Opinions on effectively promoting the comprehensive revitalization of rural areas(January 1, 2024).
To promote Chinese-style modernization, we must unremittingly consolidate the foundation of agriculture and promote the comprehensive revitalization of rural areas. **When the general secretary was working in Zhejiang, he personally planned and promoted the "Thousand Village Demonstration and Ten Thousand Village Renovation" project (hereinafter referred to as the "Ten Million Project"), starting from the improvement of the rural environment, from point to area, iterative upgrading, and 20 years of continuous efforts to create thousands of beautiful villages, benefit thousands of farmers, and create successful experience and practical examples of promoting the comprehensive revitalization of the countryside. It is necessary to learn and use the development concept, working methods and promotion mechanism contained in the "Ten Million Project", take the promotion of comprehensive rural revitalization as the general starting point of the "three rural" work in the new era and new journey, adhere to the people-centered development idea, completely, accurately and comprehensively implement the new development concept, adapt measures to local conditions, implement policies by classification, step by step, and work for a long time, concentrate on doing a good job of doing a number of practical things that the masses can feel, and continue to make substantial progress and phased results. To do a good job in the "three rural" work in 2024 and in the coming period, we must be guided by the socialist thought with Chinese characteristics in the new era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the second plenary session of the 20th Central Committee, thoroughly implement the important exposition of the general secretary on the "three rural" work, adhere to and strengthen the party's overall leadership over the "three rural" work, anchor the goal of building an agricultural power, and learn and use the experience of the "Ten Million Project" as the guide to ensure national food security and ensure that there is no large-scale return to poverty as the bottom line. Focusing on improving the level of rural industrial development, rural construction, and rural governance, we will strengthen the two-wheel drive of science and technology and reform, strengthen measures to increase farmers' income, fight a beautiful battle for the comprehensive revitalization of the countryside, and draw a new picture of livable, workable and beautiful villages, so as to accelerate the modernization of agriculture and rural areas and better promote Chinese-style modernization. 1. Ensuring national food security(1) Do a good job in the production of grain and important agricultural products. Solidly promote a new round of 100 billion catties of grain production capacity improvement action. It is necessary to stabilize the sown area of grain, put the focus of increasing grain output on increasing grain yield in a large area, and ensure that grain output is maintained at 1More than 3 trillion catties. Expand the scope of implementation of full-cost insurance and planting income insurance policies, and achieve nationwide coverage of the three major staple grains and orderly expansion of soybeans. Encourage local governments to develop insurance for special agricultural products. Promote the accurate insurance and settlement of agricultural insurance claims, so that all the compensation should be paid. Improve the catastrophe insurance system. Increase support for large grain-producing counties. Explore the establishment of an inter-provincial horizontal benefit compensation mechanism for grain production and marketing areas, and deepen multi-channel production and marketing cooperation. Expand the area of rapeseed and support the development of Camellia oleifera and other special oilseeds. Increase subsidies for sugar cane seedlings and machine harvesting. Strengthen the construction of emergency supply bases for "vegetable basket" products, optimize the regulation and control mechanism of pig production capacity, and stabilize the basic production capacity of beef and mutton. Improve the standard of liquid milk, standardize the labeling of reconstituted milk, and promote the consumption of fresh milk. Support deep-sea aquaculture and the development of forest food. Establish the concept of big agriculture and big food, expand food through multiple channels, and explore the construction of a big food monitoring and statistical system. (2) Strictly implement the cultivated land protection system. Improve the "three-in-one" protection system of cultivated land quantity, quality, and ecology, and implement the tasks of cultivated land and permanent basic farmland protection specified in the new round of land spatial planning. Reform and improve the system of balance between cultivated land occupation and compensation, adhere to the principle of "subsidizing and occupying by supplementation", and take the net increase in the stable use of cultivated land in the province as the upper limit of the scale of cultivated land allowed to be occupied by non-agricultural construction in the next year. Improve the quality acceptance system of supplementary cultivated land, and improve the follow-up management and re-evaluation mechanism. Strengthen the governance of degraded cultivated land, increase the promotion of black soil protection projects, and implement actions to improve the organic matter of cultivated land. Crack down on the crime of illegal occupation of agricultural land and the illegal acquisition of cultivated land. Continue to renovate the "big shed". Accelerate the revitalization of the seed industry, improve the joint research and development and application cooperation mechanism, increase the key core technology research of the seed source, and accelerate the selection and promotion of independent excellent varieties urgently needed for production. Carry out the integration of R&D, promotion and application of major varieties. Promote the industrialization of biological breeding to expand and speed up. Vigorously implement the action of making up for the shortcomings of agricultural machinery and equipment, improve the subsidy policy for the purchase and application of agricultural machinery, and open up a "green channel" for the identification of agricultural machinery that is urgently needed. Strengthen the construction of the conditions of the grassroots agricultural technology promotion system and strengthen the public welfare service function. (5) Build a modern agricultural management system. Focus on solving the problem of "who will farm the land", focus on small farmers, focus on new agricultural business entities, and support socialized services, and accelerate the creation of a high-quality production and management team that adapts to the development of modern agriculture. Improve the production and operation level of family farms and farmer cooperatives, and enhance the ability of services to drive smallholder farmers. Strengthen the construction of agricultural socialization service platforms and standard systems, focus on the key weak links in agricultural production and small farmers, and expand service areas and models. Support rural collective economic organizations in providing intermediary services such as production and labor services. (6) Enhance the ability to regulate and control grain and important agricultural products. Improve the monitoring and early warning mechanism of the whole industrial chain of agricultural products, and strengthen the linkage regulation and control of multiple varieties, reserve adjustment and emergency support. Optimize the layout of grain storage facilities and improve the level of reserve security. Deepen agricultural cooperation along the Belt and Road. Intensify the crackdown on smuggling of agricultural products. Strengthen the monitoring and analysis of the consumption of grain and important agricultural products. (7) Continue to deepen various actions for food conservation. Carry forward the glorious trend of conservation, promote the whole chain of food saving and loss reduction, and improve the normalization and long-term working mechanism. Tap the potential of grain harvesting and loss reduction, and promote new equipment for bulk grain transportation and grain storage. Improve the standards for moderate grain processing. Vigorously promote healthy diets, improve the regulatory system that combines departmental supervision, industry self-discipline, and social supervision, and resolutely stop food and beverage waste. Second, ensure that there is no large-scale return to poverty(8) Implement monitoring and assistance mechanisms to prevent the return to poverty. Tighten and consolidate the responsibility for preventing the return to poverty, and continue to consolidate and improve the achievements of the "three guarantees" and drinking water safety guarantees. For rural households at risk of returning to poverty due to disasters, assistance measures may be implemented in advance if they meet the requirements of the policy. Strengthen monitoring and early warning of patients with high medical expenses in rural areas, and promptly implement medical security and assistance policies in accordance with regulations. Accelerate the interconnection of monitoring and information platforms for preventing the return to poverty and dynamic monitoring of low-income populations, and strengthen cross-departmental information integration and sharing. Research and promote the convergence of assistance policies to prevent the return to poverty and normalized assistance policies for low-income rural populations. (9) Continue to strengthen industrial and employment assistance. Strengthen the guidance of categorical assistance industries, consolidate a batch, upgrade a batch, revitalize a batch, and adjust a batch, and promote the quality and efficiency of the industry and sustainable development. **The proportion of subsidy funds used for industrial development to promote rural revitalization through financial convergence remains generally stable, and the performance management of capital projects is strengthened. Strengthen the asset management of assistance projects, and include those who meet the requirements in the unified management of rural collective assets. Improve the effectiveness of consumption assistance to help farmers increase income. Promote the action to prevent the return to poverty and employment, implement the responsibility of labor cooperation and assistance between the east and the west, and make overall plans to make good use of employment assistance workshops, public welfare posts and other channels, to stabilize the scale of employment of the labor force lifted out of poverty. (10) Increase the extent of assistance and support for key areas. The pilot policy of overall planning and integration of agriculture-related funds in poverty alleviation counties will be optimized and adjusted to 160 key counties for rural revitalization in the country, and the supervision of the use of integrated funds will be strengthened. State-owned financial institutions have increased financial support for key counties for national rural revitalization. We will continue to carry out "group-based" assistance for medical and educational cadres and talents, as well as the selection and dispatch of scientific and technological missions. The "three support and one support" plan for college graduates is tilted towards poverty alleviation areas. Support the sustainable development of ex-situ poverty alleviation and resettlement areas. Households that have housing difficulties due to population growth after being relocated to cities and towns shall be included in the scope of urban housing security if they meet the requirements. Promote the establishment of a normalized assistance mechanism for underdeveloped areas. 3. Improve the level of rural industrial development(11) Promote the integrated development of primary, secondary and tertiary industries in rural areas. Adhere to the industry, quality and green agriculture, accelerate the construction of a modern rural industrial system with the overall planning of grain, economy and feeding, the simultaneous development of agriculture, forestry, animal husbandry and fishery, the integration of production and marketing, and the integration of agriculture, culture and tourism, and build agriculture into a modern industry. Encourage all localities to vigorously develop characteristic industries in accordance with local conditions, and support the creation of local characteristic brands. Implement the project of deep integration of rural culture and tourism, promote the construction of rural tourism agglomeration areas (villages), cultivate new business formats such as eco-tourism, forest health care, leisure camping, etc., and promote the standardized development and quality of rural homestays. Optimize the implementation of rural industrial integration development projects and cultivate agricultural industrialization complexes. (12) Promote the optimization and upgrading of the agricultural product processing industry. Promote the coordinated development of agricultural product production, primary processing and intensive processing, and promote the nearby local transformation and value-added. Promote the transformation and upgrading of agricultural product processing facilities, support the construction of regional primary processing facilities such as pre-cooling and drying, storage and preservation, and fresh-cut packaging, and develop intelligent, clean and deep processing. Support the development of soybean and other agricultural products in the northeast region of the whole industry chain processing, and build a food and feed industry cluster. Support the construction of processing industrial parks in the main producing areas of grain and important agricultural products. (13) Promote the high-quality development of rural circulation. We will further promote the construction of the county-level commercial system, improve the county and rural logistics and distribution system, promote the integrated development of rural passengers, goods and mail, and vigorously develop common distribution. Promote the transformation and upgrading of the wholesale market of agricultural products. Optimize the construction of the cold chain logistics system for agricultural products, accelerate the construction of backbone cold chain logistics bases, and lay out the construction of public cold chain logistics facilities in county production areas. Implement the high-quality development project of rural e-commerce, promote the construction of county-level e-commerce live broadcast bases, and develop online sales of rural native products. Strengthen market supervision in the field of rural circulation, and continue to rectify fake and shoddy products in rural areas. (14) Strengthen measures to increase farmers' income. We will carry out actions to promote farmers' income, continue to expand rural industries to enrich the people, and support farmers to develop family-run projects such as characteristic planting and breeding, handicraft workshops, and understory economy. Strengthen industrial development and link agriculture with agriculture, and improve the mechanism of linking the support policies of new agricultural business entities and agriculture-related enterprises with the increase of farmers' income. Promote multi-channel employment of rural labor, improve cross-regional information sharing and organized labor export mechanisms, and cultivate and expand labor service brands. Carry out special actions to ensure the service of migrant workers, and strengthen the dynamic monitoring of migrant workers' employment. Strengthen the prevention of the source of arrears of migrant workers' wages and early warning of risks, and improve the long-term mechanism for arrears of wages. Strengthen vocational skills training for migrant workers, and promote order, orientation, and fixed-post training models. Do a good job in supporting the employment of older migrant workers. In the field of key engineering projects and agricultural and rural infrastructure construction, we will actively promote cash-for-work and continue to expand the scale of labor remuneration. Encourage the revitalization and utilization of rural resource assets by means of leasing, cooperative development, and shareholding management, so as to increase farmers' property income. Fourth, improve the level of rural construction(15) Enhance the leading efficiency of rural planning. Adapt to the changing trend of rural population, optimize the layout of villages, industrial structure, and allocation of public services. Strengthen the overall planning of county-level land and space planning for the spatial layout of towns, villages, industrial parks, etc. The preparation of village plans by category can be prepared separately, or by townships or several villages as units, and if it is not necessary to compile, general management provisions can be clarified in the land and spatial planning at the county and township levels. Strengthen the effectiveness, operability and binding force of village planning, and strengthen the control of rural spatial design and style. Under the premise that the total amount of cultivated land does not decrease and the layout of permanent basic farmland is basically stable, we should comprehensively use the policies of linking increase and decrease and balancing occupation and compensation, carry out comprehensive land consolidation with townships and towns as the basic unit in a steady and orderly manner, integrate and revitalize scattered idle land in rural areas, and ensure land for rural infrastructure and industrial development. (16) In-depth implementation of actions to improve the rural living environment. Promote domestic sewage and garbage treatment and rural toilet renovation in accordance with local conditions, and improve farmers' participation and long-term management and protection mechanisms. Improve the system of classified collection, transportation and disposal of rural domestic waste, and improve the network of rural renewable resources. Promote the treatment of domestic sewage by classification and echelon, and strengthen the dynamic investigation and source treatment of black and odorous water bodies in rural areas. Steadily promote the renovation of household toilets in the central and western regions, and explore the reward and subsidy model for rural households to voluntarily change toilets according to standards and subsidize households after passing the first acceptance. Coordinate the promotion of the resource treatment and utilization of rural organic domestic waste, manure, and organic waste from agricultural production. (17) Promote rural infrastructure to make up for shortcomings. Proceeding from the actual conditions of various localities and the needs of peasants, we should grasp the matter of popularizing and benefiting the people, and do one thing and one thing. Improve the rural water supply engineering system, promote the integration of urban and rural water supply and the scale of centralized water supply when conditions permit, strengthen the standardized construction and transformation of small water supply projects that do not have the conditions for the time being, strengthen professional management and protection, and thoroughly implement special actions to improve the quality of rural water supply. Promote the consolidation and upgrading of rural power grids. Promote the development of distributed new energy in rural areas, and strengthen the planning and construction of new energy vehicle charging and swapping facilities in key villages and towns. Solidly promote the construction of "four good rural roads", improve traffic management and safety protection facilities, and accelerate the implementation of rural road and bridge safety "danger elimination" actions. We will continue to carry out the renovation of dilapidated houses in rural areas and the seismic renovation of rural houses, and consolidate the results of investigation and rectification of potential safety hazards in rural houses. We will continue to implement digital rural development actions, develop smart agriculture, and narrow the "digital divide" between urban and rural areas. Implement smart radio and television rural projects. Encourage provinces with the capacity to coordinate the construction of regional big data platforms, and strengthen the collaborative sharing of agriculture-related information such as agricultural production and operation and rural social management. (18) Improve the rural public service system. Optimize the supply of public education services, strengthen the construction of boarding schools, and run the necessary small-scale rural schools. Implement the action plan for the development and promotion of ordinary high schools at the county level. Strengthen the service capacity building of township health centers and village clinics, and steadily increase the proportion of rural doctors with practicing (assistant) physician qualifications. Continue to improve the prevention and control of infectious diseases and emergency response capacity in rural areas. Gradually increase the proportion of medical insurance in rural medical and health institutions in the county, and accelerate the inclusion of village clinics in the designated management of medical insurance. Improve the rural pension service system, promote the construction of regional pension service centers according to local conditions, and encourage the development of rural elderly meal assistance and mutual aid services. Improve the incentive mechanism of basic old-age insurance for urban and rural residents. Strengthen childbirth support and infant and child care services in rural areas, and do a good job of caring and caring services for migrant children, left-behind children, women, the elderly, and the disabled. Implement actions to improve the public service capacity of large grain-producing counties. (19) Strengthen the construction of ecological civilization in rural areas. We will continue to fight the tough battle of agricultural and rural pollution control, and promote the protection and restoration of rural ecology in an integrated manner. Solidly promote the reduction and efficiency of chemical fertilizers and pesticides, and promote the cycle mode of planting and breeding. The county promotes the comprehensive prevention and control of agricultural non-point source pollution. Strengthen the investigation and remediation of heavy metal pollution sources in cultivated soil soil. Strengthen the quality and safety control and product testing of edible agricultural products, and improve the ability of food safety supervision in the whole process of "from farmland to table". Promote the reduction of the use of veterinary antimicrobials. Strengthen the prevention and control of major animal diseases and key zoonotic diseases. Continue to consolidate the effectiveness of the 10-year fishing ban on the Yangtze River. Accelerate the control of soil erosion on the slopes of the middle and upper reaches of the Yangtze River, and solidly promote deep water conservation and water control in the Yellow River Basin. Promote the connection of water systems, water conservation, and soil and water conservation, revive the ecological environment of rivers and lakes, and strengthen the management of groundwater overexploitation. Strengthen the comprehensive prevention and control of desertification, and explore the model of "grass and light complementation". We will make every effort to fight the tough battle of the "Three Norths" project, and encourage the peasant masses to participate in the construction of the project through various means. Optimize the policy of supplementing grassland ecological protection, and improve the restraint mechanism for overloading and overgrazing. Strengthen fire prevention and extinguishing in forests and grasslands. Carry out rescue and protection actions for ancient and famous trees. (20) Promote the integrated development of urban and rural areas at the county level. Coordinate the comprehensive revitalization of new urbanization and rural areas, improve the comprehensive carrying capacity and governance capacity of county seats, and promote the convergence and complementarity of county and rural functions and the optimal allocation of resource elements. Optimize the industrial structure and spatial layout of the county, build a county-level economic system with the county seat as the hub and the small town as the node, and expand the county-level employment capacity. Coordinate the planning, construction, management and protection of urban and rural infrastructure at the county level, and promote the construction of urban and rural school communities and close-knit county-level medical communities. Implement a new round of urbanization of the rural migrant population, and encourage counties (cities, districts) with the capacity to include all urban permanent residents in the scope of housing security policies. Fifth, improve the level of rural governance(21) Promote party building and promote rural revitalization. Carry out in-depth propaganda and education activities to listen to the party's words, feel the party's kindness, and follow the party. Strengthen the protection, inheritance and innovative development of excellent traditional rural culture. Strengthen the excavation, collation, protection and utilization of agricultural cultural heritage and rural intangible cultural heritage, and implement rural cultural relics protection projects. Carry out demonstrations of the protection and utilization of traditional villages. Persist in farmers playing the leading role, and promote the healthy development of mass cultural and sports activities such as "village BA", village super, and village evening. (23) Continue to promote the change of customs in rural areas. Adhere to the combination of dredging and blockage, treat both the symptoms and the root causes, innovate the carrier of changing customs and customs, give play to the role of villagers' autonomy, strengthen the incentive and restraint functions of village rules and conventions, and continue to promote the comprehensive management of outstanding problems such as high dowries, large-scale operations, and scattered burials. Encourage all localities to make use of comprehensive rural service venues to provide inclusive social services for farmers' weddings, funerals, and other services, to reduce the burden on rural people. Improve restrictive norms and advocacy standards for new marriages, simple funerals, filial piety and love for relatives, and so on. Promote party members and cadres to take the lead in fulfilling their promises and playing a leading role. Strengthen positive guidance and incentives, strengthen the construction of family education and family style, and promote effective methods such as the list system and the point system. (24) Build safe villages. Adhere to and develop the "Fengqiao experience" in the new era, and improve the mechanism of prevention, investigation and early warning, and diversified resolution of contradictions and disputes. Strengthen the construction of rule of law in villages, and enhance farmers' awareness of the law. 6. Strengthen the party's overall leadership over the "three rural" work(25) Improve the system and mechanism of the Party's leadership of rural work.
