Luo Shunchu was born in 1914 in an ordinary peasant family in Shanghang, Fujian. He studied at a private school in his hometown, but dropped out of school at the age of 12 due to his family's poverty. In order to make a living, he entered a grocery store as an apprentice and was exploited by the capitalists.

Luo Shunchu's encounter with *** can be traced back to his childhood, that is, in 1929. At that time, ** left the Red Fourth Army and went to work in the Special Committee of Western Fujian, but unfortunately, he fell ill with malaria in a villager's house and needed to recuperate.

He participated in the fourth and fifth anti-"encirclement and suppression" campaigns, and participated in the Long March after the failure of the fifth anti-"encirclement and suppression" campaign.

Luo Shunchu joined the Red Fourth Front Army after joining the Red Fourth Front Army, and with his in-depth knowledge of the Kuomintang troops, he was appointed director of the Second Bureau of the Red Fourth Front Army, responsible for intelligence work.

Subsequently, as the Red Fourth Front Army moved north, Luo Shunchu was promoted to deputy director of the Second Bureau of the Central Military Commission, continued to shine in the field of intelligence, and became an excellent intelligence worker trained by the Red Army.

After the outbreak of the Anti-Japanese War, Luo Shunchu was ordered to go to the headquarters of the Eighth Route Army to be responsible for Wei Lihuang's work.

During the Liberation War, Luo Shunchu marched into the northeast with the army, participated in the Liaoshen Campaign, and was appointed commander of the 40th Army in March 1949. After the founding of the People's Republic of China, Luo Shunchu devoted himself to the creation of the navy, became the first chief of staff of the navy, and served in the navy for a long time in the following years, serving as deputy commander and other positions.

However, after the Lushan Conference in 1959, Luo Shunchu was dismissed from his naval post and subsequently transferred to the Political College. In 1965, he was appointed deputy director of the National Defense Science and Technology Commission, responsible for the research and development of cutting-edge **, and also experienced the 913 incident during this period.

On September 13, 1971, the 913 Incident broke out that shocked the whole country. On this special day, there was also an emergency at Shahe Airport. Zhou Yuchi and others deceived the pilot in the name of an important mission, trying to take this opportunity to flee with Lin Liguo.

However, the pilots were not fooled by their machinations and decisively returned to Beijing, successfully making a forced landing of the plane. On this plane that was forced to land, the case-handling personnel found a large amount of top-secret information of the National Defense Science and Technology Commission, which made Wang Bingzhang, who was in charge of the work of the National Defense Science and Technology Commission at that time, subject to isolation and examination, and also made the National Defense Science and Technology Commission the focus of the review.
