Serie A is brewing big changes with downsizing, salary caps, challenging penalties, and the NBA form

La Repubblica reports that Serie A is considering a series of reform measures and is preparing to submit the relevant documents of the reform plan to the Italian Football Federation by next Tuesday. The document was 25 pages long, including proposals for 12 major items and 45 sub-items, and was entitled "When is it to be when". Next Monday, Serie A will hold a meeting to discuss the downsizing of Serie A to 18 teams. AC Milan, Inter Milan, Juventus and Roma are the initiators of the drawdown in Serie A, but the majority of teams are said to be opposed.

The reform ideas proposed by Serie A are wide-ranging. They have proposed that Serie C should be scaled down, but have not yet set the criteria for how to reduce the squad. Sustainability is a key focus, with a salary cap system proposed to prevent the team from overspending beyond its revenue capacity. Serie A also proposes to increase the number of non-EU players and allow them to sign eight-year contracts.

Serie A is also looking to change the Coppa Italia to an NBA-style format, with some results valid for both cup and league competitions, while reducing the number of games in a season. Another reform is to ensure that the Italian Super Cup will no longer be held in Saudi Arabia, with the United States hosting the tournament as an option.

The initiative also includes some unusual elements, such as a reduction in the number of matches played by the Italian national team, and Serie A's hope that UEFA and FIFA will merge the October and November international breaks, and reform the format of the World Qualifiers and European Qualifiers in line with the Olympic model.

Another important change is for VAR, which wants to create a "challenge rule" that allows teams to challenge a penalty once or twice per game, while also allowing the assistant referee to be heard in real time during the game.
