Chengwu County Transportation Bureau closely focuses on the implementation of the main line of equalization of public services, actively explores new ways for the integrated development of urban and rural public transport, and creates a unique urban and rural public transport integration model. As of July 2023, it has completed the transformation of 13 rural passenger lines, opened and optimized 27 urban and rural bus lines, put into operation 226 new energy pure electric buses, with an operating mileage of 628 kilometers and 530 stops, realizing the transformation of public transportation in the whole region. After the completion of the line transformation, the comfort and safety of the vehicles have been significantly improved, the departure interval has been greatly shortened, the passengers have traveled more conveniently, and the average fare has been reduced by more than 70%, benefiting more than 720,000 people in 13 towns and streets in the county, realizing the transformation from "walking and walking" to "walking smoothly and well".
The integration of urban and rural public transport is a complex system engineering, involving the integration and reorganization of passenger lines, the distribution of corporate interests, the construction of transportation facilities, capital investment, etc., and the main constraint is that the width of rural roads is not enough, which does not meet the traffic conditions. To this end, the county party committee and the county attach great importance to and simultaneously promote the construction of "four good rural roads" and the integrated reform of urban and rural transportation. Since 2018, it has successively carried out the three-year concentrated attack action of "Four Good Rural Roads" and the special action of improving quality and efficiency, and the county has newly rebuilt 1,476 kilometers of "Four Good Rural Roads". At present, the total mileage of rural road construction in Chengwu County has reached 27614 km, with a road density of 279 per 100 square kilometers4 kilometers, good road rate 8296%, rural roads criss-cross, connected into a network, through the city to the countryside, into the village into the household, to solve the bottleneck of the opening of urban and rural public transport.
Adhering to the work concept of "doing practical things well and doing good things", the Chengwu County Transportation Bureau started from understanding the current situation, finding problems, and analyzing the causes, and conducted on-the-spot surveys of all planned routes in the county, and mastered detailed first-hand information. On the basis of a comprehensive survey of rural passenger flow, the Jinan Urban Transportation Research Center was entrusted to carry out scientific planning of the county's bus routes, forming an integrated network of urban and rural public transport with the county as the center, the township as the node, and the administrative village as the terminal.
Chengwu County has set up a special working class to formulate and introduce the "Implementation Plan for Accelerating the Integration of Urban and Rural Public Transport in Chengwu County", which clarifies the business entity, target tasks, vehicle acquisition evaluation, subsidy liquidation, personnel placement, subsidy policy, etc. The working group held six coordination meetings to coordinate and resolve 28 contradictions and problems.
