The Politburo meeting of the Communist Party of China put forward the "three overall plans" when deploying the economic work in 2024: coordinating the expansion of domestic demand and deepening the supply-side structural reform, coordinating the comprehensive revitalization of new urbanization and rural areas, and coordinating high-quality development and high-level security.
Security is the premise of development, and development is the guarantee of security. In the past, when we talked about "coordinating development and security", we mostly started from the perspective of the first class. Today, the transition from "coordinating development and security" to "coordinating high-quality development and high-level security" is a strategic deployment put forward in the context of Chinese-style modernization, which not only puts forward higher standards and higher requirements for the overall management objects, but also increases the breadth, depth and difficulty of overall management.
When it comes to co-ordination, you will think of the co-ordination method advocated by Professor Hua Luogeng. Professor Hua Luogeng's initial promotion of the "overall planning method" is actually not only a matter of popularization and application of the overall planning method, but also supported by its overall planning theory. In particular, the idea of "overall planning" put forward by him is of great help to us to understand overall planning, think about and solve practical problems from the perspective of overall planning.
First, the main points of "overall planning".
First, the "continuum" is the object of study. The "unity" mentioned here is actually a philosophical concept, which is a unified whole composed of two or more things (or units, or systems) that are interrelated, including the subject, the object, and the environment. Specifically, it is an abstract generalization of people, careers, time, space, and environment.
Second, "taking into account" is the essence of "overall planning". The construction of each system within the "unity" should be carefully planned, and attention should be paid to the matching and balance of the overall structure of the unity, so as to improve the overall utility value and promote the sustained and stable development of the business we are engaged in.
Third, "matching" is a means of "overall planning". In order to achieve the balance of the internal structural relationship of the unity and adapt to the external environment, it is necessary to adjust its structural elements in a timely manner to form an organically matched coordination relationship, so as to move towards a virtuous circle and success.
Second, the idea of "overall planning" and "overall planning of high-quality development and high-level security".
1. The intrinsic complexity of the overall object.
To coordinate high-quality development and high-level security, we must first consider it as a unity, and then consider whether the parts that make up the unity are complex. The reason why we pay attention to its internal complexity is that its purpose is to give full play to the value role of all parts of the unity and maintain and promote the vigorous vitality of the unity. In terms of high-quality economic development and high-level security, the significance of taking the intrinsic complexity of the unity as its own characteristic lies in fundamentally and correctly selecting the elements of high-quality development and high-level security, handling various relationships, framing boundaries (economic categories), establishing overall goals, and ensuring the realization of overall goals.
2. The value compatibility of the overall object.
The so-called value compatibility refers to the characteristics of integration, non-exclusion and coexistence between the structural values that constitute a unity. High-quality development and high-level security are not mutually exclusive, and can be integrated. It's just that in the real society, many people are accustomed to talking about things, and pay attention to a single value, ignoring the overall utility value, which makes it difficult for management work to get rid of the low-level cycle state. The reason why high-quality development and high-level security can be combined into a unity is because there are compatible factors at work. As long as the functional value of each part is reasonably combined, the effect of twice the result with half the effort can be obtained, and the overall strength can be improved.
3. Coordinate the coordination of the carrier.
In the science of co-ordination, the factors that make up the continuum are called "carriers". Practice has proved that all of man's social practice activities are carried out in a coordinated manner under certain conditions of time and space. As the carrier of overall planning, crowd, time, and space all exist objectively. In terms of the overall planning of high-quality development and high-level security, coordination and cooperation is actually a relationship of organic connection, mutual influence, promotion and restriction with the crowd as the main body, the time axis, and the space as the chain link. Through unified planning, it promotes its virtuous circle and leads to success. The better the coordination between high-quality development and high-level security, the more we can promote the success of our modernization cause.
4. Coordinate the unity of the whole.
The so-called "unity" refers to the structural compound, value compatibility and the coordinated coexistence of carriers in the unity. To sum up, structural complexity, value compatibility, carrier coordination and overall unity are the practical characteristics of overall planning. Recognizing and understanding these characteristics can lead to more effective integrated thinking and practical activities. As far as "coordinating high-quality development and high-level security" is concerned, the principal should first confirm the unity, clarify the nature of the unity, pay attention to the transformation of goals or tasks, pay attention to the grasp of uncontrollable factors, and pay special attention to giving full play to the value role of time, place, and people, and promote the formation of a unity of people, time and space.

Coordination is a big idea and a big framework, and the more systems and the more complex the problem, the more it needs to be coordinated. This is because for multi-system, multi-faceted, and multi-type problems, we should not only study a certain system, a certain aspect, and a certain type of problem, but also need to make an overall plan, so as to draw conclusions that are in line with reality, put forward practical methods, and formulate a scientific action plan and a specific implementation plan. Awareness is the precursor to action, and method is a powerful tool for practice. We can use big data technology and the overall planning method to support or assist in "coordinating high-quality development and high-level security".
The key to coordinating high-quality development and high-level security is to work "overall planning", promote the deep integration of development and security, promote high-level security with high-quality development, and ensure high-quality development with high-level security, so as to achieve a dynamic balance and complement each other. To this end, we must do a good job in the following two points: (1) We must correctly handle the relationship between current interests and long-term interests, local interests and overall interests, find the best balance between development and security, and strive to achieve a benign interaction between high-quality development and high-level security. (2) We must adhere to the dynamic grasp. Development and security are in constant motion, not static, and high-quality development and high-level security have always been on the way, so we must adjust the intensity and focus of policies in a timely manner and strive to achieve a dynamic balance between development and security.
