2715 on December 1, deciding to terminate the mandate of the United Nations Integrated Assistance Mission in Sudan (UNITAM).
The resolution was adopted by 14 votes in favor and none against, with Russia abstaining. The resolution decided that UNMIS would be authorized to terminate on 3 December. Effective 4 December, the Mission ceased operations and began the handover of tasks to the United Nations agencies in Sudan, with the aim of completing the handover by the end of February 2024 and commencing liquidation on 1 March 2024. The resolution urges the Sudanese parties to cooperate fully with the United Nations during the transfer of the Mission's mandate and liquidation.
Dai Bing, China's Deputy Permanent Representative to the United Nations, said in an explanatory remarks after the vote that the conflict in Sudan continues to drag on and the fighting has exacerbated the humanitarian crisis. Promoting the restoration of peace and stability in the Sudan as soon as possible is the strong expectation of the Sudanese people and the common aspiration of the international community. After the withdrawal of UNIMIS, how the United Nations responds to the current situation and how it plays its due role remains an important issue before the Security Council. China has noted that Sudan is open to continued cooperation with the United Nations. China calls on the UN Secretariat to listen carefully to the views of Sudan** and regional organizations, promote relevant cooperation to meet Sudan's actual needs, and provide tangible support for Sudan's peace and development. China hopes that the Security Council will give prominence to promoting communication and cooperation between the mission and the countries concerned, respect the wishes of the countries concerned and their actual national conditions, and refrain from imposing external solutions.
In June 2020, the Security Council decided to establish an integrated UNAMIS, with a mandate to assist Sudan during its political transition, including providing technical support for the drafting of the constitution, the conduct of the census and elections;Helping to advance the peace process in the Sudan;Contribute to building peace and the rule of law and protecting civilians;Mobilize all parties to provide assistance to Sudan, coordinate humanitarian relief, etc.
