The notice pointed out that the black chicken sold at the Shilu Xiaomeiguang Chicken and Duck Stalls in Changjiang County had quality problems, so he was warned and fined 2,000 yuan.
In this sampling, the black chicken with the purchase date of August 31, 2023 was inspected, and the results showed that the measured value of florfenicol was as high as 1722, while the standard indicator is only 100. It does not meet the requirements of GB 31650-2019 "National Food Safety Standard Maximum Residue Limits for Veterinary Drugs in Food", so it is judged to be unqualified.
Florfenicol, also known as flumethamycin, is a special antibacterial drug for animals approved by the Ministry of Agriculture, mainly used for bacterial diseases in pigs, chickens and fish caused by sensitive bacteria. It is a special antimicrobial drug approved by the Ministry of Agriculture for use in animals, and is widely used in the bacterial diseases of pigs, chickens and fish. The National Food Safety Standard Maximum Residue Limits for Veterinary Drugs in Food (GB31650-2019) clearly stipulates that florfenicol is prohibited in egg-laying poultry (it shall not be detected in poultry eggs). Although consumers do not need to be overly concerned about the detection of florfenicol in poultry eggs under normal circumstances, long-term consumption of foods with excessive florfenicol residues may have certain effects on human health.
The law enforcement officers of the Changjiang County Market Supervision Bureau served the inspection report to the party on October 10, 2023, but the party did not apply for a review. The Changjiang County Comprehensive Administrative Law Enforcement Bureau opened an investigation into the case on October 17, 2023. During the review process, the stall has stopped selling substandard black chicken, and posted a recall announcement in a conspicuous position on the business premises, and the overall rectification situation is good. After verification, there were 37kg of unqualified black chicken in the same batch, except for the 3kg that was sampled and sent for inspection, the remaining 34kg of black chicken meat was all sold, and the value of the goods involved was 962 yuan. In accordance with the provisions of Article 13 (6) and Article 23 (1) (2) of the Measures for the Supervision and Administration of Food Vendors in Hainan Province (Trial) (Hainan Provincial People's Order No. 264), the Changjiang County Comprehensive Administrative Law Enforcement Bureau gave a warning to the party concerned and imposed an administrative penalty of a fine of RMB 2,000.
In this incident, the Changjiang County Market Supervision Bureau played an active role in discovering and dealing with the problem of substandard black chicken in a timely manner. This also reminds us that food safety issues cannot be ignored and that relevant departments need to strengthen supervision and law enforcement to ensure the quality and safety of food.
