Chapter I: General Provisions
Article 1 In response to a number of national, provincial and municipal policies and requirements on the development of education, implement the "Overall Plan for Deepening Comprehensive Cooperation between Guangdong, Hong Kong and Macao in Nansha of Guangzhou" (hereinafter referred to as the "Nansha Plan"), accelerate the deepening of comprehensive cooperation between Guangdong, Hong Kong and Macao in Nansha of Guangzhou, and build Nansha into a city based in the Bay Area, in collaboration with Hong Kong and Macao. This plan is specially prepared for a major strategic platform facing the world, better playing a leading role in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, solving the problem of unbalanced and insufficient education development in Nansha, and ensuring land for education development.
Article 2 The scope of this planning is consistent with the scope of the administrative area of Nansha District, currently including three streets and six towns, namely Nansha Street, Zhujiang Street, Longxue Street, Tung Chung Town, Lanhe Town, Dagang Town, Huangge Town, Hengli Town, Wanqingsha Town, with a total area of 803km.
Article 3 The planning objects include kindergartens, primary schools, junior high schools, high schools, complete middle schools, nine-year schools, twelve-year schools, secondary vocational schools, higher education schools and special education schools.
Article 4 The planning period is 2023-2035.
Chapter 2 Development Goals and Strategies
Article 5 Overall Objectives. Fully implement the party's education policy, adhere to the principle that education serves the people, strive to improve the quality of education, promote educational equity, optimize the education structure, build a high-quality and balanced education system, and build Nansha District into an educational highland in the Guangdong-Hong Kong-Macao Greater Bay Area.
Article 6 Phased Goals. In the near future, it is planned that by 2025, a number of high-standard compulsory education schools and high-end international schools will be built, so as to rapidly narrow the gap in education level with the central urban area of Guangzhou and realize the overall modernization of education. The long-term plan is to build a modern education system that serves the whole people's lifelong learning Xi by 2035, popularize high-quality preschool education, realize high-quality and balanced compulsory education, form high school education with Nansha characteristics, significantly improve the level of vocational education, improve the competitiveness of higher education in Nansha, ensure that children and adolescents with special needs enjoy the right to 15 years of free education, form a new pattern of education governance with the participation of the whole society, and realize education modernization in an all-round and high-level manner.
Article 7 Indicator system. Article 8 Joint construction by provinces and municipalities. Make full use of the policy benefits of the "Nansha Plan" to attract domestic high-quality educational resources, radiate and drive the surrounding schools to achieve common development, and quickly narrow the gap with the central urban area.
Article 9 Promote educational cooperation between Guangdong, Hong Kong and Macao. Implement the "Nansha Plan" and support the introduction of first-class overseas educational resources to Nansha to carry out high-level cooperation in running schools in accordance with laws and regulations. It is planned to build schools for the children of foreign nationals or primary and secondary schools with a high degree of internationalization, so as to create the characteristics of international education. Build a broad platform for international exchanges, and build a number of friendly schools and teacher training bases for foreign exchanges.
Article 10 Urban-rural parity. Combined with the rural revitalization strategy, promote the equalization of urban and rural education facilities. We will further increase support for areas with weak basic education, focus on improving the service level of educational facilities in townships and towns, and appropriately expand the service scope of educational facilities at the township level through boarding schools, school buses, and other forms, so as to promote the balanced development of urban and rural education.

Article 16: Standards for the construction of secondary vocational schools and special education schools are to be implemented in accordance with corresponding norms.
Chapter IV Development Scale and Distribution Planning
Article 17: This plan is to allocate educational facilities according to the scale of 1.2 million people in the near term and 2 million people in the long term.
18th pre-school education, planning a total of 325 kindergartens. Mainly in the residential community supporting the construction of kindergartens after the transfer to the Education Bureau to solve the problem of public kindergarten construction. Encourage social capital to participate in the construction of standardized kindergartens, increase support for inclusive private kindergartens, and identify inclusive private kindergartens through declarations.
Article 19: In the compulsory education stage, a total of 113 primary schools, 32 nine-year schools, 3 twelve-year schools, 21 junior high schools, and 14 completed middle schools are planned.
Article 20 In the stage of high school education, it is planned to have a total of 3 12-year schools, 14 completed middle schools, and 3 high schools. Nansha No. 1 Middle and High School is planned to be relocated to the periphery of the central city.
Article 21 Retain and expand Lingdong Vocational and Technical School at another site;A vocational and technical college is laid out in Wanqingsha Town. Other vocational education schools can be selected in combination with commercial land. Encourage Hong Kong and Macao vocational education and training institutions to cooperate with vocational schools in our district to run schools, and cooperate in the establishment of vocational education and training schools and training bases.
Article 22 The status quo of Qihui School shall be retained. In the future, we will continue to implement the combination of on-site study, home delivery and special education classes. In due course, the school will be expanded, and the land on the east side will be added for the construction of a vocational high school.
Article 23 In Nansha Science City, we will build a pilot field for the opening of higher education, a gathering place for high-level universities, and a new highland for higher education cooperation in the Greater Bay Area. Promote the construction of the Hong Kong University of Science and Technology (Guangzhou).
Article 24 Promote the introduction and construction of international education schools. Primary and secondary schools within the three pilot start-up zones of Nansha Bay, Qingsheng Hub and Nansha Hub will strengthen the connection between school running standards and the international community, form high-quality public education resources for Hong Kong and Macao students, accelerate the further gathering of Hong Kong and Macao young talents, and promote the three pilot start-up zones and even Nansha to become a new home for Hong Kong and Macao young people to live and work in peace and contentment.
Article 25: Layout of high-quality education. Support the key layout in the three pilot start-up areas, the southern area of Wanqingsha, the core area of Pearl Bay and other areas, and introduce high-quality educational resources in the process of urban renewal in Tung Chung Town, Lanhe Town and Dagang Town, so as to improve the quality of education in the area.
Chapter V: Controlling Content
Article 26 The principle of site selection control. This plan is a distribution plan, in principle, in accordance with the town streets, planning and management units for school distribution control, the area control detailed planning according to the implementation of the specific points of the school;The schools and their boundaries can be adjusted in the detailed planning, but they should be more conducive to the improvement of the level of education services.
Article 27 Development intensity. Under the premise of meeting the teaching requirements, it is encouraged to increase the school floor area ratio, increase the construction area, and increase the school function.
Article 28 Parking requirements. The requirements for the construction of parking lots on the plot refer to the relevant regulations of Guangzhou, and the parking lot shall be solved in principle within the land to which the plot belongs.
Chapter VI Recent Construction Plans
Article 29 Scale control in the near future. In the near future, there should be 1,600 kindergarten classes, 2,133 primary school classes and 960 junior high school classes.
Article 30 Construction plan. During the 14th Five-Year Plan period, about 17 kindergartens will be opened, combined with the construction of supporting facilities in residential areas33 primary and secondary schools and 1 special education school were built, newly built, renovated and expanded. The specific construction plan of primary and secondary schools and kindergartens needs to be implemented according to the actual situation to select a group of schools and kindergartens with guaranteed students and better construction conditions.
Chapter VII: Planning Adjustments
Article 31 This plan shall be included in the overall land and space plan and a detailed plan for management after examination and approval in accordance with the procedures;For those that are planned as land for educational facilities in the regulatory detailed plan, but are not included in this plan, it is recommended to amend the nature of the planned land to be white land.
Article 32 For schools that do not conform to the overall land use plan, it is recommended that the scale of construction land be added in the land and space planning.
Chapter VIII Planning and Implementation
Article 33: Adopt a variety of methods to ensure that the land and construction area of educational facilities meet the standards and are functional.
1) Give priority to securing land for compulsory education. When it is true that the construction cannot be completely in accordance with the standards due to the extremely tight land use conditions, it is necessary to ensure that the demand for places in compulsory education schools is met first by appropriately increasing the intensity of development and other means. Encourage the three-dimensional layout of the school, the playground is overhead, the swimming pool and other auxiliary functional facilities, save intensive land.
2) Vigorously renovate the existing educational facilities. Promote the expansion of some schools with sufficient land but insufficient construction area, increase the school floor area ratio, increase the construction area, and improve the conditions for running schools.
3) Combined with urban renewal and regulatory detailed planning adjustment, improve the supply of land for educational facilities in the area. Where urban renewal and regulatory detailed planning adjustments exceed the amount of development and construction in the original regulatory detailed planning, the enrollment problem shall be resolved within the scope of the area.
4) The newly developed area flexibly reserves the conditions for expanding the running of schools. In the future, the population of Nansha New Area will focus on Hengli Town and Nansha StreetIn the process of development and construction, it should be combined with the land reserve to give priority to ensuring the supply of land for educational facilities in the new area.
Article 34: Promote the opening of school sports venues to the public. In terms of planning and design, the stadium area is relatively independent or isolated from the teaching area, and the opening of the stadium does not affect the normal progress of other work of the school.
Article 35: Ensure that funds are put into use. Include basic education, vocational education, and special education in the scope of financial guarantees, further improve mechanisms for ensuring basic education funding for financial sub-projects and proportional sharing, gradually expand investment in basic education, and improve the national funding policy system.
