3) Within the scope of urban construction land in Pinghu City, the design energy saving rate of new civil buildings reaches 75%;

4) On the basis of the energy-saving design standards implemented in 2016, the reduction of the average carbon emission intensity of regional building operation shall not be less than 70kgco2/(㎡·a);

5) In 2022 and 2025, the cumulative construction area of ultra-low energy consumption buildings shall not be less than 320 thousand.
