Recently, the Chongqing Municipal Market Supervision Bureau and the Sichuan Provincial Market Supervision Bureau jointly issued the "Sichuan and Chongqing Offline Physical Stores Cross-regional No Reason Return Work Guidelines (Trial)" (hereinafter referred to as the "Work Guidelines") to work together to deepen cooperation in the construction of a safe consumption environment in Sichuan and Chongqing, and help build an international consumer destination with Bashu characteristics.
The Work Guidelines are applicable to offline physical store operators in Sichuan and Chongqing who have the qualifications of legal business entities and publicly promise to return goods across regions without reason.
According to the attributes of the business commodities and the actual business conditions, the operators shall adopt methods such as one commitment for one enterprise and one commitment for one brand to determine the scope of specific commodity varieties, return time limits, return conditions, return methods, and refund time limits and methods for cross-regional return without reason. Encourage chain stores of the same brand, physical stores directly operated by manufacturers, shopping malls and supermarkets, etc., to implement the service commitment of no reason to return goods in different places and stores in Sichuan and Chongqing.
The Work Guidelines specify that the market supervision and administration departments at all levels in Sichuan and Chongqing shall disclose the list of operators who have promised to return goods without reason across regions of offline physical stores, and implement dynamic management.
At the same time, it is also clarified that consumers who choose to return goods without reason across regions shall submit a return claim through the return channel provided by the operator with the shopping invoice or other shopping vouchers within the time limit promised by the operator. Operators who promise to return goods without reason across regions will not shirk or delay the reasonable demands of consumers, handle returns in a timely manner, and promptly return the price of goods paid by consumers, so as to improve consumer experience and consumer satisfaction.
Chongqing Municipality and Sichuan Provincial Market Supervision Bureaus have both issued the "Work Guidelines" for their respective regions. At present, the market supervision departments of Sichuan and Chongqing provinces and cities, as well as operators of chain stores, shopping malls and supermarkets of the same brand, are actively exploring the implementation of the service commitment of returning goods without reason in different places and stores.
The market supervision departments of Wulong District of Chongqing Municipality and Leshan City of Sichuan Province have highlighted key consumption areas such as food, tourism and leisure, and promoted the implementation of a 7-day no-reason return system for offline shopping of characteristic tourism products in key tourism areas of the two places.
Chongqing New Century Department Store Nanchong Shangdu and Langzhong Shangdu explored the no-reason return and exchange service in Sichuan and Chongqing stores, and continued to make efforts to boost consumer confidence, release consumption potential, and promote consumption upgrading.
Up to now, a total of 2,148 operators in Chongqing have promised to return offline purchases without any reason, and a total of 7 returns have been handled for consumers since 202380,000 times, the return amount is 241950,000 yuan;Sichuan Province has developed 3,585 offline shopping no-reason return operators, and handled returns for consumers 1390,000 pieces, the return amount is 186350,000 yuan;
