Zhao Yingmin, head of the Chinese delegation and Vice Minister of the Ministry of Ecology and Environment, said that yesterday was the eighth anniversary of the Paris Agreement, and China congratulated and thanked the UAE presidency for its outstanding leadership.

At this historic moment, it is an important milestone to promote COP28 to complete the first global stocktake under the Paris Agreement, summarize the achievements and gaps, especially to further consolidate the global trend of irreversible green and low-carbon transformation, point out the direction for the future, and send a strong positive signal to the international community.

Zhao Yingmin said that China believes that the response to climate change must be both ambitious and pragmatic, and the key lies in pragmatic actions, in fulfilling the commitments made, and in being ambitious and in matching the ambitions with the means of implementation. The principles and goals of the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, such as "common but differentiated responsibilities", "respective capabilities" and "nationally determined contributions", are the cornerstones of our global climate process.

Regrettably, in the current global process of mitigation, adaptation and finance, many concerns of developing countries have not been fully addressed and addressed. Zhao Yingmin said, "Developed countries have an unshirkable historical responsibility for climate change, and they must play a leading role to maintain 1 year before the world."The 5 degrees Celsius pathway is achievable, taking the lead in significantly reducing emissions on the existing basis, and achieving net-zero emissions as soon as possible, accelerating the speed and intensity of key actions such as energy transition, fulfilling and effectively increasing the scale and intensity of financial, technical and capacity-building support for developing countries as soon as possible, ensuring a just global transition, providing the most space and necessary support for developing countries to achieve sustainable development, and responding more actively to the legitimate concerns of developing countries. ”

We need to work together to resist unilateral measures that affect global climate efforts. China is committed to building a community with a shared future for mankind, upholding multilateral order and rules, coordinating environment and development with integrity and commitments, and promoting the implementation of the Paris Agreement.

Zhao Yingmin stressed that China will firmly implement the national strategy to actively respond to climate change, implement the "dual carbon" goal, vigorously develop renewable energy, and carry out extensive international cooperation on climate change with all parties.
