The operation of the various "committees" of the legislature of the Taiwan authorities has become the focus of a new wave of offense and defense on the island. However, the problem is not the number of "convened" members in the "committee", but how the "committee" ranks the "bills".
At present, in accordance with the provisions of the "Organic Law on Committees" of the legislative body of the Taiwan authorities, each "committee" has two "convening members," and the "legislators" of each "committee" are elected from each other during each session. In addition, the provision also clearly states that the agenda of each "committee" shall be decided by the rotating "convening members".
Huang Guochang, a "legislator" of the People's Party's new section, said that he hoped that the "convening committee" would be reduced to one person, and this proposal was to avoid the controversy of the "double calling committee system." For example, because the "convening committees" of different political parties may have their own preferences when scheduling bills, there will be a dilemma of discontinuity in the review of "bills", and even "convening committees" will fight each other to arrange bills in order to dominate the deliberations of some "bills" or budgets.
This is an ostensible reason, because if we follow the existing method of selecting "summoning committees" and the latest number of seats in the legislature of the Taiwan authorities, if there is no accident, the two "summoning committees" of each "committee" will be held by the Kuomintang and the "legislators" of the People's Party, and the People's Party will not have any chance at all. However, if it is changed to a "single committee member," the election situation will be the same as the current re-election of the responsible person of Taiwan's legislature, and the People's Party's seat in each "committee" will inevitably become a key minority for the blue and green to seek support, and the People's Party will naturally have more room to play.
After the appeal of the "legislators" of the People's Party was raised, it is conceivable that the Kuomintang and the Kuomintang are members with vested interests and cannot agree to it, so they immediately raised their objections. However, some people immediately dug up the information, stressing that as early as the first session of the Ninth Taiwan Legislature, the Youth League proposed to revise and adopt the "single summoning committee system" in order to strengthen the functions of the Taiwan legislature.
In fact, the purpose of insisting on adopting the design of "double calling committee" is to avoid the monopoly of "single calling committee" on all cases. If we only discuss the change of "committee" to "single committee" this time, but ignore the right to decide on the agenda of the "committee", it is tantamount to scratching the itch in the boot and failing to solve the real problem. Therefore, the issue is not the number of "conveners", but how to make the "committees" more fairly arrange the order of "bills" and avoid the deprivation of the rights of a small number of "legislators".
