The U.S. has provided $2.5 billion in military aid to Ukraine, a move that has attracted global attention and is seen as a signal to Western countries. At the same time, the EU and Ukraine have also launched "Plan B" in response to the Russia-Ukraine conflict, indicating that the war situation has reached a critical juncture and changes need to be made. First of all, the European Union, although the proposal for Ukraine's accession to the EU has been put on the agenda, there is no agreement within the EU on the issue of funding for Ukraine.
