Industrial additives such as short-chain chlorinated paraffins, decabromodiphenyl ether, and Dekrolon have been widely used as plasticizers or flame retardants in daily production and life, and there are great environmental and health risks. In December 2022, the Ministry of Ecology and Environment, together with the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the General Administration of Customs, the State Administration for Market Regulation and other departments, jointly issued the "List of Key Controlled New Pollutants (2023 Edition)" (hereinafter referred to as the "List") to implement environmental risk control measures such as prohibition, restriction, and emission restriction for a number of new pollutants with high health hazards and high environmental risks, such as short-chain chlorinated paraffins.
After the issuance of the list, the Ministry of Ecology and Environment, in conjunction with relevant departments, will fully implement various control measures, and strive to promote the completion of the elimination of eight types of key controlled new pollutants. The first is to publicize and guide the orderly transformation of industry enterprises. Organize relevant industry associations and experts to carry out policy publicity and interpretation through multiple channels and fields. At the same time, strengthen technical assistance and guide enterprises to do a good job in the steady delisting and elimination of relevant chemical substances. The second is to carry out cross-departmental joint supervision. Investigate the list of enterprises that produce, process, and use new pollutants under key control nationwide, and promote the inclusion of them in key environmental supervision. The Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, the National Bureau of Disease Control and Prevention and other departments went to Zhejiang, Shandong, Guangdong, Guangxi and other provinces to carry out joint actions to strengthen supervision and guidance to ensure the implementation of environmental risk control measures for key control of new pollutants. Third, all localities strictly implement the elimination task. All provinces across the country have issued provincial-level work plans to comprehensively deploy the treatment of new pollutants. Shanghai, Jiangsu, Zhejiang, Anhui, Shandong, Hunan, Guangdong, Guangxi and other key provinces strictly control important nodes, refine regulatory requirements, supervise and guide relevant enterprises to reasonably arrange production plans, and ensure strict implementation of elimination tasks.
In addition, all relevant departments actively promote the inclusion of the relevant control requirements of new pollutants in the industrial structure adjustment guidance catalog, the list of key environmental supervision units, and the catalog of prohibited import (export) goods, etc., to guide the green development of the industry, strengthen key environmental supervision, and ensure the results of elimination with long-term mechanisms.
