Three major initiatives to promote energy transition and power system innovation

In the field of energy and power, the principle of "first establish and then break" requires us to focus on the implementation of three important measures:

1.Steadily promote carbon peak and carbon neutrality: The strategic goal of achieving carbon peak and carbon neutrality is a compulsory course in China, rather than an optional elective course. This process should not be divorced from the actual situation of the country and rushed to achieve results, but should be carefully planned and designed based on the national conditions, and follow the principle of steady progress and gradual progress. We need to adhere to the policy of dual control of energy consumption, promote energy-saving reform, expand the application of renewable energy, and ensure that the policy of dual control of energy consumption gradually transforms to dual control of carbon emissions. We will resolutely avoid sports carbon reduction behaviors or sudden braking, and strive to use unprecedented human wisdom to achieve the world's largest carbon emission reduction, and complete the transition from carbon peak to carbon neutrality in the shortest time in history.

2.Accelerate the construction of a new power system in an all-round way: The new power system is the core of building a new energy system and a key support for achieving the dual carbon goals. As the proportion of new energy sources, especially those with high intermittency and volatility, continues to rise in China's power installations, new challenges are posed to the stability of the main grid and system operation. In the face of the intensification of global warming, there is an urgent need to build a clean, low-carbon, safe, controllable, flexible, efficient, open, interactive, intelligent and friendly new power system to ensure sufficient clean electricity** and optimize the use efficiency.

3.Dialectical treatment of the problem of breaking the problem in energy transition: Considering the special national conditions of China's energy resources, that is, the abundance of coal resources and the relative scarcity of oil and gas resources, as well as the characteristics of energy distribution, it is difficult to fundamentally change China's current energy structure dominated by coal and coal power in the short term. On the road of energy transition, only by adhering to the new development concept, seeking progress while maintaining stability, and focusing on key areas and technologies, can we achieve balance and success in the two major tasks of ensuring energy security and promoting green and low-carbon development. This requires us to carry out structural adjustments, while safeguarding existing energy sources, ensuring the orderly transformation process, and achieving sustainable development of energy production and consumption.
