Goguryeo is an ethnic minority local government in northeastern China, and its people originate from the Hao tribe in northern China, distributed in the mountainous areas of eastern Liaodong and the west bank of the Yalu River. Initially, Goguryeo was under the jurisdiction of the Kei Joseon dynasty, and later transferred to the Yan kingdom in northern China during the Warring States period. After the Qin Dynasty destroyed the Yan Kingdom, the Great Wall was built to the Liaodong region, and Goguryeo and Kei Korea both belonged to the Liaodong Wai of the Qin Dynasty. At the beginning of the Han Dynasty, Goguryeo was still part of the vassal state of Yan in northern China. The Xuansu County was withdrawn from northeastern Korea to the Liaodong region, and its jurisdiction included areas inhabited by the Goguryeo people.

Historically, Goguryeo was a powerful state, bordering the Sea of Japan in the east, controlling the Han River basin in the south, Liaoshui in the northwest, and the Huifa River and the Second Songhwa River basin in the north. Since the Han Dynasty, Goguryeo has been under the feudal vassal system of successive Central Plains regimes. After moving its capital to Pyongyang, Goguryeo competed with Baekje and Silla in the southern part of the Korean Peninsula. From the mid-to-late 4th century to the mid-5th century AD, Goguryeo conquered the Yeseong-River valley and the Hangang River valley to the south, and Silla was attached to Goguryeo. In the late 5th century, Goguryeo defeated Baekje and Silla many times and ruled the Korean Peninsula. However, in the middle of the sixth century, the alliance of Baekje and Silla occupied the Han River valley, and Goguryeo captured 33 cities of Silla. During the 4th year of Daye (608), Goguryeo defeated Silla twice, and from the 8th year of Daye (612) to the 10th year of Daye (614), it repeatedly defeated the Sui army and seized the huge amount of supplies carried by the Sui army.
