According to reports, the "free to enjoy" crew ** service refers to the crew in the jurisdiction of Rizhao to sign up for relevant training or examinations, that is, as a certificate application, after the completion of relevant training or passing the examination, the Rizhao Maritime Safety Bureau automatically accepts and issues the corresponding certificate service. At present, the Rizhao Maritime Safety Bureau has launched 10 service items of "enjoy without application", including 6 initial certificates and 4 crew certificates that are valid, involving more than 9,200 certificates, accounting for 80% of the annual certificate issuance, and is expected to save a total of 2 hours for crews and shipping companies every year70,000 hours, saving 1.8 million yuan.
The implementation of the service not only improves the convenience of seafarers and shipping companies, but also eliminates the occurrence of some seafarers who cannot board the ship because they do not have a certificate or do not renew their certificates within the specified time limit. Liu Huiling, the person in charge of crew training at Rizhao Navigation Engineering Vocational and Technical College, said that some students or shipping companies did not apply for renewal in time after the trainee training, resulting in the expiration of crew certificates, which brought inconvenience to the work. Now, the crew cadets only need to provide a personal certificate collection address when they enter the school, and no other steps are required, and they can receive the certificate after completing the corresponding training or examination, and can enjoy the "one-stop" service without leaving the school.
He Naizhi, deputy director of Rizhao Maritime Safety Administration, introduced that the "enjoy without application" service has run through the "whole chain" of crew training, examination and certification business, and optimized the seafarers to apply for training, examination and certification in turn to apply for three businesses at the same time, and the process has been further simplified. At the same time, the background of maritime government affairs service will be in front of the review link, and the centralized certification of intensive examination and approval will be implemented, which not only reduces the overall work intensity of government service personnel, but also reduces the overall time consumption.
