On December 18, at the regular briefing on the policy of accelerating the integrated development of domestic and foreign trade held by the State Council Information Office, Lin Shaobin, head of the Comprehensive Business Department of the General Administration of Customs, introduced that in recent years, the customs has given full play to the advantages of the domestic and international dual circulation convergence hub, focusing on the convergence of domestic and foreign trade standards, inspection and certification, and supervision, etc., and strive to promote the same line, same standard and same quality of domestic and foreign trade products, optimize the development environment of domestic and foreign trade integration, and help China become the world's second largest consumer market and the largest country in the world. In the first 11 months of this year, the total value of China's imports and exports reached 3796 trillion yuan.

To promote the integration of domestic and foreign trade, the customs plays an important role at the intersection of domestic and international dual circulation. In line with the 18 measures recently introduced to accelerate the integration of domestic and foreign trade, the customs will focus on the implementation from three aspects, and contribute to the integration of domestic and foreign trade.

The first is to take multiple measures at the same time to promote the convergence and integration of rules and systems for the integration of domestic and foreign trade. Different countries and regions have differences in standards, inspection and quarantine, regulatory requirements, etc., which are the difficulties and blockages faced by the integrated development of domestic and foreign trade. The Customs will focus on market concerns and enterprise needs, continue to do a good job in the comparison, research and evaluation of foreign technical regulations and standards, especially those in developed countries, and timely publicize and implement relevant achievements to export enterprises. At the same time, we will deepen international cooperation in inspection and quarantine, certification and accreditation, actively carry out international online verification of inspection and quarantine electronic certificates with more countries, expand the scope of acceptance of third-party inspection and testing results, and vigorously promote the convergence and integration of domestic and foreign trade rules and systems.

The second is to strengthen coordination and promote the docking of domestic and foreign trade market channels. Whether it is a domestic trade enterprise "going out" or a foreign trade enterprise "turning to domestic sales", a good channel and platform are needed. It is difficult to convert the domestic and foreign trade markets of enterprises, to a large extent, because of the lack of a good docking and communication channel platform. The customs will work hard to promote the docking of domestic and foreign trade market channels, continue to promote the high-quality development of processing and the implementation of comprehensive reform measures for cross-border e-commerce customs supervision, support the development of new business formats such as market procurement and bonded maintenance, and do a good job in the customs clearance guarantee of exhibition platforms such as the China International Import Expo and the China Import and Export Fair, so as to help enterprises build their brands, broaden channels, and help enterprises switch smoothly between the international and domestic markets.

The third is to continue to make efforts to optimize the development environment for the integration of domestic and foreign trade. Whether the integration of domestic and foreign trade develops well or not, the development environment is very important. It is also an important part of the 18 measures to carry out special actions to crack down on infringement and counterfeiting, increase the protection of trademark rights and patent rights of foreign trade enterprises, and create a credit environment conducive to the smooth flow of domestic and international markets. In this regard, the Customs will also step up its efforts to continue to strengthen the customs protection of intellectual property rights, and at the same time strictly prevent the impact of fake and shoddy goods on the domestic and foreign trade markets. Strengthen the credit management of import and export enterprises, support the acceleration of the development of rail-water combined transport in coastal and inland ports, support eligible enterprises to carry out domestic and foreign trade container transportation on the same ship, improve logistics convenience, and create a good development environment for the integrated development of domestic and foreign trade.
