On January 5, 2024, sponsored by the Heilongjiang Provincial Department of Justice, the Heilongjiang Provincial Department of Education, and Heilongjiang University, and undertaken by the Northeast Asia Arbitration School of Heilongjiang University and the Harbin Arbitration Commission, the first seminar on the cultivation of foreign-related arbitration talents and the revision of the Arbitration Law was held in Harbin. The opening ceremony was presided over by Ha Shuju, Dean of the Law School of Heilongjiang University, Shi Hai, second-level inspector of the Public Legal Service Administration of the Ministry of Justice, Liu Yong, member of the Party Committee and Deputy Director of the Heilongjiang Provincial Department of Justice, Cheng Shuang, member of the Party Group and Deputy Director of the Heilongjiang Provincial Department of Education, and Yu Wenxiu, member of the Standing Committee of the Party Committee and Vice President of Heilongjiang University, attended the opening ceremony and delivered speeches. Liang Ye, member of the Standing Committee of the Harbin Municipal Party Committee, Secretary of the Political and Legal Committee, and Director of the Harbin Arbitration Commission, attended the opening ceremony. The closing ceremony was presided over by Wang Yulun, full-time deputy director of the Harbin Arbitration Commission, Shi Hai, second-level inspector of the Public Legal Service Administration of the Ministry of Justice, and Wang Jingbo, president and deputy secretary of the Party Committee of Heilongjiang University, delivered speeches. More than 130 representatives from 24 domestic universities, 36 arbitration institutions and a number of legal service institutions attended the meeting.
With the theme of "Innovation and Collaborative Training of Legal Talents in International Arbitration", the seminar consisted of three units: "Integrity and Innovation of Collaborative Training Model", "The Advanced Road of Practice-oriented Training Mechanism" and "Reform and Breakthrough of the Arbitration Legal System", aiming to thoroughly implement the work deployment of the Ministry of Justice and the Ministry of Education on the construction of foreign-related rule of law, strengthen the training of professional talents and team building, and explore and improve the practice-oriented training mechanism. Shi Yufang, Director of the Northeast Asia International Arbitration Research Center of our Institute, gave a speech on the problems existing in the cultivation of foreign-related arbitration legal talents, the shortage of practical foreign-related arbitration talents and the international arbitration postgraduate training program, and the direction and guidance provided by the arbitration law amendment for the curriculum design and theoretical research of legal education.
After the meeting, some participants visited the Harbin Arbitration Commission to learn about the construction and development process and achievements of Harbin Arbitration Commission.
As one of the implementation units of the postgraduate training program for the Master of Laws (International Arbitration) program, our institute closely follows the national and provincial strategic deployment of foreign-related legal talent cultivation, and has successively signed cooperation agreements with a number of universities to actively promote the "theory + practice" teaching model. In the next step, we will strengthen collaboration and linkage, give full play to the advantages of practical departments, strengthen shortcomings in legal foreign languages, etc., and work with colleges and universities to cultivate joint talents.
