The post-95 "North Drift" stone art packed all the luggage, and even a small cargo van was not full. Recently, she chose to rent a "transitional apartment" in Chaoyang District's affordable rental housing project "Colorful Homes", and only lived for eight days, and she has not had time to buy more households, nor has she encountered the "emergency requisition" situation written in the contract.
When moving in at the beginning of November this year, Shiyi noticed a special reminder on the "Informed Consent Form for the Colorful Home Project": the initial stage of the construction of the project is a centralized isolation and observation room for the epidemic in Chaoyang District, in case of epidemic, force majeure and other factors, the project may be urgently requisitioned, and the housing rented by Party B's tenants should unconditionally cooperate with the vacancy in case of such situations.
Faced with the uncertainty of future residence, Shiyi is not panicking. "For a North Drifter like me, the house is just a place to sleep, and I have often changed it before, and if I am really requisitioned urgently, I can find a new house. "Shi Yi's move into a rental house is also an emergency move.
Colorful Home is located outside the East Fifth Ring Road of Beijing, far away from the downtown area, the location is remote, and it is exceptionally quiet during the day, with planes flying overhead from time to time. It is at least 8 kilometers from the nearest metro station, and a short distance to the east is the well-known migrant worker village.
The Marigold Colorful Home was built in 2022, and after completing the mission of "isolation point", on September 27 this year, it was recognized as "affordable rental housing" and officially rented out.
At the beginning of the establishment of the colorful home, it was planned to be built as a dual-purpose facility for flat and emergency. The relevant person in charge of the Chaoyang District Housing and Urban-Rural Development Committee once said that "emergency" can be quickly converted into an emergency place to enhance the city's ability to respond to major public emergencies, and "usual" can be used as rental housing to alleviate the housing difficulties of new citizens and young people.
Not only Beijing, but also Zhejiang and other places have also reused idle resources such as epidemic prevention and isolation points and health stations this year to create a "peacetime and emergency" rental housing model.
Dual-use is one of the 'three major projects', and rental housing is the highlight of the affordable housing system, but in some places, various conditions are just right, and the two intersect. However, there are objective restrictions on the conversion of isolation points into rental housing, and the proportion of reconstruction and insurance is destined to be low, and the exemplary significance of such projects is more obvious. Zhang Bo, president of the 58 Anjuke Research Institute, told China News Weekly.

A transit station in the North Drift
Before living in Colorful Home, Shi Yi had already moved three times, and she had only been in Beijing for more than a year.
I'm going to rent a cheap house for the transition. "Stone art has a clear appeal. Her last house was rented in a high-rise community on the edge of the East Fourth Ring Road, because she and her friend Xiaolin did e-commerce business, often receiving and delivering goods, and needed to share a residence with an elevator, which was also close to the ** Academy of Fine Arts, which was convenient for Shiyi to prepare for graduate school.
The biggest problem is that a "house in the city" is still too expensive for a student who has just graduated from undergraduate this year.
When Xiaolin swiped the "Little Red Book", he saw the house sublease information, "18 square meters of single-bathroom single room, you can move in with your bag", so he gave it to Shiyi. **Bed, sofa, cloakroom, TV, air conditioner are all available in the room. Shi Yi immediately made an appointment with the "second landlord" A Yu to see the house, and after talking for less than 10 minutes, he decided to move immediately.
The configuration here can meet the most basic needs of life, and there is no need for additional household use. "Frequent moves forced Shiyi to start a minimalist life, and impractical pots and pans and bicycles were abandoned again and again.
With our current conditions, we can't satisfy that longing for home. "The youth apartment of Colorful Home makes Shi Yi particularly satisfied, and the room is also equipped with a clothes drying rack and a Xiaomi TV. When she is alone at home, Shi Yi will turn on the sound of the TV, just like when she comes home from school in middle school, and the familiar feeling makes her feel at ease.
The main gate on the south side and the small gate on the west side of the colorful home are guarded by security personnel, and it is a 5-minute walk from the gate to the G group rented by Shiyi. The group is composed of two rows of six buildings, the buildings are connected by corridors, and the interior of the building is connected by a corridor connecting the rooms on the north and south sides, and the overall structure is like a fishbone, arranged in an orderly manner.
Each room is a separate container, which is very private, just not soundproof. Shi Yi said. During the day, you can hear planes flying overhead every few minutes, and at night you can hear neighbors moving chairs and farting. When someone walked through the hallway, the whole room felt a noticeable tremor. When the air conditioner moves regularly, there will be a low-frequency rumbling sound in the room, like a train running underground.
From the air, there are at least 9 such groups, numbered A, B, C, E, F, G, H, K, L, from east to west, the roofs are painted red, orange, yellow, white, green, and blue, hence the name of the colorful home. The rigorous arrangement and management of the community made Shi Yi feel novel, and after she lived in the park, she retrieved the housing information by herself and learned that this was once a new crown isolation point.
According to Shi Yi, the "second landlord" Ah Yu has just turned 18 years old and has been drifting north for many years. Ah Yu sublet the house to her just signed a contract with the park property the day before, and had to move out immediately due to job changes, and she never lived in Colorful Homes for a day. Ah Yu sublet to stop the loss, without overcharging any more rent, but did not inform her of the previous use of the house.
Post-00 "Ren Wei found a colorful home nearby with a job change, and not long after moving into a new home at the end of October, he changed jobs again. According to the preferential policy when he signed the contract, if he bet one to pay one, he will receive a one-month lease for more than one year of contracting, and if he pays three for one year, he will receive two months for more than one year of contracting. After thinking about it again, Ren Wei still only signed a lease for half a year, "I didn't know that I would be ** in another half a year".
Lao Wu, a rental agent, was one of the first tenants to move into rental housing. According to him, at present, the property is directly leased, and the tenant directly signs a contract with the affordable housing development in Chaoyang District, Beijing, signs the contract offline, and pays the online app. The rent is 1200 yuan per month, and the intermediary and management fees are exempted. At present, there are no restrictions on the application for occupancy, only the maximum number of people living in each room is stipulated.
On the weekends of October, when it is the busiest, Lao Wu has to take more than a dozen waves a day, and he has to make an appointment in advance to see the house. "The south-facing room has long been robbed. "For each room rented out by Lao Wu, according to the length of the contract, he can collect 300,600 yuan from the project company for labor fees. He also gave up his south-facing room to the tenant, moved to the shade, and bought an electric blanket, "It's much better to live in a container than to rent in a group or live in a dark room."
Spend this winter, Lao Wu may also have to move out. For more than two years, Lao Wu has been moving with the rental project. Shi Yi also quickly left this piece of "container", and every time she entered the city to run errands, she had to take a bus for more than an hour, and she was too busy to travel, so she soon moved to the vicinity of the subway station.
According to official sources, as of the end of November, more than 500 people have settled in Colorful Homeland. Most of the tenants that Lao Wu came into contact with were young workers in their 20s, and there were not many middle-aged tenants who were about the same age as him. Among the more than 60 people he has signed, the ratio of men to women is about 2:1. "Group A is not open to the public, mainly for the staff of the park to live and office, and at present, only two groups, G and K, are rented out. Lao Wu said.
In addition, according to the "Chaoyang Daily", according to the operation standards of rental housing, the project operator, Chaoyang District, Beijing, real estate operation and development, hereinafter referred to as "Chaokai Company"), will be configured with 8 groups according to 500 rooms per group, of which 5 groups are used for long-term rental, providing services for Chaoyang's new citizens, young people, urban operation and maintenance personnel, and corporate customers, 2 groups are used for monthly rental groups, and 1 group is reserved for emergency backup in Chaoyang District.
In order to increase the livability of the environment, in addition to being equipped with vending machines, direct drinking water dispensers, charging piles and other facilities, Chaokai Company soon opened a convenience supermarket, and the barber shop and café under construction are also progressing as scheduled.
The single room of Colorful Home is 18 square meters, with a separate bathroom, and the room is equipped with sofas, beds, air conditioners, wardrobes, TVs and other basic furniture and appliances.
Not all shelters can be converted into affordable housing
After appropriate renovation and meeting the standards, they will be included in the rental housing, which is more cost-effective than new construction, and can be regarded as an intensive use of existing resources. Zhang Bo analyzed.
Not only Beijing, in January this year, Jinan High-tech Zone upgraded the isolation shelter into a "skilled talent apartment". In view of the concentration of high-end manufacturing enterprises in high-tech eastern zones and other characteristic parks and the shortage of turnover accommodation for employees in the park, the "level-to-emergency conversion" is guaranteed.
After the investigation of the previous health station, Wenzhou City also transformed the health station with better conditions and complete supporting facilities into rental housing. According to statistics, at present, Wenzhou City has built and raised 13 "level-emergency dual-use" rental houses, **8,742 sets (rooms), which can benefit new citizens and young people260,000 people.
In order to ensure that the assets maximize their social benefits, Wenzhou City has considered dual functions in the design stage of the 'Pingyu dual-use' project. The relevant person in charge of the Wenzhou Municipal Bureau of Housing and Urban-Rural Development once introduced on the ** that the "Unified Technical Measures for the Design of Health Stations" detailed the relevant requirements such as functional settings, epidemic conversion, safety standards and supporting facilities.
The affordable rental housing project (phase I) of Chengdong Street, Yueqing City, Wenzhou City, was also used as a health station for epidemic prevention and control in the early days of its completion, and is now renovated in accordance with the standard of rental housing for talents and new residents in Yueqing City. According to "Yueqing**", the project is expected to be completed in April next year, when it will provide 1,100 sets of affordable rental housing. The room is fully furnished, which can be moved in with bags, and at the same time, the community will also be equipped with canteens, gyms, children's playgrounds and other supporting facilities.
Buildings such as shelter isolation points are a special kind of 'housing', which has the advantages of low construction cost and strong living convenience. Yan Yuejin, research director of the E-House Real Estate Research Institute, told China News Weekly that from the perspective of functional attributes, whether the transformation policy can be put in place, the follow-up supporting construction, and the housing policy will affect the final rental effect.
In terms of reconstruction, Wenzhou Health Station took into account the follow-up reconstruction in the planning stage. The original design of "three zones and two channels" meets the requirements of epidemic prevention, while the public space is laid out according to large bays, lightweight partition materials are used, and traffic evacuation, room size, and elevator size are set according to high standards, which is convenient for transformation into different functions. At the same time, the house has reserved the location for installing gas equipment, household electricity meters and water meters, and set up a corresponding intelligent management system to facilitate adjustment and conversion in different modes.
In terms of supporting construction, Qi Tianlei, manager of Chaokai Company, the operator of the Beijing Colorful Home Project, introduced on the ** that the company had conducted questionnaire surveys for different customer groups, and finally "solved the problems of many young people not cooking and the fact that the park is far away from the subway station, inconvenient commuting, and incomplete living facilities".
Colorful Home A2 Restaurant** three meals a day, breakfast is basically about 7 yuan, lunch and dinner "one meat and one vegetable" price of 15 yuan. In addition to the main meal**, the restaurant also added special snacks such as Anhui plate noodles and spicy tang.
In response to the problem of inconvenient commuting for office workers, Chaokai Company has opened a commuter shuttle bus, which picks up residents from Qicai Home to the nearest subway station every morning and evening. According to the public introduction of Chaokai Company, Colorful Home will also add supporting facilities such as express stations and take-out cabinets, as well as bookstores and other activity exchange spaces.
From a national point of view, the possibility of the successful conversion of the shelter isolation point into rental housing is still relatively small. Zhang Bo analyzed that due to the requirements of epidemic prevention, the isolation points are generally far away from densely populated areas, and most of them are inconvenient, which is contrary to the policy recommendation of "arranging in industrial parks and surrounding areas, near rail transit stations and key areas of urban construction, and guiding the integration of industry, city and people, and the linkage of people, land and housing".On the contrary, if the quarantine point has convenient transportation and high land value, it is not the best choice to directly change to a rental housing project, and it will be more cost-effective to re-sell it to the commercial housing market.
Some shelters or isolation points are not permanent buildings and are not suitable for long-term residential projects, but they are not at the stage of demolition and scrapping. Zhang Bo said.
In addition, some industry insiders said that the transformation of idle isolation points into rental housing is still a new model that is being explored, and the detailed rules for the quality research and evaluation, renovation and maintenance and pricing and rental of such houses need to be strengthened.

Explore the road of "non-residential insurance".
Among the seventh batch of rental housing projects announced in Beijing, in addition to the high-profile Marigold Colorful Homes, there are also 6 projects that have been rebuilt from stock, mostly concentrated in Chaoyang District. According to ** report, by the end of this year, Chaoyang District will build and raise 15,000 affordable rental housing units, 600 resettlement houses, and 12,000 affordable housing units (rooms) of various types will be completed.
According to the data publicly disclosed by the Beijing Municipal Commission of Housing and Urban-Rural Development**, since May 2022, Beijing issued the first batch of "Announcement on the Identification of Affordable Rental Housing Projects", as of September 27, 2023, Beijing has raised 75 rental housing projects, providing about 11190,000 units (rooms)**
Not only in Beijing, but also in all parts of the country this year, the progress of raising and building rental housing is accelerating. On September 12, the Ministry of Housing and Urban-Rural Development said that in 2023, 2.04 million units (rooms) of rental housing will be raised and built across the country, and 72 tasks have been completed. In the past two years, a total of 5.08 million units (rooms) of rental housing have been built and raised, with an investment of more than 520 billion yuan, which can solve the housing difficulties of nearly 15 million new citizens and young people.
However, according to the estimate of about 9 million units of rental housing planned nationwide during the "14th Five-Year Plan" period, there is still a gap of about 4 million units compared with the target. In addition to new construction, the Ministry of Housing and Urban-Rural Development plans to continue to encourage the use of idle commercial office buildings to build rental housing in the future, and take multiple measures to expand the supply of rental housing.
These non-residential housing stock houses are reconstructed and converted into affordable rental housing, which is often referred to as "non-residential housing to insurance". After the promulgation of the "Opinions of the General Office on Accelerating the Development of Affordable Rental Housing" in 2021, Shanghai, Changsha, Hainan, Beijing, Shenzhen, Zhangzhou, Xiamen and other provinces and cities have successively issued guidance or notices on the transformation of stock housing into affordable rental housing, giving policy support for "non-residential reform and insurance".
Mainly because there are many non-residential categories and a high vacancy rate. For example, Zhang Bo said that it is difficult to rent out Grade B and C office buildings with slightly poor qualifications, and a large number of factories are idle. "Digest the surplus and revitalize the stock", through the systematic transformation and upgrading of the "old house", improve the spatial attributes, "not only expand the channels for the stock of rental housing, but also improve the efficiency of asset use".
On July 1 this year, Shenzhen's first "non-residential insurance" project was officially put into operation in Nanshan District. The renovation project was formerly known as the office building of the Nanshan Building of Water Affairs, which took 9 months to complete, and the surrounding transportation is convenient, and it takes 10 minutes to reach the Nanshan Science and Technology Park and Software Park area. After it is put into operation, it can provide 204 sets**, all of which are one-bedroom and one-bedroom single rooms, with an area of 35 56m2.
According to the official introduction, the project is actively explored by Shenzhen Environment and Water Affairs Group, through public bidding and bidding, and together with Vanke's long-term rental apartment brand "Boyu", the office building will be transformed into rental housing. Huanshui Group quickly responded to Shenzhen's work deployment of "non-residential reform and insurance", and it took only 3 months from feasibility study, project approval to decision-making and construction, and the Boyu team provided full-process preparation and operation services.
Focusing on the living and social needs of "young talents", the project adopts the ultimate storage space and smart home module in the house design, and provides 24-hour professional property management, exclusive butler services, year-round community activities and online and offline life value-added services in terms of service guarantee, and the public area is set up with a shared book bar, multi-functional audio-visual, gym and other supporting functional areas.
According to the data of "Seven Census", Shenzhen's permanent population reached 1,756 in 2020010,000 people, and the 2010 "Liupu" data (1042400,000 people), an increase of 6846, with an average annual growth rate of 535, which is one of the cities with the highest growth rate in the country.
It is worth noting that the proportion of Shenzhen's population aged 15 to 59 has reached 7953%。Although the proportion of this population has decreased compared with the "Six Censuses", it is still 16 higher than that of the whole country18 percentage points. Shenzhen's Ming population is still "young" and is still in a strong "demographic dividend" period.
Li Yujia, chief researcher of the Guangdong Provincial Housing Policy Research Center, pointed out in the article "The Practical Needs and Difficulties of Shenzhen's "Non-residential Reform" and Breakthroughs", "In the past, urban villages, which were responsible for nearly 70 of Shenzhen's actual management population, can no longer become an ideal choice for new people to live in peace." In the face of high housing prices, young people and new citizens born in the 95s and 00s need decent, experiential and low-cost rental housing as the first stop to take root in Shenzhen, or even long-term living options. This is the logical starting point for Shenzhen to vigorously develop affordable rental housing."
However, in reality, "non-residential insurance" is far from being as easy as imagined. In the "Opinions of the General Office on Accelerating the Development of Affordable Rental Housing", a series of preconditions are set for "non-residential reform and insurance", requiring that renovation is allowed only under the premise of "complying with planning principles, unchanged ownership, meeting safety requirements, and respecting the wishes of the masses".
In the process of implementation, there are many detailed problems in all aspects from approval, acceptance to operation. For example, Zhang Bo said that the conversion of non-residential to residential buildings itself faces dozens of approval procedures, such as the conversion of office areas into multiple single rooms with independent bathrooms, and every change must be approved, and it takes a year or two for many cities to complete the "non-residential to insurance" project.
Now, from ** to many local cities, the support policy of "non-residential reform insurance" has been put in place, "revitalizing the stock to increase the rental housing ** is the general trend, but there are large differences in the original proportion of non-residential housing in various places, and the implementation process will also face different problems." Zhang Bo analyzed that the promotion of "non-residential reform insurance" is closely related to the efficiency of urban administration on the one hand, and on the other hand, from the existing cases, "the mode of state-owned enterprises and institutions leading the development of stock land combined with the operation of private enterprises will be more conducive to promoting the smooth progress of non-residential reform and insurance".
