**The Meteorological Observatory issued a weather forecast on the 13th, and it is expected that from the 13th to the 16th, a strong cold wave will start in Xinjiang, from west to east, from north to south, and the temperature will drop by 8 to 12 degrees in most parts of the country, and the temperature in Northwest China, central and western Inner Mongolia, western North China and Jiangnan, northern South China, Guizhou and other places will cool down to more than 14 degrees.
With the resurgence of the cold spell, energy demand has risen sharply. The state said that it will make every effort to strengthen overall planning and coordination, and solidly promote the work of energy supply in the peak winter. The State-owned Assets Supervision and Administration Commission (SASAC) requires that all central enterprises should take the initiative to increase resource protection.
In order to ensure the warmth of the people in winter, under the deployment of relevant ministries and commissions, the oil and gas industry is increasing the efforts to increase reserves and production in oil and gas fields, give full play to the emergency role of gas storage in peak regulation, raise imported LNG (liquefied natural gas) resources in various ways, and give full play to the advantages of "one network in the country", so as to consolidate the "foundation" for energy supply in the peak winter.

The main oil and gas fields will increase reserves and production. In the northwest, the Tarim Oilfield has produced more than 29.6 billion cubic meters of natural gas this year, with a daily output of more than 96 million cubic meters, and a daily gas supply of more than 94 million cubic meters to the downstream, of which more than 139.2 billion cubic meters of natural gas is sent from the Kela2 gas field to thousands of downstream households through the West-East Gas Pipeline Network. In southwest China, on December 11, the cumulative production of Jiaoye 6-2HF well, the first developed horizontal well in the Fuling shale gas field of Jianghan Oilfield, exceeded 400 million cubic meters, setting a record for the highest cumulative production of a single shale gas well in China. At present, the cumulative natural gas production of the Fuling shale gas field has exceeded 62 billion cubic meters, delivering clean energy to 6 provinces and 2 cities, more than 70 large and medium-sized cities, thousands of enterprises and more than 200 million residents along the Yangtze River Economic Belt. Offshore, on December 12, China's Bohai Sea first 100 billion cubic meters of gas field, Bozhong 19-6 gas field, exceeded 1 million cubic meters of natural gas per day for the first time, and the gas field has supplied more than 600 million cubic meters of gas to ensure clean energy in Beijing-Tianjin-Hebei and the Bohai Rim region.

The major gas storage should be fully extracted. At present, as one of the main peak-shaving gas storage in Northeast China and Beijing-Tianjin-Hebei region, the Liaohe Oilfield Gas Storage Group has done a good job in gas storage injection, peak regulation and other work in advance to ensure that the natural gas supply guarantee work runs according to the table and realizes "production when ordered". As of the end of November, the gas storage complex produced 25 million cubic meters per day. Since the beginning of this year, the National Pipeline Network Group has optimized the "integrated" coordinated operation of receiving stations, pipeline networks and gas storage, increased the amount of resources entering the network, and the 18 gas storage connected to the pipeline network should be fully injected, with a maximum gas production capacity of 200 million cubic meters per day, an increase of 11% over the previous year, and the gas storage capacity of three gas storages including Jintan Gas Storage has reached a record high.

Raise imported LNG resources from various sources. PetroChina's two LNG terminals in Tangshan, Hebei Province and Rudong, Jiangsu Province, coordinated shipping schedules, optimized LNG inventories, and opened the highest export volume, with a single-day export volume of more than 39 million cubic meters. CNOOC Yancheng "Green Energy Port" has received and unloaded a total of 36 LNG ships, with a total amount of about 3.5 billion cubic meters, preparing enough "bottom gas" for natural gas this winter and next spring. The State Pipeline Network Group has arranged 7 LNG receiving stations for more than 100 window periods to maintain a reasonable high level of tank storage to ensure that "the ship can be connected, the liquid can be stored, and the gas can be transported".

Give full play to the advantages of "one network for the whole country". On December 2, it was the fourth anniversary of the commissioning of the China-Russia East Route Natural Gas Pipeline, and the cumulative gas transmission capacity of the pipeline exceeded 50 billion cubic meters, greatly improving the natural gas supply capacity in Northeast China, North China and East China. Since the beginning of this year, the State Pipeline Network Group has improved its peak capacity through a "two-pronged approach" of new trunk pipelines and the expansion of existing facilities. In this round of heating season, the total amount of natural gas transported into the natural gas pipeline network is expected to exceed 100 billion cubic meters, and the actual resource access capacity of the national natural gas backbone pipeline network will reach 9900 million cubic meters per day, ensuring that the peak of peak hours is sufficient.
At present, the preparation of natural gas resources is relatively sufficient, all kinds of gas storage facilities should be stored before winter, natural gas contracts have achieved full coverage, and the first-class capacity has been steadily improved. Li Chao, deputy director and spokesman of the National Policy Research Office, said that in the next step, upstream gas supply enterprises will be coordinated to increase reserves and production, and pipeline network enterprises will strengthen pipeline transportation guarantees, and strengthen winter resource security as much as possible. Strengthen the overall planning and dispatch of natural gas to ensure the peak gas demand in the heating season. Continue to supervise and strictly implement natural gas contracts to ensure the stability of gas supply and use.
