The meeting pointed out that Guangdong will adhere to the principle of "ensuring that everything is guaranteed" and allocate sufficient resource elements to fully support the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the development of the real economy. This year, Guangdong will focus on the first batch of 22 typical counties, 110 typical towns and 42 existing pilot projects of the "Millions and Millions Project", accelerate the comprehensive land consolidation, expansion and quality improvement, and strive to complete the investment of more than 100 billion yuan, and accelerate the construction of a new pattern of land protection and utilization with fertile land, concentrated villages, industrial agglomeration and beautiful ecology.
At the meeting, it was revealed that this year, Guangdong will "ensure that everything is guaranteed" to allocate sufficient resource elements and strengthen the guarantee of marine mining and forest elements for major projects. For example, in terms of land use, the land use plan indicators will be guaranteed by classification and classification, and the indicators will be more than 400,000 mu throughout the year; In terms of sea use, it plans to promote the new reclamation of ten major platforms such as Wanqingsha in Nansha to fully ensure the demand for sea use for major projects; In terms of forest use, we will optimize the review and approval services for forest land to ensure the demand for forests for major projects.
At the same time, Guangdong will also promote the revitalization and utilization of the stock of land, continue to promote the special action of "saving land and improving quality", coordinate the spatial planning and land use guarantee of the "three major projects" such as the construction of affordable housing, the construction of public infrastructure for both ordinary and emergency purposes, and the transformation of urban villages, and orderly promote the pilot redevelopment of urban inefficient land in 9 cities in the Pearl River Delta.
This year, Guangdong will comprehensively promote the construction of a strong maritime province and accelerate the construction of a "new maritime Guangdong". At the meeting, it was mentioned that Guangdong will build a scientific and efficient marine space development pattern, accelerate the introduction of provincial coastal zone and marine space planning, strengthen the overall layout of the port industry, standardize the sea activities of near-shore aquaculture, and promote the expansion of offshore wind power, photovoltaic sea and marine ranches to the deep sea.
Focusing on the ecological construction of Lumei Guangdong, the meeting proposed to vigorously implement major ecological protection and restoration projects, and continuously improve the development of "green content", "carbon reduction" and "gold content"; Continue to implement the "six major actions" such as precise improvement of forest quality, and further implement the optimization and improvement of forest stands by 2 million mu and the improvement of forest tending by 2 million mu; Widely mobilize the public to participate in afforestation, promote the creation of national forest cities in the whole region, and vigorously promote the greening of counties, towns and villages.
