With the continuous advancement of rural revitalization, all localities have increased investment in people, finance, and materials, and village cadres, especially those who "shoulder shoulders", have heavier burdens and greater responsibilities, and the integrity risks they face cannot be ignored. The Guizhou Provincial Commission for Discipline Inspection and Supervision has deployed in 2,004 villages (communities) in 9 cities (prefectures, counties (cities and districts) in the province to explore and carry out pilot projects for the promotion and supervision of village (community) party organization secretaries and directors of village (neighborhood) committees whose collective "three capitals" have reached a certain scale, and strive to solve the problem of village-level "number one" supervision, and improve the supervision ability and governance efficiency of the grassroots level.
There are still shortcomings in the management and supervision of some village (community) "top leaders" where the collective "three capitals" are relatively rich
If it weren't for the "lid" being lifted during an inspection, Yan Moumou, the former secretary of the general party branch of the Civil Affairs Village of Changzheng Street, Honghuagang District, Zunyi City, would still be using collective funds to lend money in violation of regulations.
In June 2013, in order to develop and expand the collective economy, the village committee of Minzheng Village established a village collective company, and designated Yan as the legal representative, executive director and general manager of the company. After the establishment of the company, Yan Moumou believed that it was too difficult for the village collective enterprises to engage in project management, investment and steel operation within the scope of their business, while private lending was simple and profitable. Without collective decision-making and without the approval of the village's collective company to carry out financial services, Yan Moumou lent money to a certain company in three installments without authorization. After receiving the interest, Yan Moumou, who tasted the sweetness, once again skipped the collective decision-making process and successively lent money to other companies and individuals. As of the time of the case, there were 7 loans that had not been recovered, which brought huge risks to the safety of the village collective's funds. Yan Moumou was dealt with seriously.
In recent years, the Guizhou Provincial Commission for Discipline Inspection and Supervision has discovered in the course of supervising and enforcing discipline that at present, there are still shortcomings in the management and supervision of some villages (communities) where the collective "three capitals" are relatively rich.
In some cases, the management of funds is not strict, and the income and expenditure of assets are not recorded in a timely manner. In April 2018, Gao Moumou, the former party branch secretary of Shengjiang Community, Panguan Town, Panzhou City, received a rent of 40,000 yuan from a school for renting collective land, which was not handed over to the financial personnel of the neighborhood committee for accounting, nor was it handed over to the town finance office to be included in the scope of village finance and town management, but was used to pay for the construction project of the neighborhood committee's activity venues, reception and dining expenses and other expenses, violating the relevant provisions of financial management. Due to other disciplinary violations, Gao Moumou was placed on party probation for one year.
Some of the internal control is not strict, illegal expenditure, misappropriation of collective funds. In August 2012, in order to develop the village collective economy, the village committee of Chuandong Village, Hefeng Buyi and Miao Township, Kaiyang County, registered and established a village collective company, and Yao Jiahong, then secretary of the village party branch, served as the legal representative and executive director. From 2013 to 2016, Yao Jiahong took advantage of his position to embezzle a total of 960,000 yuan of the company's collective funds for personal use on several occasions without the consent of the shareholders' meeting, and did not return them for more than three months and carried out profit-making activities. Yao Jiahong was expelled from the party and later sentenced to two years and six months in prison and fined 110,000 yuan.
In some cases, the implementation of democratic procedures is not in place, and the implementation of the "four deliberations and two openness" system is not strictly followed in the implementation of decision-making on major matters. From June to August 2019, Liao Hujiang, then secretary of the Party branch of Xinzhu Village, Zazuo Sub-district, Xiuwen County, disposed of the village's collective assets in violation of regulations without implementing the decision-making provisions of "four discussions and two disclosures", without convening a villagers' meeting to discuss and decide, and without requesting instructions and reporting to his superiors. Liao Hujiang also had other disciplinary violations and was expelled from the party.
Some take advantage of the convenience of their positions and regulatory loopholes to privately divide collective funds. In December 2014, Sun Changyin, the former party branch secretary of Shuangqiao Village, Jinpen Street, Pingtang County, and Lu Huayou, the former director of the village committee, respectively arranged to sign the compensation for land acquisition of the village's collective land in the name of others30,000 yuan, transferred to personal accounts for safekeeping, and privately set up a "small treasury". In April 2015, Sun Changyin and Lu Huayou organized a total of 14 village cadres and their families to travel to Hainan, and the cost was 3More than 70,000 yuan was paid from the "small treasury". Sun Changyin and Lu Huayou also had other problems, and they were expelled from the party, and the issue of suspected crimes was transferred to the judicial organs for handling.
Some of them do not perform their job duties correctly, resulting in collective losses. In 2019, Zhang Moumou, the former secretary of the general party branch of Zhaojiadu Village, Fengdu Street, Xingyi City, did not consider the actual situation of the village, without carrying out investigation and research and risk assessment, without the consent of collective research, and without reporting to the approval of the superiors, he transferred 120 acres of land from 161 households in 5 villager groups in the village to implement the grape planting project. The project has since been in a state of suspension. Due to the public's repeated requests for compensation for ground attachments and rent for circulating land, it was not until 2021 that Zhang Moumou raised funds to pay for one year's circulation land rent, and the compensation for ground attachments has not been paid, seriously damaging the interests of the masses. Zhang Moumou also had other disciplinary violations and was placed on party probation for one year.
In response to the problems exposed by the case, the Guizhou Provincial Commission for Discipline Inspection and Supervision explored and carried out the pilot work of upgrading and supervising the secretaries of village (community) party organizations and directors of village (neighborhood) committees where the collective "three capitals" reached a certain scale, aiming at the problems that the masses felt most directly and most strongly, focusing on the areas most closely related to the interests of the masses to carry out rectification, promoting the comprehensive and strict governance of the party to extend to the grassroots front line and to the masses, and promoting the standardized and orderly operation of the village (community) collective "three capitals".
The organizational advantages of "top-to-bottom supervision" and the distance advantages of "face-to-face supervision" are organically combined, and problems are found on the front line, problems are solved by escalation, and problems are corrected together
In November 2023, the Guizhou Provincial Commission for Discipline Inspection and Supervision notified the issue of privately setting up a "small treasury" and arbitraging funds for private projects in Bahui Village, Dujiang Town, Sandu County. The discovery of this problem stems from the promotion and supervision of the "top leaders" of the village (community).
In December 2022, when the Sandu County Upgrading Supervision Team inspected the bee breeding project of Bahui Village Economic Cooperative, it found that the project's fund management was not standardized. After investigation, from 2020 to 2021, Yang Shengyi, then secretary of the village party branch, Pan Xiangping, director of the village committee, and Wang Bingji, a member of the village cooperative council and financial officer, used their positions to collude with the boss who sold bees when assisting the town to implement the bee breeding project, signed a false contract to purchase bees, and asked the seller to return the price difference between the yin and yang contracts, and jointly embezzled bee breeding funds13220,000 yuan. The three also had other violations of discipline and law, were expelled from the party, were transferred to the procuratorate for review and prosecution in accordance with the law on suspicion of crimes, and were removed from relevant positions in the village committee in accordance with procedures.
Raising clues to the problem is one of the "three upgrading" measures carried out by the Guizhou Provincial Commission for Discipline Inspection and Supervision, and the others include carrying out extended political inspections and carrying out audits of village cadres leaving office. In order to solve the problems of insufficient strength, low quality, and great resistance to handling cases in the village (community) problem of the township discipline inspection commission, the Guizhou Provincial Commission for Discipline Inspection and Supervision has established and improved the mechanism for raising clues, and the clues reflecting the party organization secretaries and directors of the village (neighborhood) committees in the pilot villages (communities) are all submitted by the county-level discipline inspection commissions and township discipline inspection commissions to cooperate in the investigation, and organically combine the organizational advantages of "top-to-bottom supervision" with the distance advantages of "face-to-face supervision".
In September 2021, when the inspection team of the Liping County Party Committee carried out an inspection in the Minsheng Community of Defeng Street, it was found that there was an abnormality in the collective capital expenditure of the community by checking the "three capitals" ledger. After verification, it was found that Long Shilin, secretary of the party branch of the community, distributed more than 550,000 yuan of community collective funds to community workers in the name of "salary" without discussion at the villagers' meeting or the villagers' representative meeting, and Long Shilin received 5More than 480,000 yuan. Long Shilin also had other problems, he was expelled from the party, and his suspected crime was transferred to the procuratorate for review and prosecution. The County Commission for Discipline Inspection and Supervision issued a discipline inspection and supervision recommendation to Defeng Street, urging it to improve the village-level "three capitals" management system.
Carrying out extended political inspections is another measure taken by the Guizhou Provincial Commission for Discipline Inspection and Supervision to carry out the "three upgrades". The Provincial Commission for Discipline Inspection and Supervision focuses on the role of the party organizations in the pilot villages (communities), the key work of the village-level "three capitals" and people's livelihood security, and the implementation of five types of policies, such as dilapidated housing renovation, subsistence allowance assessment, industrial poverty alleviation, strengthening agriculture and benefiting the people, and preferential care and assistance, and carries out extended political inspections of the pilot villages (communities), focusing on discovering and promoting the solution of weak and sloppy village-level organizations, lax discipline, as well as lazy and sloppy administration, inaction, violation of policies, personal gain, abuse of power and other problems that harm the interests of the masses.
The Guizhou Provincial Commission for Discipline Inspection and Supervision also took the general election of the village (community) "two committees" as an opportunity to adopt a variety of ways to carry out an outgoing audit of the performance of the economic responsibilities undertaken by the party organization secretaries and directors of the village (neighborhood) committees in the pilot villages (communities) during their tenure and the management of the "three capitals" of rural collectives, and used the audit results as a reference basis for studying and judging the political ecology and mastering the performance of duties and responsibilities. Guiyang City took the review and review of the audit reports and rectifications of the 94 "upgraded supervision" pilot village cadres in 2021 as a small incision, and urged the county (city, district) discipline inspection commissions and supervision commissions to carry out a comprehensive review and review of the problems found in the audit, and found 315 problems such as false rectification and digital rectification.
In order to coordinate and integrate the supervision forces at the grassroots level, the Guizhou Provincial Commission for Discipline Inspection and Supervision has also established mechanisms such as regional coordination, special supervision, and precise supervision of big data, so as to realize the transformation from "individual combat" to "coordinated operations".
In July 2022, the staff of the Discipline Inspection Commission of Fengxiang Lao and Dong Nationality Township, Shiqian County, received clues about the problem of Xu Mou, Secretary of the Party Branch of Sifangjing Village, Shiqian County. Considering that Xu had served as a village cadre for many years and had many acquaintances in the township, the Township Commission for Discipline Inspection immediately submitted a request to the County Commission for Discipline Inspection and Supervision for acceptance. After research and judgment, the County Commission for Discipline Inspection and Supervision launched the supervision and case-handling mode of the "team members + discipline inspection and supervision office + township discipline inspection commission + stationed agency" cooperation area, and quickly found out Xu's problem.
After investigation, Xu was the legal representative of the Sifangjing Village Collective Economic Cooperative, the use of funds under management was not standardized, and after the installation of water conservancy facilities in the village fruit base and the completion of the accounting, the advance payment of pipes and instruments returned by the boss and derived from the cooperative's funds was not recorded in a timely manner, but the funds were mixed with their own funds in their personal accounts for personal expenditures, involving a total of 5140,000 yuan. Xu was punished with a warning from the party, and the funds for violating discipline were cleared to the account of the village professional cooperative.
Upgrading supervision helps to solve problems such as lack of supervision at the grassroots level and interference by acquaintances, and realizes the front-line discovery of problems, upgrading to solve problems, and working together to correct problems. The relevant responsible comrades of the Guizhou Provincial Commission for Discipline Inspection and Supervision said that it is necessary to continue to make efforts in innovating supervision methods, accurately discovering problems, seriously investigating and correcting problems, strengthening warning education, and promoting the root cause, and make long-term efforts to solve the imbalance of supervision forces and imperfect mechanisms, and continue to activate the "nerve endings" of village-level supervision.
Transform the practical experience explored in the pilot work into institutional results

The Measures strengthen the management and supervision of village cadres and urge village cadres to perform their duties honestly from eight aspects: strengthening education and training, standardizing village-level decision-making, strengthening daily management, strict assessment and evaluation, deepening village affairs supervision, strengthening discipline supervision, paying attention to care and incentives, and consolidating the main responsibility.
Cases show that some village cadres, especially those who "shoulder to shoulder" cadres, have the final say in the discussions, decisions, and actions of village affairs, lack an effective supervision and restraint mechanism, and the villagers' democratic decision-making, democratic management, and democratic supervision powers have not been effectively brought into play, which has become a major reason for the occurrence of violations of discipline and law by village cadres.
In order to standardize village-level decision-making, the "Measures" make clear provisions on "four discussions and two disclosures", "village finance and township management for village use", and the implementation of the system of disclosure of party affairs and village affairs, and put forward important matters involving the operation and management of village-level assets, revenue and expenditure management, income distribution, etc., which need to be decided by the village-level collective economic organizations, which must be studied and discussed by the village party organizations, and the collective economic organizations shall make decisions in accordance with the law and relevant regulations, and report to the township party committees for the record;Strictly implement the system of annual inventory and regular reporting of rural collective assets.
Liupanshui Liuzhi Special Economic Zone gives full play to the advantages of people's livelihood supervisors who are familiar with policies and close to villagers, sorts out various policies to benefit farmers and the distribution of funds, and makes a policy understanding card and posts it on the public notice board and publishes it to the village group of 100 families. The Zhijin County Commission for Discipline Inspection and Supervision has opened up information such as people's livelihood policies and people's livelihood funds through the "Zhijin Mass Supervision Through Train" fast supervision platform, so that cadres and the masses can inquire about relevant policy and project funds at their "fingertips", quickly reflect problems, and realize "one-click supervision" of village-level small and micro powers. The Renhuai Municipal Commission for Discipline Inspection and Supervision urged the Organization Department of the Municipal Party Committee and the Civil Affairs Bureau to sort out a list of 36 village-level small and micro powers in three categories: major decision-making, daily management, and convenient services, focusing on the risks, hidden dangers, and weak links in the operation of village-level small and micro powers, to help village cadres clarify the boundaries of power and responsibility, and urge village cadres to "act according to the list and use power in accordance with norms".
Carrying out supervision of village (community) party organization secretaries and directors of village (neighborhood) committees whose collective "three capitals" have reached a certain scale will help to better form a closed loop of supervision that discovers problems, strictly enforces discipline and law, rectifies and corrects deviations, and effectively governs, and promotes both symptomatic and root causes and systematic treatment.
