To do a good job in coal mine safety production, the key is to consolidate the supervision responsibilities of the grassroots level. At present, there are some places that have issued coal supply guarantee plans in violation of regulations for coal mines that do not have the ability to guarantee safety. Some grassroots ** turn a blind eye to the illegal activities of coal mines in their jurisdiction, and even shield and connive. The "Regulations" emphasize that the responsibility system for the safe production of local party and government leading cadres shall be implemented in the safe production of coal mines, and the responsibility for territorial management shall be further strengthened.
The first is to prevent leakage from getting out of control and clarify the subject of supervision. The "Regulations" stipulate that the provincial people shall clarify the safety supervision subject of each coal mining enterprise in accordance with the principle of hierarchical and classified supervision to ensure that "mines and mines have supervision". At the same time, in order to prevent prevarication between various departments, the "Regulations" require the people at or above the county level to strengthen the leadership of coal mine safety production work and establish a departmental work coordination mechanism.
The second is to adhere to safety first and emphasize safety and supply. At present, the task and pressure of ensuring the safety of supply in some areas and coal mines are relatively large, but ensuring supply is to ensure supply under safe conditions, and safety must be put first. We cannot say in general terms that "do everything possible to increase production and ensure supply" and "do everything possible to increase production and ensure supply", and we cannot know that there are major safety risks and ensure supply with illness, and we should not stop stopping and closing what should be closed, and once there is a production safety accident, ensuring supply is not a reason to evade responsibility for accidents. In this regard, the "Regulations" stipulate that the local government at or above the county level and relevant departments shall not require coal mines that do not have safe production conditions to carry out production, and once an accident occurs, the person directly responsible for the accident and the leaders shall be seriously investigated and held responsible, and those suspected of violating the law and committing crimes shall be transferred to the judicial organs for criminal responsibility.
Third, it is necessary to give full play to the role of the grassroots to investigate, deal with, and crack down on illegal coal mines. Illegal coal mines are "tumors", "time bombs" and "landmines" in safe production, and who knows best whether there are illegal coal mines in a place, especially whether there are illegal small coal mines? Comrades in grassroots counties, especially in townships and towns, know best. In this regard, the "Regulations" stipulate the responsibility of the grassroots to discover, stop, investigate and crack down on illegal coal mines. Where effective measures are not taken to stop or investigate and deal with them, the responsible leaders and directly responsible personnel shall be given disciplinary sanctions, and if a crime is constituted, they shall be transferred to the judicial organs for investigation of criminal responsibility in accordance with law.
