The main content of the bill of quantities pricing specification.
The specification for the valuation of bills of quantities of construction projects (GB 50500-2013) (hereinafter referred to as the "new specification") will be implemented from April 1, 2013. At the same time, the "Code for Valuation of Bills of Quantities of Construction Projects" (GB 50500-2008) (referred to as "08 Code") is repealed.
The "New Specification" consists of two parts: the main text and the appendix.
The text includes general provisions, terminology, preparation of bills of quantities, valuation of bills of quantities, bills of quantities and their formulas, etc., and clearly stipulates the scope of application of the "pricing specification", the principles to be followed, the rules to be followed in the preparation of the list, and the rules of the list valuation activities.
Appendices include: Appendix A, Construction Projects and Calculation Rules;
Appendix B, Decoration and Decoration Projects and Calculation Rules;
Appendix C, Installation Projects and Calculation Rules;
Appendix D, Municipal Engineering Projects and Calculation Rules;
Appendix E, Landscaping Projects and Calculation Rules;
Appendix F, Mine Engineering Bill of Quantities Items and Calculation Rules.
The appendix includes the project code, project name, project characteristics, unit of measurement, quantity calculation rules and work content of each sub-project.
1) General Provisions. The first chapter of the specification, "General Provisions", mainly describes several basic issues related to the preparation and implementation of this specification as a whole, and the main content is the basic matters such as the purpose of preparation, the basis for preparation, the scope of application, the basic principles, and the relationship between the implementation of this specification and the implementation of other standards.
1.The purpose of implementing the list pricing specification.
Although the implementation of the fixed pricing method in the bidding and bidding activities of construction projects has played a great role in the contracting of construction projects and has achieved remarkable results, there are also some outstanding problems in the implementation of this pricing method. For example, the consumption determined by the budget quota does not reflect the individual costs of the enterprise, and the construction market is not competitive;The budget quota restricts the autonomy of enterprises, and cannot achieve a reasonable low price to win the bid, and cannot achieve a win-win effect of bidding and biddingIn addition, it is far from international practice. Therefore, in order to solve these drawbacks, on the basis of conscientiously summarizing the experience of China's project cost reform, we have studied and learned from the practice of foreign bidding and bidding to implement the bill of quantities valuation, formulated the "Specification for the Valuation of Bills of Quantities of Construction Projects" in line with China's national conditions, and established the rules that should be observed in the implementation of bills of quantities in China's bidding and bidding. Therefore, it is the main purpose of the implementation of the specification to standardize the valuation behavior of the bill of quantities of construction projects and unify the preparation and valuation methods of the bill of quantities of construction projects.
2.Scope of application of the pricing specification.
The Code for Valuation of Bills of Quantities for Construction Projects is mainly applicable to the valuation activities of bills of quantities in the bidding and bidding of construction projects. Bill of quantities valuation is another valuation method that coexists with the current fixed amount valuation method in the bidding and bidding valuation activities.
The construction projects referred to in the pricing specifications include construction projects, decoration projects, installation projects, municipal works and landscaping projects. All construction project bidding and bidding to implement the bill of quantities valuation, regardless of the bidding subject is ** institutions, state-owned enterprises and institutions, collective enterprises, private enterprises and foreign-invested enterprises, regardless of the funds ** state-owned funds, foreign loans and aid funds, private funds, etc., should comply with the norms.
3.Principles to be followed.
Bill of quantities valuation is the product of the market economy, and with the development of the market economy, so it must abide by the basic principles of market economic activities, these principles include objectivity, justice, fairness, according to the law of value, etc.
Knowledge tips.
Bills of Quantities valuation.
The bill of quantities valuation activity is a very policy-based, economic, and technical work. Therefore, in the work of bill of quantities valuation, in addition to following the requirements of the pricing specification, the relevant laws, regulations and norms of the state should also be observed. They mainly include the Construction Law of the People's Republic of China, the Contract Law of the People's Republic of China, the ** Law of the People's Republic of China, the Bidding and Bidding Law of the People's Republic of China, and the Administrative Measures for the Contracting and Valuation of Construction Projects, as well as engineering construction and mandatory standards and specifications involving project quality, safety and environmental protection.
The so-called objectivity, impartiality and fairness refer to the requirement that the valuation activities of the bill of quantities should be completely transparent, and the preparation of the bill of quantities should be realistic, not deceitful, and all bidders should be treated fairly and consistently. The bidder should prepare the bid according to the actual situation of the enterprise, which cannot be lower than the project cost, cannot collude, and cannot maliciously reduce and coax. Both parties to the bidding and bidding shall carry out the project completion settlement with an honest and trustworthy attitude.
b) Terminology. The terms in this part are the definitions of terms specific to this Code, so as to avoid disputes caused by different understandings in the implementation of this Code as much as possible. For example, "provisional valuation" refers to the unit price of materials and professional projects provided by the tenderer in the bill of quantities for the payment of materials that must occur but cannot be determined temporarily;Another example is the "bidding control price" refers to the highest project cost of the bidding project limited by the tenderer according to the relevant pricing basis and methods issued by the national or provincial and industrial construction authorities, calculated according to the design and construction drawings.
3) Preparation of bills of quantities.
It stipulates the compiler of the bill of quantities and its qualifications, the composition of the bill of quantities, the basis for the preparation and the requirements for the preparation of each component, and the specific content is shown in the table.
4) Bill of quantities valuation.
It stipulates that the valuation of the bill of quantities is from the preparation of the bidding control price, the bidding, the contract price, the project measurement and price payment, the claim and the on-site visa to the completion settlement and the settlement of the project cost dispute.
5) Bill of Quantities valuation**.
Including the bill of quantities, bidding control price, total bidding price, total completion settlement price and other covers and forms used in each stage.
