First of all,When we talk about a year or month being warmer, we don't determine whether the temperature is warmer than a single weather event, but whether the average temperature over the entire period of time is significantly higher or lower than that of the same period in history. According to the statistical analysis of historical data, the winter temperature in China is generally warm under the background of El Niño, but the periodic cold air activities are more frequent, that is to say, the fluctuations of cold and warm are more obvious.
