In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, serve the construction of a new development pattern, and support the promotion of high-quality Belt and Road cooperation, the General Administration of Customs has decided to optimize the business model of railway fast customs clearance (hereinafter referred to as "Express") in accordance with the Measures of the Customs of the People's Republic of China for the Administration of Manifests for Inbound and Outbound Transport Vehicles (promulgated by Decree No. 172 of the General Administration of Customs, amended by Decrees No. 235 and No. 240 of the General Administration of Customs, hereinafter referred to as the "Measures for the Administration of Manifests") and other relevant regulations.

On December 8, 2023, the General Administration of Customs issued Announcement No. 178 [2023] (Announcement of the General Administration of Customs on Optimizing the Business Model of Railway Express Customs Clearance) to further expand the scope of application and declaration subjects of the express pass business model, optimize the customs operation process, and further improve the level of facilitation on the premise of maintaining the basic requirements of regulatory principles.

Optimization content 1: Expand the scope of application of fast pass business.

The General Administration of Customs Announcement [2021] No. 5 (Announcement of the General Administration of Customs on the Implementation of the Business Model of Railway Entry and Exit Rapid Customs Clearance, hereinafter referred to as the "Original Announcement") on unblocking the international logistics channel open to the west and promoting the development of China-Europe freight trains will be optimized to fully promote the express service to international railway intermodal trains, including China-Laos and China-Vietnam international railway freight trains open to the south, so as to promote the high-quality development of international railway intermodal trains.

Optimization content 2: Clarify the subject of express service declaration.

The relevant expressions of the original announcement on the carrying out of express pass business by the operating enterprise are optimized to include the consignee and consignor of import and export goods (or their ** person) or the person in charge of the inbound and outbound means of transport. At the same time, according to the Measures for the Administration of Manifests, the operator of the operation site under customs supervision is added as the transmission subject of arrival information, carriage information and arrival report.

Optimization content 3: Clarify the declaration channels of express business.

On the basis of the original channel for the total transmission of railway and customs data through the international "single window", the consignee and consignor of import and export goods (or their **person) or the person in charge of the inbound and outbound means of transport will be added to directly fill in the express application through the international "single window".

Optimization content 4: Optimize the business operation process of inbound express pass.

The transmission time limit for the application for entry express is relaxed from the original electronic data of the original manifest and before the entry of the railway train to before the transmission of the tally report.

In the mode of railway and customs data transfer application to total transmission, by optimizing the operation process and reducing the way of filling in data items in the enterprise express application, the operation mode of the enterprise and the railway department to transmit the express application and the original manifest in batches is optimized to the person in charge of the inbound and outbound means of transportation according to the express application information of the enterprise, and transmits the express application and the original manifest data to the customs at one time, so that the business procedures are simpler and more convenient, and the transmission data error rate is reduced.

Optimization content 5: Clarify the main body of customs operations related to express communication.

It is clarified that under the express mode, the procedures for manifest consolidation, ticket distribution and change shall be handled by the place of shipment (place of departure) in a unified manner, so as to facilitate enterprises to handle manifest business nearby. At the same time, if the express cargo needs to be unsealed and sorted out or replaced the container during transportation for any reason, the customs at the place of shipment (place of departure) shall verify and agree, coordinate with the customs of the place of passage to supervise and change the load, and notify the customs at the place of entry (exit) in writing.

A: Both. One is the original path, by the import and export consignee or its first person to the railway when submitting the waybill, together with the express application, by the railway department through the international ** "single window" one-time transmission of the express manifest and express application. Q: Do I still need to handle the customs transfer business of goods under the express pass mode?

Answer: Under the express mode, the customs can review, release and verify the electronic data of the railway manifest to realize the supervision of the transit and transportation of the import and export goods carried by the railway train, without the need for enterprises to declare separately and go through the customs transfer procedures. The information of each node of domestic transportation is realized by the railway and the customs through electronic data interaction, and the goods can be quickly transferred at the border port station.

Q: Where is the cargo inspection operation carried out under the express mode?

Answer: In the express mode, except for the situation where laws and regulations clearly require inspection at the port of entry and exit, the customs at the place of departure is responsible for inspection and release, and the customs at the place of shipment is responsible for inspection and release of the imported goods.

Q: Is it allowed to declare customs declarations in advance under the express mode?

Answer: In this optimization, the railway department will unbind the pre-allocated manifest transmitted to the customs and the arrival status, and the outbound express declaration will be adjusted from the container entering the station (i.e., the arrival) to the national consignment bill after the declaration, and the customs declaration form will be declared in advance.

The application for inbound express has been adjusted from "before the entry of railway trains" to "before the transmission of tally reports", which supports early declaration, and the time limit for express pass application is extended and the nodes are more flexible. **Please specify** "Customs Release".
