Interim Regulations on the Flight Management of Unmanned Aerial Vehicles
It will come into force on January 1, 2024
Article 47 of the Interim Regulations on the Administration of Unmanned Aircraft Flight stipulates that if a civil unmanned aircraft violates the provisions of these Regulations and carries out flight activities without real-name registration, the public security organ shall order it to make corrections and may impose a fine of not more than 200 yuan;where the circumstances are serious, a fine of between 2,000 and 20,000 RMB is to be imposed.

What is a civil unmanned aerial vehicle?
Civil unmanned aerial vehicles: refers to unmanned aerial vehicles engaged in activities other than those used to perform military, police and customs flight missions.
Unmanned aerial vehicles:It refers to an aircraft without an on-board pilot and with its own power system, which is divided into miniature, light, small, medium and large. (referred to as UAV, U**).
Criteria for distinguishing micro, light, small, medium and large UAVs
The Regulations point out that UAVs are divided into micro, light, small, medium and large according to performance indicators such as empty weight, take-off weight, and flight speed.
Micro Unmanned Aerial Vehicles:It means that the weight of the empty aircraft is less than 025 kilograms, the maximum flight true height is not more than 50 meters, the maximum level flight speed is not more than 40 kilometers per hour, the radio transmission equipment meets the technical requirements of micro-power short range, and the whole process can be manually controlled by manual intervention at any time.
Light unmanned aerial vehicles:It refers to an unmanned aircraft with an empty weight of no more than 4 kg and a maximum take-off weight of no more than 7 kg, a maximum level flight speed of no more than 100 km/h, an airspace maintenance capability that meets the requirements of airspace management and the ability to be reliably monitored, and an unmanned aerial vehicle that can be manually intervened and controlled at any time throughout the whole process, but does not include micro unmanned aerial vehicles.
Small unmanned aerial vehicles:It refers to an unmanned aircraft with an empty weight of no more than 15 kg and a maximum take-off weight of no more than 25 kg, which has the ability to maintain airspace and be reliably monitored in accordance with the requirements of airspace management, and can be manually intervened and controlled at any time throughout the whole process, but does not include micro and light unmanned aerial vehicles.
Medium UAVs:It refers to unmanned aerial vehicles with a maximum take-off weight of no more than 150 kilograms, but does not include miniature, light, and small unmanned aerial vehicles.
Large unmanned aerial vehicles:Refers to unmanned aircraft with a maximum take-off weight of more than 150 kg.

The following information shall be registered: the name of the legal person, the name of the legal representative, the unified social credit ** organizational structure**, the contact person, the contact person mobile** and the e-mail address, as well as the information and use of the civil unmanned aircraft required by paragraph (a) of this Article.

Log in to enter the home page - click on the upper right corner of the registration management - real-name registration - register brand drones - verify the owner's information - scan the code on the mobile phone to verify - select the name of the manufacturer (you can see it page by page, or you can directly enter the search) - select the model and other relevant information (the serial number needs to be entered manually) - according to the requirements of the long transmission** - complete the registration.
Display of real-name registration marks
After completing the registration, you can check the registered drone on the real-name registration page, and click the [Send*** button] on the right. Fill in the mailbox, attach it and print it, and paste it on the fuselage of the drone.
The real-name registration number consists of 11 digits, starting with UAS and suffix with 8-digit Arabic numerals, Roman capital letters, or a combination of both.

Do I need to declare my flight?

The Interim Regulations stipulate that the airspace suitable for micro, light and small UAVs is divided into flyable airspace, and the flyable airspace below the true height of 120 meters can fly freely without submitting an application for flight activities.
The airspace above 120 meters in true height, the air restricted area, the surrounding airspace of the air restriction area, the ultra-low-altitude flight airspace of military aviation, the airport and its surrounding areas, the military restricted area, the important revolutionary memorial sites and other areas are set as controlled airspace. If you need to fly within the controlled airspace, you need to apply to the air traffic control agency of the corresponding flight control area.
What are the specific no-fly zones?
According to Articles 2 and 3 of the Notice on Strengthening the Flight Management of Civil Unmanned Aerial Vehicles issued by the Jiangxi Provincial Public Security Department on May 26, 2017:Without approval, it is strictly forbidden for civilian unmanned aerial vehicles to fly over the following areas:
1) Airport clearance protection zones within 10 kilometers on both sides of the centerline of the runway and 20 kilometers at both ends of the runway;
2) Organs, groups, enterprises, and public institutions;
3) Communications, water supply, power supply, energy supply, storage of hazardous chemicals, large-scale material reserves and other key prevention and control target areas related to the national economy and people's livelihood, and public safety;
4) Densely populated areas such as stations, docks, ports, business districts, streets, parks, large-scale event venues, exhibition halls, schools, hospitals, and residential areas;
5) ** Announced areas for temporary control.
Flying in the above-mentioned areas in violation of regulations shall be investigated and dealt with by the public security organs in conjunction with relevant departments in accordance with law;where a violation of the administration of public security is constituted, a public security administrative sanction shall be given in accordance with law;where the circumstances are serious and constitute a crime, criminal responsibility is pursued in accordance with law.
