Yangtze River ** Wuhan Client, December 29 - "The ramp for pedestrians and non-motorized vehicles to go up and down the bridge is a muddy ground at the end, how can people walk?".A few days ago, some citizens reported on the Wuhan city message board that a ramp on the side of the Tongshun River Bridge in Wuhan Economic Development Zone on the side of Junshan is a "broken road", and pedestrians or non-motorized vehicles must pass through a piece of grassland, which is very inconvenient. The Yangtze River ** "Beat the Board" column intervened in the interview, and the reporter successively found the urban management, garden, water affairs and other departments, and finally promoted the on-site coordination of relevant parties and came up with a connectivity plan. On December 27, the "guillotine road" was finally opened.

Mr. Li, a citizen, has just moved to Junshan New Town this year, and is a cycling enthusiast, Tongshun Avenue connects Junshan and Zhuankou, passing through Longlingshan Park, Tongshun River, Gongshan Park, etc., with beautiful scenery, which is the cycling route he often chooses. The side of the Tongshun River Bridge on the Junshan side is a park green space, and the non-motorized ramps up and down the bridge are also located in the park. However, the non-motorized ramp from Junshan to the bridge is not connected to the main road, and you need to enter the park first, then go through the cycling path in the park to the bridge, and pass through a meadow to get to the bridge.

It's inconvenient, especially after the rain and the grass is muddy. Mr. Li said that this summer, he and his riders discovered the problem and repeatedly reported it to the relevant departments, suggesting the construction of a ramp to connect the bridge, but there has been no progress.

On November 27, the reporter went to the scene and saw that there were four ramps for pedestrians and non-motorized vehicles to go up and down at the Junshan Bridgehead of the Tongshun River Bridge, all of which were located in a green space under the embankment on the south side of the Tongshun River Park and Tongshun River. Three of the ramps are connected to the main road by hardened pavement, but at the end of one ramp near the embankment of the Tongshun River is a grassy area, about 5 meters away from the cycling path in the park. This meadow is full of ruts, and the curb stone where the grass meets the cycling path also has signs of wheel crushing and breakage.

The reporter observed that because the ramp was not connected to the road surface, there were often non-motorized lanes on the motor vehicle ramp from Junshan to Zhuankou.

Why did the ramp become a "dead-end road"?The reporter first found the municipal department of the urban management bureau of the Wuhan Economic Development Zone, the manager of the Tongshun River Bridge. After consulting the information, the relevant person in charge said that the Tongshun River Bridge was completed in 2015, when Junshan New Town had not yet been developed, and the non-motorized vehicle ramp was a reserved road, and the road outside the ramp should be responsible for the follow-up construction party. Currently, there is landscaping underneath the ramp, which should be managed by the Department of Landscaping.

Subsequently, the reporter found the Wuhan Economic and Technological Development Zone (Hannan District) Garden and Forestry Management Center. The person in charge of the center said that the greening project under the Tongshun River Bridge is a greening supporting project on the south bank of the Xinhe Embankment under the supervision of the District Water Affairs Bureau, and has not yet been handed over to the garden department for management.

On December 4, the reporter found the Water Engineering Planning and Construction Center of the Water Affairs Bureau of Wuhan Economic and Technological Development Zone. After the coordination of reporters, in the afternoon of the same day, the center summoned the project construction unit Chedu Four Waters Co-governance Company, the project construction agency, and the operation and maintenance unit to rush to the scene to check the situation.

After multi-party consultation, it was decided to build a trail on the grassland to connect the bridge ramp and the greenway in the project to facilitate the public to get on and off.

On the afternoon of December 27, the reporter returned to the scene again and found that a section of the connecting road with cement base and floor tiles had been completed. The passage is about 3 metres wide and allows the public to smoothly ascend and descend the ramp.
