When it comes to the cause of the disabled, Wang Yongcheng, deputy to the National People's Congress, vice chairman of the China Disabled Persons' Federation, and secretary of the Party branch of the Fujian Provincial Labor and Employment Service Center for the Disabled, will add this mantra from time to time, "speak from the heart". In his heart, "the problem that brothers and sisters are anxious about" is the topic of his research.

In the past year, the only blind deputy to the 14th National People's Congress experienced two "special moments": the first was touching and solemnly pressing the voting button on the table with both hands in the Great Hall of the People, and the second was receiving a Braille version of the deputy's suggestion reply.

Speaking from the heart, this touched me very much. Wang Yongcheng vividly remembers the process of receiving the reply letter in Braille. During the 2023 National People's Congress and the National People's Congress, he submitted four proposals on topics such as employment for the blind, education, and barrier-free environment construction. In November of the same year, the Ministry of Education, the National Health Commission, the National Railway Group and the China Disabled Persons' Federation sent the Braille version of the deputies' suggestions for the first time in the work of the National People's Congress.

Wang Yongcheng remembers that Kong Ling, vice chairman of the NPC Standing Committee's Deputies Working Committee, said that although he could not see them, he hoped that more people would be able to see them.

One of his four proposals was for the publication of large-print textbooks for low-vision students enrolled in his class. On September 1, 2023, the Law of the People's Republic of China on the Construction of a Barrier-free Environment came into effect, and the second paragraph of Article 31 adopted Wang Yongcheng's suggestion, stipulating that the state encourages textbook compilation and publishing units to compile and publish Braille and low-vision versions of teaching books according to the actual conditions of different educational stages, so as to meet the learning needs of blind and other visually impaired students.

In the fall semester of 2023, 13 large-character textbooks will be published one after another. "I've also been involved in national legislation, and I've been excited for days. Wang Yongcheng said that after the publication of the large-character version of the textbook, a number of parents of blind students from Jiangsu, Jiangxi, Shandong, Hunan and other places called him to share the new textbooks received, and even China's first blind men's swimming world champion, Hunan Province special education secondary school Chinese medicine massage teacher Guo Yang specially called to express his gratitude.

Under the belief that "knowledge changes destiny", Wang Yongcheng and others also launched the Golden Autumn Student Aid Activity in Fujian to help blind college students realize their college dreams. After the blind student walked out of the campus, he began to expand again, so that the younger generations could go to the right positions with knowledge.

From being blind in an accident to cheering for thousands of disabled brothers and sisters, Wang Yongcheng has walked for nearly 40 years. In 1995, he opened the first local Chinese medicine massage clinic for the blind in his hometown of Sanming, Fujian Province, with the massage techniques for the blind learned from Henan, and solved the employment problem of more than 10 disabled people.

Later, the blind massage training class in Sanming City, the national vocational training base for the disabled were established one after another, and Wang Yongcheng was also elected as the chairman of the Asia-Pacific Massage Committee of the World Blind Union in 2016.

Since the 18th National Congress of the Communist Party of China, China has made historic achievements in the cause of persons with disabilities, the basic livelihood of persons with disabilities has been stably guaranteed, the level of public services for persons with disabilities has been greatly improved, the environment and conditions for persons with disabilities to participate in social life on an equal footing have been continuously optimized, and their sense of gain, happiness and security has been significantly enhanced.

According to the 14th Five-Year Plan for the Protection and Development of Persons with Disabilities, by 2035, the cause of persons with disabilities will develop in harmony with the economy and society, and be in line with the country's basic modernization goals. Among them, five tasks, such as improving the social security system for the disabled and providing a more stable and higher level of livelihood security for the disabled, are included in the key tasks of the Plan.

This year, Wang Yongcheng focused his research on improving the construction of the pension service system, attaching importance to the special needs of the disabled and promoting the integrated development of the cause of the disabled on both sides of the Taiwan Strait.

In the course of a survey of a nursing institution, Wang Yongcheng found that the staff of the institution let a disabled elderly person sit on a chair or bed for a long time, and the elderly sat uncomfortably for a long time, but the staff said that they were aggrieved. After Wang Yongcheng inquired, he learned that the old man had fallen not long ago and had broken bones, and there were not enough people in the nursing home, and there was no training related to taking care of the disabled, so he could only advise the old man to rest in his room.

It's not that I don't understand, I just don't understand; It's not inhumane, it's just not known. Wang Yongcheng repeated this sentence. He explained that people with disabilities will face certain difficulties in their daily life and work, and at the same time, there are many people who want to help but don't know how to help, and who want to help but don't know how to move forward.

Wang Yongcheng suggested that through the form of leading and enterprise participation, the establishment of pension institutions suitable for the disabled, and through subsidies and other means, low-income disabled people can also enjoy the services of the pension institutions. In his words, people with disabilities can "do physiotherapy in the morning, chat with friends and listen to music in the afternoon, and even people with disabilities in wheelchairs can become each other's 'partners'." ”

In addition, in terms of promoting the integrated development of the cause of the disabled on both sides of the Taiwan Strait, Wang Yongcheng mentioned the vision of diversified employment, resource industrialization, systematic training and professional pension for the disabled, hoping that the disabled on both sides of the Taiwan Strait can enjoy the fruits of integrated development.

Is it whole-process people's democracy that blind people can walk from the grassroots level to the Great Hall of the People, participate in national legislation, and speak up for their brothers and sisters with disabilities? When this question was asked, Wang Yongcheng did not give an answer. However, he also added, "Before the two sessions this year, I will go to the countryside to conduct research and improve my suggestions." Perhaps, a busy schedule is the affirmative answer to this question.
