1. From January 1, 2024, those who apply for the establishment of a new drug retail chain headquarters within the jurisdiction of Sichuan Province and Chongqing Municipality shall conduct on-site inspections in accordance with the "Inspection Rules for Drug Retail Chain Headquarters".
2. From January 1, 2026, the former drug retail chain headquarters within the jurisdiction of Sichuan Province and Chongqing Municipality must meet the requirements of the "Inspection Rules for Drug Retail Chain Headquarters". Those who do not meet the requirements shall not continue to engage in drug retail chain business activities;If the chain store needs to continue to operate drugs, it can apply to the original licensing authority to change to a drug retail enterprise (single pharmacy), and if there is no change in the licensing items, it shall be handled in accordance with the procedures for changing the drug business license.
3. If the validity period of the "Drug Business License" of the original drug retail chain headquarters within the jurisdiction of Sichuan Province and Chongqing Municipality expires and the application for re-examination and issuance of the license, on-site inspection shall be conducted in accordance with the "Inspection Rules for the Drug Retail Chain Headquarters". If the expiration of the validity period of the "drug business license" does not meet the "inspection rules for the headquarters of the drug retail chain", you can apply for the "drug business license" valid until December 31, 2025 to re-examine and issue the certificate, and the drug regulatory department will review the compliance with the drug management laws and regulations and the quality management system in accordance with the principles of risk management, and if necessary, you can carry out the inspection of compliance with the drug management quality management standards.
4. From January 1, 2024, if the headquarters of a drug retail chain changes its business address and warehouse address across the administrative regions of counties (districts and cities), on-site inspections shall be conducted in accordance with the "Inspection Rules for Drug Retail Chain Headquarters".
5. Support qualified drug retail chain headquarters to set up remote distribution centers (warehouses) and chain stores across provinces (autonomous regions and municipalities directly under the Central Government). If the establishment of an inter-provincial distribution center (warehouse) shall be submitted to the local provincial drug regulatory department, and the department accepting the application may entrust it to conduct on-site inspection after agreeing to the provincial drug regulatory department where the distribution center (warehouse) is located, and at the same time meet the warehouse setting conditions of the provincial drug regulatory department where the distribution center (warehouse) is located and the inspection rules of the drug retail chain headquarters, it shall be handled in accordance with the change of warehouse address. If a chain store is set up across provinces, an application shall be submitted to the licensing authority where the chain store is located, and the opening conditions shall comply with the relevant regulations of the location.
6. Drug regulatory departments at all levels shall strictly implement the "Inspection Rules for Drug Retail Chain Headquarters" in accordance with the law, and do a good job in the information disclosure of supervision and inspection and processing results, so as to facilitate public access and supervision.
7. Where laws, regulations, rules and the State Drug Administration have new provisions, follow those provisions.
