Thus, public managers are the main bridge between citizens and public organizations. As representative citizens, public administrators must seek legitimate personal and institutional authority to govern the country and abide by the law. Then, since public managers are the best citizens, they should also know the needs of the people best and can best serve the interests of the people: they should uphold the attitude of loving the motherland and caring for citizens to do truly meaningful things. Therefore, for public managers, there should not only be external constraints, such as legal constraints;It is also necessary to emphasize internal constraints, such as the spirit of "generosity", which is internalized in the heart and externalized in action.
