On December 25, 2023, the Beijing News reported that Liu Kewen, vice chairman of the Xinjiang Bazhou CPPCC and secretary of the Jingxian County Party Committee, was under investigation, raising people's attention to the anti-corruption situation in the Xinjiang Autonomous Region. This is also another recent incident in which another department-level cadre in Xinjiang has been investigated after Tian Yujun, Li Pengxin, and Parhati Rouzi. This series of downfalls** has drawn public attention to the problem of corruption in Xinjiang.
The first trial of Tian Yujun's case took place on December 12, during which Tian Yujun was accused of amassing more than 30 million yuan during his tenure in Guizhou. The case of the former deputy director of the Xinjiang Autonomous Region has been announced at a scheduled date. Li Pengxin, a former deputy secretary of the Xinjiang Autonomous Regional Party Committee and a deputy ministerial-level cadre, was investigated on December 11. Kashgar's former commissioner, Parhati Rouzi, was also under investigation on December 18.
Liu Kewen, born in 1967, is 56 years old and is a ** with rich experience. In his early years, he started from the township of Korla City, and gradually held important positions in the ** department of the Bazhou region. In the past few decades, he has served as a deputy county-level cadre in Yuli County, deputy secretary of the Korla Municipal Party Committee and secretary of the Political and Legal Committee. Prior to 2018, he was Deputy Director General of the Bavarian Civil Affairs Bureau. After 2018, he got the opportunity to be promoted, became the secretary of the Hejing County Party Committee, and was promoted to the vice chairman of the Bazhou CPPCC at the beginning of this year. However, these opportunities for promotion do not seem to last long, and now Liu Kewen is under investigation.
It is worth noting that Liu Kewen is the second secretary of the Hejing County Party Committee to be investigated. A previous county party secretary, Wang Jianghua, was sentenced to 10 years and six months in prison in 2017 for amassing more than 10 million yuan. During his tenure as secretary of the Hejing County Party Committee, Wang Jianghua was suspected of accepting bribes and providing convenience to 12 companies and individuals, involving real estate and engineering to accumulate wealth. He and his wife jointly collected money, including accepting renminbi, US dollars, bank cards, houses, shops and vehicles. At present, whether Liu Kewen and Wang Jianghua committed crimes similar in nature, whether they have amassed wealth in real estate and engineering, and the specific amount of enrichment still need to be further investigated.
Liu Kewen's dismissal is undoubtedly a severe test for the anti-corruption work in Xinjiang. How the Xinjiang Autonomous Region will respond to this series of anti-corruption incidents and how to strengthen the intensity and effectiveness of anti-corruption work will be an important topic facing the local government. Only through in-depth investigation and thorough ascertainment of the truth can we provide strong support for the construction of local integrity and establish an image of fairness and rule of law. We will continue to monitor this matter and follow up on the report as we go.
