Shiba Tree Domain. Chai Shufan (1910-1997), formerly known as Chai Shufan, was a native of Weifang City, Shandong Province, at the age of 87.

In his early years, he studied at Yangzheng Primary School and Silk School in Yantai, Shandong, and was admitted to the field class of Shanghai Taxation College in 1933, and worked in Tianjin Customs in 1935.

After the outbreak of the National War of Resistance Against Japanese Aggression, he resigned, went to Yan'an in the spring of 1938 and joined China. He has successively served as a student of North Shaanxi Public School, Deputy Director of the School Affairs Department (Minister Yuan Fuqing) and Minister (President Li Weihan) of the Guanzhong Branch of North Shaanxi Public School, researcher (Director) Deng Liqun of the China Studies Office of Yan'an Marxist-Leninist University, and head of the Economic Group of the Border Research Office of the Northwest Bureau of the Communist Party of China.

After the victory of the Anti-Japanese War, he went to the Northeast and successively served as the Deputy Supervision Committee of the Liaodong ** Bureau and the Deputy Director of the Andong Customs (the Supervision Committee and the Director are missing), the Deputy Director of the Economic Construction Division of the Financial and Economic Committee of the South Manchurian Branch of the Northeast Bureau of the Communist Party of China (Director Li Dazhang), the military representative of Anshan Iron and Steel Plant (Hao Xiying), the Director of the Planning Division of the Northeast Administrative Committee and the Ministry of Industry of the Northeast People's ** (Minister Wang Shoudao).

From 1977 to 1981, he served as the Minister of the Sixth Ministry of Machinery Industry, the leader of the core group of the Party of the Revolutionary Committee of the Ministry, and the secretary of the Party Group of the Ministry.

From 1981 to 1982, he served as vice chairman of the State Planning Commission for the third time.

From 1982 to 1985, he served as Chairman of the Board and Secretary of the Party Leadership Group of China State Shipbuilding Corporation.

He is a member of the Financial and Economic Committee of the 7th National People's Congress.
