In 1934, he followed the Red 25th Army to start the Long March, and after many hardships, he arrived in the Hubei-Henan-Shaanxi border area and participated in the creation of the revolutionary base area. After the outbreak of the Anti-Japanese War, he commanded the guerrilla struggle in Shandong and strengthened the construction of base areas.
During the Liberation War, he presided over the work of the Bohai Naval Region, on the one hand, he organized the military and civilians to carry out production and build grassroots political power, and on the other hand, closely monitored the movements of the Kuomintang troops, and participated in the completion of the tasks of the Jiaoji Road and Weixian Campaigns. After the founding of the People's Republic of China, he served as the commander of the Bohai Naval Region and was selected to enter the Military Academy for further study. In 1954, he finished his Xi and became the deputy commander of the 31st Army. In 1955, he was awarded the rank of major general by the ** Military Commission. General Li Fa was brave and fearless during his lifetime, and made outstanding contributions to the cause of the Chinese revolution.
