In order to implement the decision-making and deployment on promoting the development of individual industrial and commercial households and implement the Regulations on Promoting the Development of Individual Industrial and Commercial Households, on January 30, the State Administration of Market Regulation, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, the Ministry of Veterans Affairs, the People's Bank of China, the State Administration of Taxation, the State Administration of Financial Regulation, and the State Intellectual Property Office, jointly issued the Guiding Opinions on Carrying out Targeted Assistance for Individual Industrial and Commercial Households by Type and Classification to Improve the Quality of Development. In view of the characteristics of a huge number of individual industrial and commercial households, a wide range of points, diversified interest demands, and differentiated development levels, personalized measures are deployed to carry out classification and precise assistance, improve the accuracy of policies and the effectiveness of various support resources, and strive to improve the overall development quality of individual industrial and commercial households.
The "Guiding Opinions" proposes that individual industrial and commercial households that actually carry out business activities will be divided into three types: "survival", "development" and "growth" according to indicators such as duration of existence, business status, tax payment, and number of employees, and implement targeted support measures. On the basis of classification, carry out the selection and identification of four types of individual industrial and commercial households of "famous, special and excellent new", support the cultivation of a number of individual industrial and commercial households with distinctive characteristics, good integrity management, and great development potential, and play a leading and exemplary role to drive the better development of the same industry and the same type of business entities.
The "Guiding Opinions" clarified the specific measures and work arrangements for building a sub-type assistance policy system and increasing the intensity of classified cultivation, and made arrangements in terms of enhancing the endogenous power of the development of individual industrial and commercial households, highlighting the development led by party building, creating a good development atmosphere, and strengthening communication and exchanges. At the same time, it put forward the work requirements of strengthening departmental coordination, adhering to fairness, justice and openness, and doing a good job in publicity and guidance. The "Guiding Opinions" also takes the "Overall Plan for Precise Assistance for Individual Industrial and Commercial Households by Type and Classification (Trial)" as an annex, clarifying the specific standards, methods and procedures for the classification and classification of individual industrial and commercial households, so as to provide guarantee for the implementation of the policy.
Individually-owned businesses are the largest number of business entities in China, an important part of the private economy, and play an important role in stabilizing growth, promoting employment, and benefiting people's livelihood. According to the data of the State Administration for Market Regulation, the current development of individual industrial and commercial households across the country is generally stable, and by the end of 2023, there will be 12.4 billion households, accounting for 67 percent of the total number of business entities4%, supporting the employment of nearly 300 million people; 2,258 new individual industrial and commercial households were established throughout the year20,000 households, a year-on-year increase of 114%。

Guide all localities to improve the classification and classification standards for individual industrial and commercial households, establish a unified national "directory of individual industrial and commercial households", give play to the leading and exemplary role of "famous, special and new" individual industrial and commercial households, and promote all regions and departments to introduce more precise policies and measures to improve the overall development quality of individual industrial and commercial households. We will continue to improve the normalized communication and exchange mechanism between the State Administration and individual industrial and commercial households, continuously improve the service measures of the "National Individual Industrial and Commercial Household Development Network", hold the third "National Individual Industrial and Commercial Household Service Month" activity, increase the incentive and publicity of outstanding individual industrial and commercial households, and create a good atmosphere for the development of individual industrial and commercial households.
