The wind comes from the sea, and the tide swells in the Yangtze River Delta. With 4% of the country's land area, the Yangtze River Delta region gathers about 17% of the country's population and creates nearly a quarter of the country's total economic output, making it one of the regions with the most active economy, the highest degree of openness and the strongest innovation ability. In 2018, the integrated development of the Yangtze River Delta was elevated to a national strategy.
High-quality development is inseparable from a high level of social security and stability. Over the past five years, under the strong leadership of the Ministry of Public Security and the party committees of the four regions, the public security organs of Shanghai, Jiangsu, Zhejiang and Anhui have closely followed the two keywords of "integration" and "high quality", carried out cross-regional police cooperation around precise crime fighting, investigation of risks and hidden dangers, and optimization of government services, and built a regional police integration pattern that "connects the four provinces and cities and covers the whole time and space".
Escorting the high-quality development of the Yangtze River Economic Belt - In the past five years, in view of the actual situation of the Yangtze River Basin, the public security organs of the four places have further coordinated multiple resources, and cracked a number of illegal fishing of aquatic products and destruction of waterway traffic in inter-provincial border waters through innovative investigation methods and optimized equipment settings.
In view of all kinds of prominent illegal crimes in the Yangtze River Delta region, the public security criminal investigation departments of the four regions have further strengthened the discovery and crackdown on cross-regional series of gang crimes and regional criminal groups. Since the beginning of this year, the criminal investigation departments of the public security departments of the four regions have carried out more than 6,800 collaborations, and arrested more than 1,600 fugitive suspects in telecommunications network fraud, theft and fraud.
Focusing on various crimes of destroying ecological environment and resources, the Shanghai Public Security Economic Investigation Department, together with the public security organs of Jiangsu, Zhejiang and Anhui, has continuously promoted departmental cooperation and law enforcement linkage, and signed regional police cooperation agreements such as joint crackdown on environmental pollution crimes. Through the main line of regional police integration in the Yangtze River Delta, the regional police integration of the public security organs in the four regions has been comprehensively accelerated, opening a new chapter in regional police cooperation.
Since the beginning of this year, the Public Security Corps of the Shanghai Municipal Public Security Bureau has carried out an inventory operation in conjunction with the "Summer Public Security Crackdown and Rectification Action" and the "Sharpening Sword No. 4" special action, together with the inter-provincial adjacent sub-bureaus, to rectify more than 1,600 hidden dangers.
With the increasing development of the road network in Shanghai, Jiangsu, Zhejiang and Anhui, the frequent passenger flow and business exchanges have brought convenience to the vigorous development of the economy, but also brought risks and hidden dangers to the operation of the city. The public security organs in the four regions have taken the joint prevention and control of security risks as the starting point, actively promoted the construction of the social security prevention and control system, and eliminated the risks in the bud before they occur.
While setting up joint barriers on the ground, the public security organs of the four places have also simultaneously woven a prevention network in the water and airspace. The Shanghai public security organs have deepened the clearance of dynamic hidden dangers in waters (coasts), and together with the public security organs of Jiangsu, Zhejiang and Anhui, they have focused on the inter-provincial border waters to carry out multiple rounds of investigation and rectification of potential safety risks and hidden dangers. In the airspace, Shanghai** combined with the UAV registration and reporting list shared by the public security organs in adjacent areas, through the use of intelligent UAV control system and detection and countermeasure equipment, effectively ensure the safety and stability of low-altitude airspace.
In recent years, the public security organs in the four regions have further promoted the convenience of the people and enterprises in the same city, realizing one-stop "cross-provincial general service" and avoiding the cross-provincial affairs of mass enterprises from running back and forth. Under the overall framework of the Yangtze River Delta's "One Network for All Services", the public security organs have launched 25 high-frequency cross-provincial service scenario applications and 12 services for benefiting enterprises around key links such as service channels and data sharing applications, and have handled more than 50 million cross-provincial public security government service businesses.
In order to facilitate the travel of the masses, the Shanghai Municipal Public Security Bureau, together with the public security organs of Jiangsu, Zhejiang and Anhui, has promoted the application of electronic licenses across provinces and cities in the Yangtze River Delta region.
At present, the public security organs of the four places are actively promoting the implementation of a number of service measures to benefit enterprises and facilitate enterprises, such as "no submission" of enterprise-related certification materials, focusing on optimizing the regional business environment, and striving to make enterprises in the Yangtze River Delta more smooth and efficient.
