Scope of declaration
Enterprises and institutions and social organizations that are in line with the development direction of the city's modern industrial system and serve the city's "six builds" and "eight new breakthroughs" key work (must be registered in the city's market supervision department in accordance with the law, have independent legal personality, and have tax relations in our city) introduce and train high-level talents.

(1) Top Talent Program
The applicant should meet the conditions and level of top talents at home and abroad and national leading talents in our city, and meet the following conditions:
1.Generally, they should obtain a doctorate degree or senior professional and technical title.
2.The applicant shall set up an innovation and entrepreneurship team of more than 5 people, and at least 2 of the team members have obtained a doctorate degree, or no less than 80% of the total number of people who have obtained a master's degree or above. The team has a reasonable professional structure and age structure, has a clear main direction and R&D transformation goals, and can cooperate stably for more than 3 years. The declarant who starts his own business should be the main founder of the enterprise and the largest shareholder or the largest natural person shareholder (excluding technology shares, and holding shares on behalf of the company is not allowed); For the talent team introduced by the enterprise, the applicant and the team members should sign a formal labor contract with the employer and have worked on the job. The declarant himself should ensure that he or she works in the reporting unit for more than 3 months every year, and other members of the team should work full-time in the reporting unit.
3.The registered capital of the enterprise shall not be less than 5 million yuan, and the paid-in capital shall not be less than 50%.
4.The company has received no less than 3 rounds of investment from investment institutions or a cumulative investment of not less than 100 million yuan, or a market-based valuation of more than 500 million yuan and has not yet been listed.
5.The company's sales revenue in the previous year is greater than 30 million yuan or the R&D investment in the past two years is not less than 15% of sales.
6.The core technical level of the implementation project is internationally leading and domestic first-class, and has entered the pilot test or industrialization stage.
For the outstanding talent teams that are urgently needed for the development of pillar industries and emerging industries in our city, the application conditions can be appropriately relaxed.
(2) Leading talent project
The leading talent program is divided into innovation and entrepreneurial talent projects, and the applicant must meet the following conditions at the same time:
1.Innovative Talent Program.
1) Generally, you should obtain a doctorate degree or senior professional and technical title, and be under the age of 55.
2) Before the date of issuance of this notice, sign a formal labor contract with the reporting unit for more than 3 years and have been on the job, work in the reporting unit for more than 6 months every year, and the unit will give a monthly salary of not less than 30,000 yuan. The main founder, the largest shareholder or the largest natural person shareholder of the enterprise shall not declare.
3) Have served as a professor or equivalent position in well-known universities and research institutes at home and abroad, or held middle and senior management positions in internationally renowned enterprises such as Fortune 500 companies, and have more than 3 years of working experience.
4) Have presided over major scientific research tasks, led high-level innovation teams, or won important scientific and technological awards at or above the provincial and ministerial level as project leaders, and the academic and technical level has reached the domestic first-class or filled the gaps in China and the province. The declared project has important innovation and development prospects, and the results have significant industrial or social value.
5) The employer should be a new R&D institution, unicorn enterprise, gazelle enterprise, etc., or rely on enterprise technology center, engineering technology research center, academician expert workstation, postdoctoral workstation and other innovation platforms at or above the provincial level to carry out cutting-edge scientific research and key technology research.
2.Entrepreneurial Talent Program.
1) Generally, students should have a master's degree or above, and be under the age of 60.
2) The applicant should set up an entrepreneurial team of more than 5 people, and the team members who have obtained a master's degree or above shall not be less than 60% of the total number, and the team shall have a reasonable professional structure and age structure. The declarant should be the main founder of the enterprise and the largest shareholder or the largest natural person shareholder (excluding technical shares, not allowed to hold shares on behalf of the company), and the core team members should sign a formal labor contract with the enterprise and have been on the job.
3) The registered capital of the enterprise shall not be less than 3 million yuan, and the paid-in capital shall not be less than 50%, and the establishment time of the enterprise shall not exceed 5 years.
4) The establishment of an enterprise has obtained no less than 2 rounds of investment from investment institutions or the cumulative investment amount is not less than 50 million yuan, or the market-based valuation exceeds 300 million yuan and has not yet been listed.
5) The sales revenue of the start-up enterprise in the previous year is greater than 20 million yuan or the R&D investment in the past two years is not less than 12% of the sales.
6) The technical level of the entrepreneurial project is first-class in China or fills the gap in the country and the province, can carry out industrialization development and has good market prospects, and can lead the industry in our city to achieve leapfrog development.
(3) Elite talent project
The elite talent program is divided into innovation and entrepreneurial talent projects, and the applicant must meet the following conditions at the same time:
1.Innovative Talent Program.
1) Generally, they should obtain a doctorate degree or associate senior professional and technical title, and be under the age of 55.
2) Before the date of issuance of this notice, a formal labor contract should be signed with the reporting unit for more than 3 years and have been on the job, and the applicant should work for more than 6 months every year; The main founder, the largest shareholder or the largest natural person shareholder of the enterprise shall not declare.
3) Have served as an associate professor or equivalent position in well-known universities and research institutes at home and abroad, or held middle and senior management positions in well-known domestic enterprises, and have more than 2 years of working experience.
4) He has participated in major scientific research tasks as a core member, or won important scientific and technological awards at or above the municipal level as a project leader, and his academic and technical level has reached the first-class level in the province and the leading position in the city. The research work can bring key technological breakthroughs or management innovations to the unit, and the results have high industrial or social value.
5) The employer relies on innovation platforms at or above the municipal level, such as enterprise technology centers, engineering technology research centers, academician and expert workstations, and postdoctoral workstations, to carry out cutting-edge scientific research and key technology research.
2.Entrepreneurial Talent Program.
1) Applicants for entrepreneurial projects should generally obtain a master's degree or above, and be no more than 60 years old.
2) The applicant shall set up an entrepreneurial team of more than 5 people, and the team members shall not be less than 50% of the total number of people who have obtained a master's degree or above, and the team shall have a reasonable professional structure and age structure. 4) The establishment of an enterprise has received institutional investment or a cumulative investment of not less than 20 million yuan, or a market-based valuation of more than 200 million yuan and has not yet been listed.
5) The sales revenue of the start-up enterprise in the previous year shall not be less than 10 million yuan or the R&D investment in the past two years shall not be less than 10% of the sales.
6) The technical level of the entrepreneurial project is first-class in China and leading in the province, and it can carry out industrialization development and has good market prospects.
Declaration Procedure
1.The applicant fills in the corresponding project declaration form, prepares the attachment materials, and submits the application to the employer.
2.After the employer reviews and publicizes, it shall be submitted to the Municipal Talent Association, the Organization Department of the District and County Party Committee, and the relevant departments of the Development Zone and the Municipal Government to organize the personnel department.
3.The competent departments recommend and submit it to the Talent Office of the Municipal Party Committee.
4.The Talent Office of the Municipal Party Committee organizes expert review and comprehensive review.
5.Social publicity.
Timing
The competent departments shall submit the application materials to the Talent Office of the Municipal Party Committee before March 22, 2024 (Friday), and the employer shall contact the competent departments for confirmation of the time of submission to the competent departments (it is recommended to submit them to the competent departments before March 15).
Precautions
The reporting units and individuals shall be responsible for the authenticity and accuracy of the application materials, and the units and individuals who have committed fraud in the declaration process shall be disqualified once found. Each applicant can only apply for one in this year, and the same project shall not be declared more than once, and talents and projects that have been supported by the "Xi'an Talent Plan" will not be declared. Through the Talent Office of the Xi'an Municipal Party Committee, the high-level talents who have been selected into the national and provincial key talent plans (projects) will not be repeatedly declared for the "Xi'an Talent Plan". Those who have passed the defense review in the previous year, but failed the on-site inspection, shall not apply continuously.

3. Selection and recommendation procedures
