CCTV***(Focus interview): Since January 31, the central and eastern regions of China have started a large-scale rain, snow and freezing weather process. The heavy rain and snow weather process has a wide range of impacts, a large cumulative amount of rain and snow, a long duration, and a large area of freezing rain, which has a huge impact on local transportation and people's livelihood. So, how to deal with low temperature, rain, snow and freezing disasters and ensure the smooth flow of the Spring Festival has become the focus of everyone's concern. From vigorously removing snow and frost, adjusting the number of trains and flights, to keeping passengers warm and providing catering**, in the past few days, the relevant state departments and localities have been trying to cope with the rain, snow and ice, ensure the operation of infrastructure, and make every effort to ensure transportation.

This rain, snow and freezing weather began on January 31 and lasted for many days in the central and eastern parts of China. This round of rain, snow and freezing weather covers a wide area, lasts for a long time, and has a large range of freezing rain, and the risk of rain, snow and freezing disasters is high, which has an adverse impact on transportation and people's production and life. Low temperatures, cold winds, snowfall, and freezing rain have brought great challenges to transportation, electricity, energy supply, and people's livelihood security in many places in the south at the peak of the Spring Festival. How did this widespread freezing rain come about?

* Dong Quan, chief forecaster of the Meteorological Observatory: "Warm and humid air flows from areas such as the Bay of Bengal, the Indochina Peninsula and the South China Sea to the north, and cold air from the north accumulates in this place. At the same time, the warm and humid air flow is about 2,000 to 3,000 meters high, and the water vapor comes up to this side, turning into supercooled water, and when it reaches the ground, it freezes immediately when it falls below 0 degrees Celsius and forms freezing rain. ”

Tian Hua, Chief Meteorological Service Officer of the Public Meteorological Service Center of the China Meteorological Administration: "Under freezing rain conditions, the road surface will be easy to freeze, and vehicles are prone to slip and lose control when driving on the icy road. The icing of the catenary of the railway will cause the phenomenon of poor electrical conductivity. In addition, icing on the turnout can also make the turnout poor. ”

In the past few days, the railway lines in Henan, Hubei, Hunan, Anhui and other places have also been covered with snow and ice. The local railway department quickly organized forces to vigorously clear snow and ice on the track line to ensure the normal passage of trains.

In the early morning of February 4, the snow removal team of the Zhengzhou high-speed railway section was removing snow on the track. In order to ensure the normal operation of the high-speed rail during the day, the team only operates during the suspension of trains, focusing on 0:00 to 4:00 in the morning. In order to ensure that there is no sleet and snow accumulation at the turnouts, the snow removal team carefully inspects each track and fork, and tests, maintains and even replaces the snow melting devices to ensure that all equipment meets the standards.

Wuhan North Railway Station is the Beijing-Guangzhou railway hub, in order to ensure the operation of the vehicle, the railway power supply workers live operation, the catenary de-icing operation. It looks like a simple job, but it's not easy to do. More than 10 ice poles are operating at the same time, and the power catenary above is still running, with a high voltage of more than 20,000 volts.

The rain, snow and freezing weather that hindered travelers' travel was different from the past, and Wuhan experienced rain, freezing rain, heavy snowfall, freezing rain and snowfall in a week's time, and the previous snow removal methods also encountered new difficulties.

Zhao Dong, director of the operation command center of Wuhan Tianhe Airport: "We sprinkled snow remover, but a freezing rain washed away the snow melting agent, and the frozen snow fell to the ground is a layer of ice, and then the frozen snow falls, resulting in a particularly high pressure on the runway, taxiway, and aircraft de-icing and snow." ”

Rushing to get through the runways for flights to take off and land is the most urgent task. Tianhe Airport has carried out snow removal operations for three consecutive nights, and has also mastered a more "symptomatic" snow removal method.

Zhao Wei, deputy director of the field support office of the flight area management department of Wuhan Tianhe Airport: "In view of the situation that the bottom layer is freezing rain and the upper layer is snow, the de-icing liquid is pre-spread, and after pre-spreading, the snow removal efficiency is slightly improved. Although it continues to snow, we have flights taking off and landing every day to ensure the travel of passengers. ”

Under the uninterrupted work of snow and ice removal in the past few days, some civil aviation railways have gradually resumed traffic, but due to the wide area, high intensity and long time of rain and snow freezing, the highway conditions are still not optimistic. As of 7 o'clock on the 6th, there are still 10 high-speed congestion in Hubei Province alone, nearly half of the toll stations are in a state of temporary control, and since the rain, snow and ice have occurred, a large number of vehicles and personnel have been stranded on the road, trapped for more than ten hours or even two or three days. In the cold and freezing, how to ensure their food and clothing is particularly important.

On February 4, the road surface of Changzhi Expressway in Hunan Province was seriously iced, and many vehicles were stranded on the highway. Early in the morning, the Huaihua Lipu County Civilization Office organized public welfare volunteers to come to the intersection of Changzhi Expressway to deliver food, water, milk and other materials to the stranded people. Passenger Hu Guangfeng took his wife and children to drive back to his hometown in Guizhou from Zhejiang for the New Year, and was stranded in the Lipu section of Changzhi Expressway for a day, and finally ate hot meals.

After the rain, snow and ice occurred, Lipu County activated the emergency plan, and multiple departments jointly dispatched to send more than 1,000 lunch boxes, more than 1,200 bottles of mineral water, some milk, instant noodles and other daily necessities to the stranded people at four highway intersections in Lipu. These days, there are many more such heart-warming actions.

In addition to the closure of the expressway, the rain, snow and freezing weather have also caused many trains to be delayed or suspended in a large area, and flights have been delayed or cancelled. Many people's Spring Festival travel plans have been disrupted and they are facing the problem of ticket refunds and changes.

On February 4, affected by rain and snow, 43 trains at Hefei South Railway Station were delayed, and 19 trains were suspended. Conductor Hu Peipei and her colleagues are busy in the waiting hall helping passengers refund and change tickets. They patiently answer every question asked by passengers and recommend the most suitable transfer plan for passengers.

After the large-scale delay of the train, Hefei South Railway Station launched the emergency plan, all staff took up their posts to strengthen passenger guidance, timely released the information of delayed and suspended trains, and the handling fee was waived for delayed refunds, and the ticket window should be opened as much as possible, and at the same time do a good job in answering inquiries and helping key passengers. These days, Hu Peipei and his colleagues are busy from early morning to night, trying their best to help passengers.

China Railway Group said that the national railway will take measures such as speed reduction, detour, and suspension according to weather conditions to avoid safety risks, and free changes and refunds for suspended trains. The waitlist ticket purchase function on the 12306 platform has also been upgraded, and each person can submit 6 orders, with 60 trains per order. There are no surcharges. In addition, this large-scale rain, snow and freezing weather not only caused inconvenience to transportation, but also posed a threat to power system facilities.

Tian Hua: "Freezing rain weather will have an adverse impact on production and life, mainly because the road surface is slippery under freezing rain conditions, and pedestrians will have difficulty walking, and it is easy to fall and be injured because of slippery weather. At the same time, freezing rain will also make the wires icy, in severe cases, the wires will be broken because of the heavy icing, and the power tower is also easy to collapse, which will cause a large-scale power outage, so it will have a great impact on production and life. ”

In the past few days, the Dabie Mountains of Anhui Province have encountered heavy snowfall, with a snow thickness of nearly 20 centimeters, and the power supply lines in some places in the mountains have been short-circuited and tripped. In order to ensure the normal electricity consumption of residents, the State Grid Jinzhai County Company organized 27 emergency repair teams to brave the snow into the mountains to repair the line. Li Conghui is a technician in the repair team.

The rugged mountain roads are undulating and particularly slippery. Li Conghui's feet slipped and he almost fell, but fortunately his colleagues grabbed him. After more than an hour, they finally arrived at the fault point, it turned out that the snow-covered bamboo and wood fell on the power line and caused the trip, and the team members dragged the talent to saw the bamboo and repair the fault.

In response to the current round of rain and snow cooling weather, the State Grid has launched an emergency mechanism to carry out emergency support for the rain, snow and ice affected provinces, pay close attention to repairing damaged power facilities, and strengthen special patrols and special protection of important transmission channels and hub substations to ensure power supply.

Although the scope of influence is decreasing, on February 6, the ** Meteorological Observatory still issued a double warning of freezing and snowstorming, and it is expected that there will be rain, snow and freezing weather in the central and eastern regions in the next few days, and it is hoped that the public will reasonably adjust their travel plans according to the situation.

Tian Hua: "By the 7th, there will be continuous rain and snow in southern China, and the public should be reminded to check the dynamic information of trains and flights in time and make travel plans." Understand the weather forecast and warning information in advance, check the road condition information of the highway in time, make reasonable route planning, and try to stagger the travel period affected by rain and snow. ”

Since the beginning of the week, we have seen that all localities and departments are trying their best to eliminate the impact of rain, snow and ice and ensure the safety of transportation. Some local relevant departments organized or people along the way spontaneously extended a helping hand to the stranded passengers, so that the passengers who returned to their hearts during the Spring Festival had more warmth and safety. At present, the prevention and response to low-temperature, rain, snow and freezing disasters is still at a critical stage, and all localities must still make every effort to respond, implement systematic policies, do the work meticulously and practically, and try to shorten the time of passenger stay, so that everyone can feel more at ease on the road and arrive at the destination as soon as possible.
