In the "Communiqué" of the Third Plenary Session of the 11 th CPC Central Committee, people began to perceive the subtle atmosphere contained in the proposal of "less propaganda of individuals" put forward by Comrade ***.

At this time, Comrade ** still held the posts of ** Chairman of the Communist Party of China, ** Premier and ** Chairman of the Military Commission, and held all the power of the Party and the state. However, at the Fifth Plenary Session of the 11th Central Committee of the Communist Party of China from February 23 to 29, 1980, Comrade Wang Dongxing resigned from the post of vice chairman of the Communist Party of China.
