Vietnam is located in Southeast Asia, bordering China, and has been regarded as one of China's vassals since ancient times. Some dynasties even included Vietnam in China, and until the late Qing Dynasty, Vietnam remained one of many vassal states. However, at that time, the Qing ** was already too busy to take care of itself, and was unable to face the dilemma of Vietnam being invaded by foreign powers, and in desperation, Vietnam was ruled by France.

After that, France had to withdraw from Vietnam, but Vietnam was already the two camps of the north and the south, and it was difficult for each to achieve political reunification. Soon after, disputes between the north and the south resumed. During the Vietnam Civil War, many Vietnamese civilians were displaced and had nowhere to live, and their lives were in danger of being in danger, so they chose to flee their homes and seek refuge in China.

At that time, this group of Vietnamese refugees arrived in Guangxi Province, on the border between China and Vietnam, and settled down here. Based on the humanitarian position, we have not taken any action to deport them, but have provided a lot of support to these Vietnamese refugees. With the passage of time, most of the Vietnamese refugees gradually adapted and integrated into the social environment of our country, they learned Chinese, carried out contacts with neighboring Chinese citizens, and formed many large-scale "Vietnamese villages", from outside, they are no different from ordinary residents of Guangxi Province.

After the end of the Civil War in Vietnam and the peaceful reunification of Vietnam, diplomatic relations between China and Vietnam were gradually repaired. The Vietnamese side decided to summon these former refugees back to China for the following reasons: first, Vietnam faced a severe population shortage after the end of the war;Second, if these refugees are forcibly repatriated to Vietnam, they will only be able to stay true to their original intentions while remaining in a foreign country, further inciting their desire to get out of the status quo and find a new way out. In the process of communicating with these refugees, they expressed their innermost words: "We have been living in China for many years, both in terms of living habits and behavior patterns have been fully integrated into the life circle of the local people, we increasingly think that we have become Chinese citizens, not Vietnamese, more and more importantly, Vietnam has been an extension of China's territory since ancient times, as if we have just returned to our hometown, I implore the relevant departments to be considerate and respect our wishes, we must abide by the law, for the country, Contribute to society. ”

Upon learning of this situation, we summoned the Vietnamese ambassador to China and requested that the views of these refugees be fed back to the Vietnamese side. After weighing the pros and cons, the Vietnamese side knew that even if these refugees were brought back to Vietnam by coercive means, they would only be in essence left in a foreign land, still attached to their homeland, and could flee again at any time, so the decision was put on hold for the time being.

Today, these Vietnamese refugees are no longer significantly different from the Chinese people, and on this basis, China has implemented a formal household registration system, which enables them to enjoy the same national treatment and the same rights and obligations as our people.
